【摘要】:就業(yè)是最大的民生,也是全面建成小康社會(huì)最強(qiáng)大的支撐。實(shí)現(xiàn)比較充分和高質(zhì)量的就業(yè),是培育經(jīng)濟(jì)發(fā)展新動(dòng)能、推動(dòng)經(jīng)濟(jì)轉(zhuǎn)型升級(jí)的內(nèi)在要求,對(duì)激發(fā)全社會(huì)就業(yè)創(chuàng)業(yè)激情、促進(jìn)勞動(dòng)者增收和提升生活品質(zhì)、順應(yīng)勞動(dòng)力對(duì)個(gè)人價(jià)值的追求,都具有重要意義。"十二五"期間,面對(duì)復(fù)雜嚴(yán)峻的就業(yè)形勢(shì),我國(guó)政府全面深化改革,激發(fā)經(jīng)濟(jì)發(fā)展內(nèi)生動(dòng)力以及就業(yè)創(chuàng)業(yè)活力,就業(yè)規(guī)模逐步擴(kuò)大,結(jié)構(gòu)持續(xù)優(yōu)化,創(chuàng)業(yè)帶動(dòng)就業(yè)能力顯著提升,勞動(dòng)力技能水平明顯提高,就業(yè)質(zhì)量穩(wěn)步提升。文章主要從就業(yè)公共服務(wù)體系四個(gè)核心構(gòu)成部分著手研究,分析各構(gòu)成部分存在的問題,針對(duì)問題提出完善高質(zhì)量就業(yè)的公共服務(wù)體系對(duì)策。運(yùn)用公共產(chǎn)品與公共選擇理論分析了政府提供的就業(yè)公共服務(wù)具備公共產(chǎn)品屬性;運(yùn)用凱恩斯有效需求及充分就業(yè)理論說明了政府在促就業(yè)穩(wěn)就業(yè)中發(fā)揮的主導(dǎo)作用;運(yùn)用新公共服務(wù)理論分析了現(xiàn)階段政府提供優(yōu)質(zhì)就業(yè)公共服務(wù)的必要性。通過調(diào)查分析法與規(guī)范分析法等研究方法,從就業(yè)公共服務(wù)體系的組成著手研究,分析了勞動(dòng)力市場(chǎng)重點(diǎn)人群就業(yè)質(zhì)量現(xiàn)狀以及現(xiàn)行就業(yè)公共服務(wù)政策、就業(yè)公共服務(wù)機(jī)構(gòu)設(shè)置、就業(yè)公共服務(wù)信息化建設(shè)、職業(yè)教育培訓(xùn)和創(chuàng)業(yè)培訓(xùn)的現(xiàn)狀,指出我國(guó)現(xiàn)行的就業(yè)公共服務(wù)體系存在著就業(yè)公共服務(wù)政策的協(xié)同機(jī)制不完善、職業(yè)教育培訓(xùn)服務(wù)落后、公共服務(wù)機(jī)構(gòu)設(shè)置不規(guī)范、勞動(dòng)力市場(chǎng)信息化水平低等問題。通過比較分析法分析國(guó)外建立高質(zhì)量就業(yè)公共服務(wù)體系經(jīng)驗(yàn)后,提出我國(guó)應(yīng)借鑒全面推行"一站式服務(wù)"就業(yè)模式、引進(jìn)競(jìng)爭(zhēng)機(jī)制、健全靈活的就業(yè)機(jī)制以及充分運(yùn)用信息化方式分析勞動(dòng)力市場(chǎng)信息四方面經(jīng)驗(yàn)。針對(duì)我國(guó)就業(yè)公共服務(wù)體系存在的問題,提出完善我國(guó)就業(yè)公共服務(wù)體系的對(duì)策建議,包括健全擴(kuò)大就業(yè)公共服務(wù)的政策體系、改善職業(yè)教育培訓(xùn)服務(wù)、健全多元化的就業(yè)公共服務(wù)機(jī)構(gòu)、完善加強(qiáng)就業(yè)公共服務(wù)信息化建設(shè)等五個(gè)方面。
[Abstract]:Employment is the biggest livelihood, but also building a moderately prosperous society. The most powerful support to realize full employment and high quality, is to cultivate new energy for economic development, and promote the inherent requirements of economic transformation and upgrading, to stimulate the whole society employment and entrepreneurial passion, promote workers' income and improve the quality of life, conform to the labor force on the pursuit of personal values. It is of great significance. "12th Five-Year" period, facing the complicated and severe employment situation, deepening the reform of our country government, stimulate the economic development of endogenous motivation and employment business vitality, and gradually expand the scale of employment, continue to optimize the structure, promote entrepreneurship employment ability to significantly improve labor skills, significantly improve the level of employment, steady improvement in the quality of the. The main part from the aspect of public employment service system of four core parts, analysis of existing problems, put forward to improve the high quality of needle The public service system of employment. The Countermeasures of public products and public choice theory to analyze the public employment service provided by the government have the attributes of public goods; the leading role of governments in promoting employment steady employment in the use of effective demand and full employment of Keynes theory; using the new public service theory to analyze the current government to provide quality public employment the necessity of service. The research methods and standard analysis method through investigation and analysis, from the aspect of composition of public employment service system, analyzes the present situation of the employment quality of key population labor market and the current public service employment policy, set the public employment service agencies, public employment service informationization construction status, occupation education training and entrepreneurship training. I pointed out that China's current employment public service system exists coordination mechanism of public service employment policy. Good occupation, education and training services behind the public service settings are not standardized, the labor market low informatization level. Through the analysis of foreign experience to establish public employment service system in higher quality analysis, proposed our country should draw lessons from the full implementation of the "one-stop service" mode of employment, the introduction of competition mechanism, improve the flexible employment mechanism and make full use of information of labor market information four aspects of experience. In view of the existing public employment service system in our country, put forward some suggestions to improve the public employment service system in our country, including the policy system to expand public services for employment, improve the occupation education and training services, improve the diversification of the public employment service agencies, improve the five aspects of strengthening public employment service informationization construction.
