南京市秦淮區(qū)民營(yíng)醫(yī)療機(jī)構(gòu)現(xiàn)狀及監(jiān)管對(duì)策研究

【摘要】:目的本文通過(guò)對(duì)南京市秦淮區(qū)民營(yíng)醫(yī)療機(jī)構(gòu)的現(xiàn)況調(diào)查分析,了解秦淮區(qū)民營(yíng)醫(yī)療機(jī)構(gòu)的基本狀況和業(yè)務(wù)情況,并與公立機(jī)構(gòu)進(jìn)行比較,針對(duì)民營(yíng)醫(yī)療機(jī)構(gòu)存在的問題,提出相應(yīng)建議,為政府及行業(yè)主管部門制訂決策和法規(guī)提供基本數(shù)據(jù),促使民營(yíng)醫(yī)療機(jī)構(gòu)在市場(chǎng)競(jìng)爭(zhēng)中更好地發(fā)展。方法采用問卷調(diào)查的方法收集秦淮區(qū)民營(yíng)醫(yī)療機(jī)構(gòu)的基本狀況,業(yè)務(wù)狀況;緺顩r包括人員結(jié)構(gòu)情況,醫(yī)院規(guī)模,床位,醫(yī)療設(shè)備,收入情況等,業(yè)務(wù)情況主要包括總醫(yī)療人數(shù),入院人數(shù),出院人數(shù)等。在查閱有關(guān)文獻(xiàn)的基礎(chǔ)上,通過(guò)與對(duì)衛(wèi)生行政管理人員、民營(yíng)醫(yī)療機(jī)構(gòu)負(fù)責(zé)人、民營(yíng)醫(yī)療機(jī)構(gòu)工作人員等進(jìn)行深入訪談,了解我區(qū)民營(yíng)醫(yī)療機(jī)構(gòu)存在的問題和需求,對(duì)其進(jìn)一步發(fā)展提出相應(yīng)的對(duì)策和建議。調(diào)查數(shù)據(jù)應(yīng)用EpiData、EXCEL軟件錄入整理,使用spss18.0軟件進(jìn)行數(shù)據(jù)統(tǒng)計(jì)描述,并與公立機(jī)構(gòu)進(jìn)行比較分析。結(jié)果目前南京市秦淮區(qū)共有民營(yíng)醫(yī)療機(jī)構(gòu)166家,公立機(jī)構(gòu)118家。民營(yíng)醫(yī)療機(jī)構(gòu)醫(yī)護(hù)人員2588人,設(shè)備總值5216萬(wàn)元。2016年民營(yíng)醫(yī)療機(jī)構(gòu)的總醫(yī)療人次數(shù)為100.34萬(wàn)人次,收治住院病人0.34萬(wàn)人次。秦淮區(qū)民營(yíng)醫(yī)療機(jī)構(gòu)已經(jīng)有一定的規(guī)模,但是規(guī)模不大。民營(yíng)醫(yī)療機(jī)構(gòu)的碩士以上學(xué)歷(0.79%)、高級(jí)職稱人員(14.00%)數(shù)量所占比例較少。在業(yè)務(wù)量方面,其床位數(shù)、醫(yī)療人次數(shù)都遠(yuǎn)遠(yuǎn)少于公立機(jī)構(gòu)。民營(yíng)醫(yī)療機(jī)構(gòu)的用房也大部分是采用租借的方式,同級(jí)別醫(yī)療機(jī)構(gòu)平均設(shè)備值也只是公立機(jī)構(gòu)的37%左右,政府的財(cái)政補(bǔ)助較少。民營(yíng)醫(yī)療機(jī)構(gòu)同時(shí)存在缺乏自律和誠(chéng)信、政策不公平、內(nèi)部管理薄弱、監(jiān)管乏力等問題。結(jié)論南京市秦淮區(qū)的民營(yíng)醫(yī)療機(jī)構(gòu)有了一定的發(fā)展,為市民提供了不同層次的醫(yī)療服務(wù),但是其發(fā)展規(guī)模、業(yè)務(wù)量等方面與公立機(jī)構(gòu)相比還有一定的差距。民營(yíng)醫(yī)療機(jī)構(gòu)存在的問題,既有政策的因素,也有自身的因素,應(yīng)及時(shí)的采取相應(yīng)的有效措施加以克服。首先在于誠(chéng)信經(jīng)營(yíng),加強(qiáng)自律,樹立品牌形象;另外還應(yīng)從打造特色項(xiàng)目、提高醫(yī)療技術(shù)、提供優(yōu)質(zhì)服務(wù),提高管理水平、防止人才流失,完善企業(yè)制度、施行有效監(jiān)管等方面著手。政府亦應(yīng)對(duì)民營(yíng)醫(yī)療機(jī)構(gòu)給予政策和資金方面的積極扶持,促使其蓬勃發(fā)展,服務(wù)于社會(huì)。
[Abstract]:Objective to investigate and analyze the current situation of private medical institutions in Qinhuai District, Nanjing City, and to find out the basic status and business situation of private medical institutions in Qinhuai District, and compare them with those of public institutions, and aim at the problems existing in private medical institutions. Some suggestions are put forward to provide basic data for the government and the department in charge of the industry to make decisions and regulations, and to promote the development of private medical institutions in the market competition. Methods the basic status and business status of private medical institutions in Qinhuai District were collected by questionnaire. The basic conditions include personnel structure, hospital size, bed, medical equipment, income, etc. On the basis of consulting relevant documents, through in-depth interviews with health administrators, heads of private medical institutions, staff of private medical institutions, and so on, we can understand the problems and needs of private medical institutions in our region. The corresponding countermeasures and suggestions for its further development are put forward. The data of the investigation were recorded and sorted by the software EpiDataExcel, and the data were described by spss18.0 software, and compared with the public organizations. Results at present, there are 166 private medical institutions and 118 public institutions in Qinhuai District, Nanjing City. There were 2588 medical personnel in private medical institutions, with a total equipment value of 52.16 million yuan. In 2016, the total number of medical personnel in private medical institutions was 1.0034 million and the number of hospitalized patients was 3400. Qinhuai District private medical institutions have a certain scale, but not on a large scale. The number of private medical institutions with master's degree or above is 0.79 and 14.00 respectively. In terms of volume of business, the number of beds and medical attendances is far less than that of public institutions. The average equipment value of the same level medical institution is only about 37% of that of the public institution, and the financial subsidy of the government is relatively small. At the same time, private medical institutions lack self-discipline and integrity, unfair policies, weak internal management, weak supervision and so on. Conclusion the private medical institutions in Qinhuai District of Nanjing City have developed to a certain extent, providing different levels of medical services to the public, but there is still a certain gap between the development scale and the volume of business between the private medical institutions and the public institutions. The problems existing in private medical institutions have both policy factors and their own factors, which should be overcome by timely and effective measures. First of all, we should operate in good faith, strengthen self-discipline, and establish a brand image. In addition, we should also build special projects, improve medical technology, provide quality services, improve management level, prevent brain drain, and improve the enterprise system. The implementation of effective supervision and other aspects of the work. The government should also give policy and fund support to private medical institutions to promote their vigorous development and serve the society.
