【摘要】：黨的十八屆五中全會(huì)明確提出了“共享發(fā)展”的新理念。共享發(fā)展是社會(huì)主義現(xiàn)代化建設(shè)的重要條件,是實(shí)現(xiàn)中華民族的偉大復(fù)興的內(nèi)在選擇,也是社會(huì)變革和緩解社會(huì)矛盾的關(guān)鍵所在。當(dāng)前我國(guó)在實(shí)現(xiàn)共享發(fā)展層面已經(jīng)取得了不小的進(jìn)展,但由于社會(huì)轉(zhuǎn)型的不斷加快,許多有待解決的影響共享發(fā)展實(shí)現(xiàn)進(jìn)程的因素也日益凸顯。社會(huì)不公現(xiàn)象頻發(fā),不同行業(yè)、不同地區(qū)、不同群體收入懸殊、貧富差距擴(kuò)大,公共服務(wù)水平均等化水平較低,各利益群體之間矛盾沖突加劇。如不能有效解決這些問題,將直接影響社會(huì)發(fā)展力量的積聚和改革共識(shí)的達(dá)成,也不利于社會(huì)秩序的維系,反過來(lái)又會(huì)阻礙社會(huì)經(jīng)濟(jì)的發(fā)展。而共享發(fā)展與制度安排有著密切的聯(lián)系。制度安排可以將共享發(fā)展落到實(shí)處,亦是一項(xiàng)長(zhǎng)期復(fù)雜的工程。因此,深入研究共享發(fā)展的制度安排問題既蘊(yùn)含重要的理論意義,又具有深刻的實(shí)踐價(jià)值。本文以馬克思主義分配理論和公平理論為指導(dǎo),首先闡釋了共享發(fā)展提出的現(xiàn)實(shí)背景、基本內(nèi)涵和目標(biāo),其次系統(tǒng)介紹了共享發(fā)展的制度安排的內(nèi)涵、特點(diǎn)和功能為以制度安排推進(jìn)共享發(fā)展作出理論鋪墊。并在此基礎(chǔ)上述系統(tǒng)論述了以制度安排推進(jìn)共享發(fā)展的必要性,指出以有效的制度安排推進(jìn)共享發(fā)展是黨“為人民服務(wù)”宗旨的集中體現(xiàn),是中國(guó)特色社會(huì)主義的本質(zhì)要求,是全面建成小康社會(huì)的必然要求,是維護(hù)社會(huì)公平正義的內(nèi)在要求。接下來(lái)就共享發(fā)展的現(xiàn)實(shí)基礎(chǔ)及其制度安排面臨的挑戰(zhàn)進(jìn)行了探討,認(rèn)為我國(guó)當(dāng)前已經(jīng)具備了一定的物質(zhì)基礎(chǔ)、思想基礎(chǔ)和制度基礎(chǔ),但是仍舊面臨著制度供給有所缺失、制度參與有待加強(qiáng)和制度監(jiān)督比較乏力的挑戰(zhàn)。最后結(jié)合當(dāng)前中國(guó)現(xiàn)實(shí)狀況提出了共享發(fā)展的制度安排必須始終遵循公平與效率相統(tǒng)一、自由與秩序相統(tǒng)一、民主與科學(xué)相統(tǒng)一的基本原則,必須有力構(gòu)建利益調(diào)節(jié)機(jī)制、民生保障機(jī)制、全民參與機(jī)制、“兜底”機(jī)制和監(jiān)督評(píng)價(jià)機(jī)制,從而有效保障制度安排的順利進(jìn)行,建立起更加完善的共享發(fā)展制度體系,保障社會(huì)大眾在廣泛參與建設(shè)和共同享有成果中得到更多的幸福感,促成共享發(fā)展的最終實(shí)現(xiàn)。
[Abstract]:In the fifth Plenary Session of the 18th CPC Central Committee, the party put forward a new concept of "shared development". Sharing development is an important condition for socialist modernization and the internal choice to realize the great rejuvenation of the Chinese nation. It is also the key to social transformation and easing social contradictions. At present, China has made great progress in achieving shared development. However, due to the acceleration of social transformation, many factors that need to be resolved to influence the process of sharing development are also increasingly prominent. Social injustice is frequent. Different industries, regions and groups have widening income gap, widening the gap between the rich and the poor, the level of equalization of public services is relatively low, and the conflicts between interest groups are intensifying. If we fail to solve these problems effectively, we will directly affect the accumulation of social development forces and the achievement of reform consensus, nor is it conducive to the maintenance of social order, which in turn will impede the development of social economy. There is a close relationship between the shared development and the institutional arrangement. The system arrangement can put the shared development into reality, and it is also a long-term and complex project. Therefore, it has both important theoretical significance and profound practical value to study the system arrangement of shared development. In this paper, Marx's distribution theory and justice theory as a guide, first explains the background, development and sharing put forward the basic content, then introduced a system of shared development institutional arrangements the connotation, characteristics and functions to promote the sharing of development theory to make institutional arrangements. On the basis of the above system and discusses the necessity of promoting the sharing of development in the institutional arrangements, pointed out that the effective system to promote the sharing of development is the embodiment of the party's tenet of "serving the people", is the essence of socialism China requirements is fully completed the inevitable requirement of the well-off society, is the inherent requirement of maintaining social fairness and justice. Then share the realistic foundation and institutional arrangement challenges are discussed, that China has the material basis, the ideological foundation and the foundation of the system, but still faces the lack of system supply, the system needs to be strengthened and the system of supervision in relatively weak challenges. Finally, combined with the current reality of Chinese proposed shared development institutional arrangements must always follow the basic principles of the unification of fairness and efficiency, freedom and order of unity, democracy and the unity of science, must build strong interest adjustment mechanism, livelihood security mechanism and the civil participation mechanism, to reveal the mechanism of supervision and evaluation mechanisms, thus effectively security system smoothly, establish shared development system more perfect system, protect the community wide participation in the construction and share more happiness in the final results, to achieve sharing development.
