【摘要】：隨著社會(huì)的快速發(fā)展,人口老齡化逐漸成為中國(guó)社會(huì)面臨的嚴(yán)峻考驗(yàn)。老年人口不斷增加,養(yǎng)老服務(wù)發(fā)展中存在的諸多問(wèn)題日益凸顯,實(shí)踐證明,發(fā)展智能化養(yǎng)老服務(wù)是解決問(wèn)題最有效的方式之一。目前,智能化養(yǎng)老服務(wù)在石家莊市還停留在初探階段,其健康發(fā)展離不開(kāi)政策引導(dǎo)和保障。探究石家莊市智能化養(yǎng)老服務(wù)發(fā)展中相關(guān)利益者的政策需求,和已有智能化養(yǎng)老服務(wù)政策存在的問(wèn)題,以政策需求作為出發(fā)點(diǎn)和歸宿點(diǎn)來(lái)進(jìn)行政策體系構(gòu)建迫在眉睫。本文以石家莊市作為研究對(duì)象,以需求層次理論、多元福利理論、顧客導(dǎo)向理論為依據(jù),從需求角度出發(fā),探究石家莊市智能化養(yǎng)老服務(wù)政策體系構(gòu)建的主要思路。論文在寫(xiě)作過(guò)程中運(yùn)用問(wèn)卷調(diào)查法來(lái)了解石家莊市50周歲及以上人群對(duì)智能化養(yǎng)老服務(wù)的需求情況,進(jìn)而分析政策需求;運(yùn)用訪談法對(duì)星光養(yǎng)老公司、河北省優(yōu)撫醫(yī)院以及其他相關(guān)企業(yè)進(jìn)行訪談,了解智能化養(yǎng)老服務(wù)目前在石家莊市的發(fā)展情況,發(fā)展中遇到的問(wèn)題以及他們的政策需求;通過(guò)梳理了從國(guó)家到石家莊市與智能化養(yǎng)老服務(wù)相關(guān)的政策文獻(xiàn)和對(duì)相關(guān)部門進(jìn)行政策現(xiàn)狀訪談,總結(jié)出石家莊市智能化養(yǎng)老服務(wù)政策目前存在的問(wèn)題。最后,基于政策需求視角,結(jié)合智能化養(yǎng)老服務(wù)政策存在的問(wèn)題和石家莊市的具體情況,論文提出了石家莊市智能化養(yǎng)老服務(wù)政策體系構(gòu)建的基本框架。石家莊市智能化養(yǎng)老服務(wù)政策體系框架主要包括:金融服務(wù)政策、人才培養(yǎng)政策、財(cái)政扶持政策、技術(shù)創(chuàng)新政策、宣傳政策、激勵(lì)政策和監(jiān)管政策。
[Abstract]:With the rapid development of the society, the aging of the population has gradually become a severe test facing the Chinese society. The aging population is increasing, and many problems in the development of old-age services are becoming increasingly prominent, which has been proved by practice. The development of intelligent pension service is one of the most effective ways to solve the problem. At present, intelligent pension service in Shijiazhuang is still in the initial stage. Its healthy development can not be separated from policy guidance and protection. Explore the development of intelligent pension services in Shijiazhuang City stakeholders' policy needs and existing intelligent pension service policy problems. It is urgent to construct the policy system with policy demand as the starting point and destination. This paper takes Shijiazhuang as the object of study, based on the theory of hierarchy of demand, the theory of multiple welfare, and the theory of customer orientation. From a demand point of view. This paper explores the main ideas of constructing the policy system of intelligent old-age care service in Shijiazhuang. The paper uses the questionnaire method to understand the demand for intelligent old-age service in Shijiazhuang city at the age of 50 and above. And then analyze the policy demand; Using the method of interviews to the Star pension company, Hebei Province Youfu Hospital and other related enterprises to interview to understand the current development of intelligent pension services in Shijiazhuang City. Problems encountered in development and their policy needs; Through combing the policy literature from the country to Shijiazhuang City and conducting interviews to the relevant departments on the status quo of the policy, summed up the existing problems of the intelligent pension service policy in Shijiazhuang. Finally. Based on the perspective of policy demand, combined with the existing problems of intelligent pension service policy and the specific situation of Shijiazhuang City. The paper puts forward the basic framework of the construction of the intelligent old-age service policy system in Shijiazhuang. The framework of the intelligent old-age service policy system in Shijiazhuang mainly includes: financial service policy, talent training policy. Financial support policy, technological innovation policy, publicity policy, incentive policy and regulatory policy.
