【摘要】：黨的十八大以來,習近平總書記圍繞黨要管黨、從嚴治黨提出了一系列重要的新觀點、新思想和新論斷,由此形成了全面從嚴治黨思想。全面從嚴治黨思想是以習近平同志為核心的新一屆中央領導集體充分繼承和總結(jié)以往黨的建設歷史經(jīng)驗和基本理論并且深入把握新形勢、新環(huán)境和新任務下黨要管黨、從嚴治黨的規(guī)律和特點而得出的必然結(jié)論,為全面推進黨的建設新的偉大工程進一步指明了正確方向,為鍛造中國特色社會主義偉大事業(yè)的堅強領導核心進一步奠定了思想基礎。全面從嚴治黨既是一個理論問題,更是一個實踐問題。如何準確深刻把握全面從嚴治黨的科學內(nèi)涵,切實保證全面從嚴治黨的各項方針和政策貫徹落實到黨的建設各個方面,從而真正達到管全黨、治全黨的最終目的,已經(jīng)成為了具有重要理論價值和重大實際意義的全新時代課題。本文研究擬以黨的十八大和十八屆三中、四中、五中、六中全會精神為指導,以習近平總書記系列重要講話精神為依托,堅持歷史與邏輯相統(tǒng)一的基本原則,按照“四個全面”戰(zhàn)略布局的基本要求,運用理論結(jié)合實際的基本方法,以文獻研究為切入點,從馬克思主義黨的學說史的角度出發(fā)理清全面從嚴治黨思想的來龍去脈,為更加準確把握全面從嚴治黨的科學內(nèi)涵提供現(xiàn)實參考和理論依據(jù),同時結(jié)合全面從嚴治黨的時代特征和實際意義,爭取提出科學合理、切實可行的整體框架和分支路徑,從而力爭進一步開闊全面從嚴治黨理論研究的新視野。本文總共分為四個部分:第一部分剖析全面從嚴治黨的科學內(nèi)涵。通過對全面從嚴治黨之“全面”的深刻內(nèi)涵、“從嚴”的題中之義、“治黨”的客觀要求以及“加強黨的領導”這一核心要求的合理分析和概括總結(jié),進而揭示全面從嚴治黨的科學內(nèi)涵。第二部分說明全面從嚴治黨思想的理論淵源。通過對馬克思主義經(jīng)典作家和中國共產(chǎn)黨人關(guān)于(全面)從嚴治黨的理論觀點和基本思想進行研究和梳理,弄清全面從嚴治黨思想的理論源頭、形成和發(fā)展過程。第三部分闡釋全面從嚴治黨的時代意義。通過把全面從嚴治黨提升到馬克思主義黨建學說、“四個全面”戰(zhàn)略布局以及全面推進黨的建設新的偉大工程的高度,闡述全面從嚴治黨的理論意義和實際意義。第四部分提供全面從嚴治黨的實現(xiàn)路徑。著重對全面從嚴治黨要堅持的“高線”、守住的“底線”、抓住的重點、明確的責任這四個方面進行系統(tǒng)分析和論述,力求提出堅定推進全面從嚴治黨并且合乎規(guī)律、清晰明確的實現(xiàn)路徑,同時體現(xiàn)和豐富黨的建設研究的理論成果。
[Abstract]:Since the eighteen Party's Congress, general secretary Xi Jinping has put forward a series of important new ideas, new thoughts and new judgements around the party's rule of the party and strictly administering the party, thus forming a comprehensive and strict thought of governing the party. Overall idea is strictly the rules and characteristics of Comrade Xi Jinping at the core of the new central collective leadership full summary and inheritance of the party's history and the basic theory of the past and grasp the new situation, new environment and new task of the party to manage the party strictly and the inevitable conclusion, in order to comprehensively promote the new the great project of Party building further pointed out the correct direction for the great cause of socialism Chinese forging a strong core of leadership further laid the ideological foundation. It is not only a theoretical problem but also a practical problem to manage the party in an all-round way. How to accurately grasp the scientific connotation of comprehensive strictly, ensure the overall principles and policies strictly implement the party building in all aspects, so as to achieve the ultimate goal of the party, the party's governance tube, has become a new topic of the times has important theoretical value and practical significance. This paper intends to study the spirit of the party's eighteen and eighteen third, fourth, fifth, the six plenary session of the Central Committee as a guide to general secretary Xi Jinping series of important speech as the basis, adhere to the basic principle of unity of history and logic, according to "the four overall strategic layout of the basic requirements, the basic methods of combining theory with practice the use of literature study as the starting point of comprehensive clarify governs the party thought from Marx's theory of the party history the sequence of events for more accurate grasp of the scientific connotation, comprehensive strictly provide practical reference and theoretical basis and practical significance, combined with the characteristics of the times comprehensive strictly, to put forward the reasonable and practical the overall framework and branch path, in order to further broaden the comprehensive strictly theoretical research new horizons. This article is divided into four parts: the first part is to analyze the scientific connotation of the strict administration of the party. Through the rational analysis and summary of the overall connotation of "overall", the "strict" issue, the objective requirement of "governing the party" and the core requirement of "strengthening the party's leadership", we further reveal the scientific connotation of a comprehensive and strict administration of the party. The second part explains the theoretical origin of the thought of strict administration of the party. Through studying and sorting out the theoretical and basic ideas of Marx's Communists and Chinese Communists on the strict administration of the party, we can see clearly the theoretical origin, formation and development of the idea of strict administration of the party. The third part explains the significance of the era of strict administration of the party. By enhancing the overall strict rule of the party to Marx's theory of Party building, the "four overall" strategic layout, and comprehensively promoting the new great project of Party building, this paper expounds the theoretical significance and practical significance of comprehensively administering the party strictly. The fourth part provides a way to achieve a comprehensive and strict administration of the party. Focus on comprehensive strictly to adhere to the "high", hold the "bottom line", seize the key, clear responsibilities of the four aspects of system analysis and discussion, put forward to firmly push forward the comprehensive and strictly logical and realize the path clear, the theory research and achievements in the construction of the party at the same time reflects the rich.
