【摘要】：在當(dāng)今時代,社會矛盾凸顯,公共危機事件層出不窮,政府作為公共危機管理主體,承受著巨大的壓力。非營利組織作為我國公民社會中典型的重要力量,在以往參與公共危機救助工作有著不同于政府的獨特優(yōu)勢,能有效彌補政府在公共危機管理中的不足,因此政府要積極鼓勵非營利組織參與到公共危機管理工作中,與非營利組織形成友好、高效的合作關(guān)系。但就目前非營利組織發(fā)展現(xiàn)狀而言,由于傳統(tǒng)思想文化、登記管理制度、內(nèi)部管理方式等問題的制約,非營利組織并未完全發(fā)揮自己在危機管理中的作用。因此,政府和非營利組織在合作過程中,政府要轉(zhuǎn)變職能,改革對非營利組織的管理方式,給予非營利組織充分的自由,確保兩者分工明確的基礎(chǔ)上,幫助非營利組織獲得廣泛的群眾基礎(chǔ)和社會公信力,為更好的配合政府應(yīng)對公共危機做好準(zhǔn)備。本文基于我國公共危機管理中政府與非營利組織的合作現(xiàn)狀,通過對汶川地震中三個非營利組織參與抗震救災(zāi)案例的描述,對二者的合作狀況進行概括分析,詳細(xì)闡述了公共危機管理中政府與非營利組織合作過程中存在的種種問題;針對問題進一步分析了制約政府和非營利組織在公共危機管理中合作的主要因素,分別從政府層面、非營利組織層面及社會層面三大方面入手;并結(jié)合我國公共危機管理的具體情況,在分析出現(xiàn)問題原因的基礎(chǔ)上,也分別從政府層面、非營利組織層面及社會層面三大方面提出了完善公共危機管理中政府與非營利組織合作的對策。
[Abstract]:In today's era, social contradictions highlight, public crisis events emerge in endlessly, the government as the main body of public crisis management, bear enormous pressure. Non-profit organizations as a typical important force in our civil society. In the past, participation in public crisis relief work has different from the unique advantages of the government, can effectively make up for the shortcomings of the government in the management of public crisis. Therefore, the government should actively encourage non-profit organizations to participate in the work of public crisis management, and form a friendly and efficient cooperative relationship with non-profit organizations. Because of the restriction of traditional ideology and culture, registration management system, internal management mode, non-profit organizations have not fully played their role in crisis management. Therefore, the government and non-profit organizations in the process of cooperation. The government should change its functions, reform the management mode of the non-profit organizations, give the non-profit organizations full freedom, and ensure that the division of labor between the two is based on a clear division of labor. To help non-profit organizations to obtain a broad public base and social credibility, to better cooperate with the government to cope with the public crisis. This paper based on the current situation of cooperation between the government and non-profit organizations in our country's public crisis management. Through the Wenchuan earthquake three non-profit organizations to participate in the earthquake relief case description, the cooperation between the two to carry out a general analysis. The problems existing in the process of cooperation between government and non-profit organizations in the management of public crisis are expounded in detail. The main factors restricting the cooperation between the government and non-profit organizations in the public crisis management are further analyzed, starting from the government level, the non-profit organization level and the social level. And combined with the specific situation of public crisis management in China, on the basis of analysis of the causes of the problems, also from the government level. At the level of non-profit organization and social level, the author puts forward the countermeasures to perfect the cooperation between government and non-profit organization in the management of public crisis.
