【摘要】：領(lǐng)導(dǎo)制度改革是我們黨在新的時(shí)代背景下的重大任務(wù)。十一屆三中全會(huì)以后,在黨面臨著國際國內(nèi)環(huán)境重大轉(zhuǎn)變的基礎(chǔ)上,鄧小平經(jīng)過認(rèn)真地思考和深入地研究形成了一整套關(guān)于領(lǐng)導(dǎo)制度改革的思想,通過不斷調(diào)整和深化領(lǐng)導(dǎo)制度改革的內(nèi)容,逐步完善了我國的領(lǐng)導(dǎo)制度,推動(dòng)了我國領(lǐng)導(dǎo)制度的創(chuàng)新與發(fā)展。鄧小平領(lǐng)導(dǎo)制度改革思想是鄧小平領(lǐng)導(dǎo)思想的重要內(nèi)容之一,在鄧小平領(lǐng)導(dǎo)思想中占有重要的地位。在全面深化改革的今天,如何推進(jìn)領(lǐng)導(dǎo)制度的建設(shè)與發(fā)展依然是我們黨面臨的重大現(xiàn)實(shí)課題。鄧小平關(guān)于領(lǐng)導(dǎo)制度改革的思想是新時(shí)期我們黨加強(qiáng)領(lǐng)導(dǎo)制度改革的科學(xué)指南。文章將鄧小平領(lǐng)導(dǎo)制度改革思想視為一個(gè)系統(tǒng)的邏輯體系而展開研究。首先,文章對(duì)鄧小平領(lǐng)導(dǎo)制度改革思想形成的時(shí)代背景進(jìn)行了客觀地分析并梳理了改革開放以來鄧小平領(lǐng)導(dǎo)制度改革思想的邏輯演進(jìn),即鄧小平領(lǐng)導(dǎo)制度改革思想主要經(jīng)歷了系統(tǒng)形成、持續(xù)發(fā)展到調(diào)整完善這三個(gè)階段。其次,文章分析了鄧小平領(lǐng)導(dǎo)制度改革思想的內(nèi)容構(gòu)成與理論特征。闡述了鄧小平關(guān)于“領(lǐng)導(dǎo)制度”與“領(lǐng)導(dǎo)制度改革”的內(nèi)涵,著重分析了鄧小平關(guān)于領(lǐng)導(dǎo)制度改革的必要性、目標(biāo)、主體和方式。從“解決黨政不分、以黨代政的問題”、“實(shí)行集體領(lǐng)導(dǎo)、分工負(fù)責(zé)”、“精簡機(jī)構(gòu)”、推行“權(quán)力下放”、“解決好交接班的問題”、強(qiáng)化對(duì)權(quán)力“進(jìn)行鐵面無私的監(jiān)督檢查”、“克服一切阻力抓法制建設(shè)”等方面闡述了鄧小平關(guān)于領(lǐng)導(dǎo)制度改革的主要舉措,分析了鄧小平領(lǐng)導(dǎo)制度改革思想的理論特征,并構(gòu)建了鄧小平領(lǐng)導(dǎo)制度改革思想的邏輯體系。最后,闡述了鄧小平領(lǐng)導(dǎo)制度改革思想的歷史價(jià)值,即豐富發(fā)展了馬克思主義關(guān)于領(lǐng)導(dǎo)制度改革的思想、加強(qiáng)了領(lǐng)導(dǎo)制度改革和經(jīng)濟(jì)體制改革的協(xié)調(diào)發(fā)展、突破了“重人治”而“輕法制”的舊觀念的束縛、提高了黨內(nèi)民主和人民民主的水平、推動(dòng)了黨和國家政治體制及其他制度的改革和完善。并從要始終堅(jiān)持以生產(chǎn)力的發(fā)展作為領(lǐng)導(dǎo)制度改革的根本依據(jù),堅(jiān)持解放思想、實(shí)事求是,堅(jiān)持依靠人民推動(dòng)領(lǐng)導(dǎo)制度改革,敢于沖破不同利益集團(tuán)的障礙并采用穩(wěn)中求進(jìn)的漸進(jìn)式改革方式這些方面分析了鄧小平領(lǐng)導(dǎo)制度改革思想的現(xiàn)實(shí)價(jià)值。
[Abstract]:The reform of the leadership system is a major task for our party under the background of the new era. After the third Plenary session of the 11th CPC Central Committee, the Party is facing a major change in the international and domestic environment. Deng Xiaoping has formed a whole set of thoughts on the reform of the leadership system through careful thinking and in-depth study. By constantly adjusting and deepening the contents of the reform of the leadership system, Deng Xiaoping has gradually improved the leadership system of our country. Deng Xiaoping's thought of leadership system reform is one of the important contents of Deng Xiaoping's leadership thought. It plays an important role in Deng Xiaoping's leading thought. How to promote the construction and development of the leadership system is still a major realistic subject facing our party. Deng Xiaoping's thought on leadership system reform is the scientific guide for our party to strengthen the leadership system reform in the new period. The reform thought of flat leadership system is regarded as a systematic logical system. First of all. This paper analyzes objectively the background of Deng Xiaoping's thought of leading system reform and combs the logical evolution of Deng Xiaoping's thought of leading system reform since the reform and opening up. That is, Deng Xiaoping's thought of leadership system reform mainly experienced the system formation, sustained development to the adjustment and improvement of these three stages. Secondly. This paper analyzes the content and theoretical characteristics of Deng Xiaoping's thought of leadership system reform, and expounds the connotation of Deng Xiaoping's "leadership system" and "leadership system reform". The necessity, goal, subject and method of Deng Xiaoping's reform of the leadership system are emphatically analyzed, from "solving the problem of not separating the party and government and replacing the government with the party", "carrying out collective leadership, division of labor and responsibility", and "streamlining the organization". We should carry out "decentralization", "solve the problem of succession", and strengthen the "unselfish supervision and inspection of power." "overcome all obstacles to grasp the legal system" and other aspects of Deng Xiaoping's main measures on leadership system reform, analysis of the theoretical characteristics of Deng Xiaoping leadership system reform thought. Finally, the paper expounds the historical value of the thought of the reform of the leadership system of Deng Xiaoping, that is, it enriches and develops the thought of Marxism about the reform of the leadership system. We strengthened the coordinated development of the reform of the leadership system and the reform of the economic system, broke through the shackles of the old concept of "emphasizing the rule of man" and "neglecting the legal system," and raised the level of inner-party democracy and people's democracy. It has promoted the reform and perfection of the political and other systems of the Party and the state, and has always insisted on taking the development of the productive forces as the fundamental basis for the reform of the leadership system, emancipating the mind, and seeking truth from facts. This paper analyzes the realistic value of Deng Xiaoping's thought of leadership system reform from the following aspects: persisting in relying on the people to promote the reform of the leadership system, daring to break through the obstacles of different interest groups and adopting a steady and progressive way of reform.
