【摘要】：我國農(nóng)村合作組織成立和發(fā)展時間較長,尤其是改革開放以來,市場經(jīng)濟體制的發(fā)展以及相關(guān)法律政策的出臺,為農(nóng)村合作組織的發(fā)展帶來新的機遇。另外,社會主義新農(nóng)村建設(shè)涉及到很多方面,而單靠鄉(xiāng)鎮(zhèn)政府一己之力有些捉襟見肘,而作為植根于農(nóng)村,成長于農(nóng)村,并在逐漸改變農(nóng)村治理格局的農(nóng)村合作組織,則成為鄉(xiāng)鎮(zhèn)政府職能的有力延伸。然而,對于公民社會的發(fā)展尚處于初級階段的我們國家來說,農(nóng)村合作組織的發(fā)展體系并不完善,發(fā)展要素較為缺乏。而鄉(xiāng)鎮(zhèn)政府作為與農(nóng)村合作組織最為接近的一級政府,其掌握著促進農(nóng)村發(fā)展的較為豐厚的資源,為更好地履行職能,鄉(xiāng)鎮(zhèn)政府與農(nóng)村合作組織之間可以實現(xiàn)優(yōu)勢互補,共同進步。然而,由于我國公民社會發(fā)展的不完善,農(nóng)村合作組織力量較小,其與鄉(xiāng)鎮(zhèn)政府之間的互動關(guān)系并不是建立在平等原則基礎(chǔ)上的�，F(xiàn)有學(xué)術(shù)研究偏重于農(nóng)村合作組織自身的成長運作,對于其與鄉(xiāng)鎮(zhèn)政府之間的關(guān)系關(guān)注較少。在查閱文獻及對具體案例分析之后,筆者將現(xiàn)有的鄉(xiāng)鎮(zhèn)政府與農(nóng)村合作組織互動關(guān)系劃分為依附型和自主型兩種。但這兩種互動關(guān)系都存在一定的問題,為實現(xiàn)農(nóng)村合作組織的健康發(fā)展,在國家與社會互動理論支撐下,試圖尋找出構(gòu)建鄉(xiāng)鎮(zhèn)政府與農(nóng)村合作組織良性互動關(guān)系的路徑和策略。本文分為五部分:第一部分總結(jié)了選題的背景,尋找選題的意義,總結(jié)農(nóng)村合作組織的國內(nèi)外研究成果,并提出了本文的研究方法、創(chuàng)新點以及不足之處。第二部分介紹了相關(guān)的概念和理論,解釋了農(nóng)村合作組織和鄉(xiāng)鎮(zhèn)政府的相關(guān)概念以及二者互動的理論基礎(chǔ),以法團主義、公民社會以及國家與社會互動理論為依據(jù),為二者互動關(guān)系研究做鋪墊。第三部分詳細考查了鄉(xiāng)鎮(zhèn)政府與農(nóng)村合作組織之間關(guān)系的歷史變遷,為具體分析二者的關(guān)系提供現(xiàn)實基礎(chǔ)。第四部分闡述了鄉(xiāng)鎮(zhèn)政府與農(nóng)村合作組織依附關(guān)系內(nèi)涵、特點,并結(jié)合案例對依附關(guān)系進行分析,進而提出依附關(guān)系的問題所在。第五部分闡述鄉(xiāng)鎮(zhèn)政府與農(nóng)村合作組織自主關(guān)系內(nèi)涵、特點,并結(jié)合案例對自主關(guān)系進行分析,進而提出自主關(guān)系的問題所在。第六部分闡釋了構(gòu)建鄉(xiāng)鎮(zhèn)政府與農(nóng)村合作組織良性互動關(guān)系的理論與現(xiàn)實基礎(chǔ),以及二者之間的合作機制,并提出構(gòu)建良性互動關(guān)系的路徑和策略。
[Abstract]:Rural cooperative organizations in China have been established and developed for a long time, especially since the reform and opening up, the development of the market economy system and the introduction of relevant laws and policies, for the development of rural cooperative organizations to bring new opportunities. The construction of the new socialist countryside involves many aspects, but relying on the township government alone is a little overstretched, and as a rural cooperative organization rooted in the countryside, growing up in the countryside, and gradually changing the pattern of rural governance. However, the development system of rural cooperative organizations is not perfect for our country, where the development of civil society is still in the primary stage. The township government as the closest level government to the rural cooperative organization has more abundant resources to promote rural development in order to better perform its functions. Township governments and rural cooperative organizations can achieve complementary advantages and common progress. However, due to the imperfect development of civil society in China, rural cooperative organizations are less powerful. The interaction between the rural government and the township government is not based on the principle of equality. The existing academic research focuses on the growth and operation of the rural cooperative organization itself. Less attention is paid to the relationship between it and the township government. After consulting the literature and analyzing the specific cases. The author divides the existing interaction relationship between township government and rural cooperative organization into two types: dependent and independent. However, there are some problems in these two kinds of interaction, in order to realize the healthy development of rural cooperative organization. Supported by the theory of state and social interaction, this paper tries to find out the path and strategy of constructing the benign interaction between township government and rural cooperative organization. This paper is divided into five parts: the first part summarizes the background of the topic. To find the significance of the topic, summarize the research results of rural cooperative organizations at home and abroad, and put forward the research methods, innovations and deficiencies. The second part introduces the related concepts and theories. It explains the related concepts of rural cooperative organization and township government and the theoretical basis of their interaction, which is based on the theory of corporatism, civil society and the interaction between the state and society. The third part examines the historical changes of the relationship between township government and rural cooperative organizations. Part 4th expounds the connotation and characteristics of the dependency relationship between the township government and rural cooperative organizations, and analyzes the dependency relationship with a case study. Then it puts forward the problem of dependence relationship. Part 5th expounds the connotation and characteristics of autonomous relationship between township government and rural cooperative organization, and analyzes the independent relationship in combination with a case study. Part 6th explains the theoretical and practical basis of constructing the benign interaction between township government and rural cooperative organizations, and the cooperation mechanism between the two. And put forward the path and strategy of constructing benign interactive relationship.
