【摘要】：進入新世紀以來,隨著中國對外開放的不斷發(fā)展,中國越來越重視周邊外交,尤其在東南亞地區(qū),中國積極發(fā)展與各國之間的和平友好關系。2010年中國—東盟自由貿(mào)易區(qū)全面啟動,中國與東盟之間的關系迎來了新的發(fā)展階段,雙方之間的合作不斷深入,已經(jīng)從"黃金十年"邁進了 "鉆石十年"。在雙方的合作中,農(nóng)業(yè)領域的合作一直走在前列。新世紀以來,隨著雙方交往的不斷發(fā)展,中國與東盟之間的農(nóng)業(yè)合作從無到有的展開并快速發(fā)展。農(nóng)業(yè)是關乎我國國計民生的重要問題,本文的著眼點不再是傳統(tǒng)的對中國—東盟宏觀經(jīng)貿(mào)合作的研究,而是具體到中國與東盟在農(nóng)業(yè)領域的合作。本文采用了比較分析法、歷史分析法、案例分析法、層次分析法,首先說明了中國與東盟開展農(nóng)業(yè)合作的基礎,包括中國與東盟各自的自然資源、農(nóng)業(yè)發(fā)展情況以及雙方合作的區(qū)位優(yōu)勢,并從中國的視角出發(fā),分析了中國積極開展與東盟農(nóng)業(yè)合作的國內(nèi)基礎。接著分三個階段,分別是上個世紀末、"黃金十年"、"鉆石十年",梳理了雙方農(nóng)業(yè)合作的發(fā)展與取得的成績,關注的方面不僅包括雙方的農(nóng)產(chǎn)品貿(mào)易、也包括在農(nóng)業(yè)投資和農(nóng)業(yè)科技人才等方面的合作。但是,隨著國內(nèi)外形勢的變化,中國與東盟的農(nóng)業(yè)合作也面臨一系列問題與挑戰(zhàn),于是,本文在前兩部分的基礎上重點分析了這些困難,包括制度環(huán)境方面、經(jīng)貿(mào)往來方面和國際關系方面的問題。最后,本文的目的即是針對上述具體問題提出中國—東盟農(nóng)業(yè)合作的政策建議。其中,以中泰兩國的農(nóng)業(yè)創(chuàng)新合作形式作為一個小案例,試圖說明在農(nóng)業(yè)合作面臨挑戰(zhàn)與轉(zhuǎn)型時,創(chuàng)新合作形式可以化解問題,促進雙方合作的進一步發(fā)展。本文分為五個章節(jié)進行論述,結(jié)構(gòu)如下:第一章緒論,主要闡明論文研究的背景、意義并對相關文獻進行綜述。第二章,介紹中國與東盟開展農(nóng)業(yè)合作的基礎,對中國與東盟整體以及東盟各國的自然資源與農(nóng)業(yè)發(fā)展狀況進行宏觀的敘述,并分析雙方合作的優(yōu)勢條件。第三章按照時間順序?qū)χ袊c東盟農(nóng)業(yè)合作的發(fā)展及取得的成績進行梳理分析。第四章分析新世紀以來,影響中國與東盟進一步合作的問題以及雙方農(nóng)業(yè)深入合作所面臨的挑戰(zhàn)。第五章針對具體問題領域,為中國與東盟在農(nóng)業(yè)領域的合作提出可行的政策建議。
[Abstract]:Since entering the new century, with the continuous development of China's opening to the outside world, China has paid more and more attention to the neighboring diplomacy, especially in Southeast Asia. China has actively developed peaceful and friendly relations with other countries. In 2010, the China ASEAN free trade area was launched, and the relationship between China and ASEAN has entered a new stage of development. The cooperation between the two sides has been deepening. It has moved from "golden ten years" to "Diamond ten years". In the cooperation of the two sides, cooperation in the field of agriculture has been in the forefront. Since the new century, with the continuous development of exchanges between the two sides, the agricultural cooperation between China and ASEAN has expanded and developed rapidly. Agriculture is an important issue related to China's national economy and people's livelihood. The focus of this article is no longer the traditional research on Sino ASEAN macro economic and trade cooperation, but specifically to the cooperation between China and ASEAN in agriculture. This paper uses comparative analysis, historical analysis, case analysis, analytic hierarchy process, firstly explains the basis of Chinese agricultural cooperation with ASEAN, and ASEAN Chinese including their natural resources, agricultural development and cooperation between the two sides of the location, and starting from the Chinese perspective, and actively carry out Chinese analysis China ASEAN agricultural cooperation foundation. Then in three phases, respectively, at the end of last century, the "golden ten years", "Diamond ten years", combing the development of both agricultural cooperation and achievements, concerns not only includes both the trade of agricultural products, including cooperation in the agricultural investment and agricultural science and technology talents. However, with the change of the situation at home and abroad, agricultural cooperation between China and ASEAN is also facing a series of problems and challenges. Therefore, based on the first two parts, this paper focuses on these difficulties, including institutional environment, economic and trade contacts and international relations. Finally, the purpose of this paper is to put forward the policy suggestions of China - ASEAN agricultural cooperation in view of the above specific problems. Taking the form of agricultural innovation cooperation between China and Thailand as a small case, this paper attempts to illustrate that when agricultural cooperation is facing challenges and transformation, the form of innovative cooperation can solve problems and promote further development of bilateral cooperation. This article is divided into five chapters. The structure is as follows: the first chapter is the introduction, which mainly clarifies the background and significance of the research, and summarizes the relevant literature. The second chapter introduces the foundation of agricultural cooperation between China and ASEAN, and gives a macroscopic account of the overall situation of China and ASEAN and the natural resources and agricultural development of ASEAN countries, and analyzes the advantages of bilateral cooperation. The third chapter analyses the development and achievements of the agricultural cooperation between China and ASEAN according to the time sequence. The fourth chapter analyzes the problems that affect China's further cooperation with ASEAN since the new century, as well as the challenges faced by both sides in the deep cooperation in agriculture. The fifth chapter puts forward some feasible policy proposals for the cooperation between China and ASEAN in the field of agriculture.
