【摘要】：近三年來,政府大力鼓勵(lì)“互聯(lián)網(wǎng)+傳統(tǒng)行業(yè)”的產(chǎn)業(yè)創(chuàng)新,各種以互聯(lián)網(wǎng)為依托的新事物應(yīng)運(yùn)而生�；ヂ�(lián)網(wǎng)技術(shù)的高速發(fā)展,影響著人們的生活,極大地改變了人們的生活習(xí)慣。其中,以移動(dòng)互聯(lián)網(wǎng)為基礎(chǔ)的“移動(dòng)購物”成為熱點(diǎn),由此衍生出的“移動(dòng)購藥”,在一定程度上代表了目前我國網(wǎng)上藥店的發(fā)展現(xiàn)狀。2017年2月,國務(wù)院印發(fā)《關(guān)于進(jìn)一步改革完善藥品生產(chǎn)流通使用政策的若干意見》,明確提出推進(jìn)“互聯(lián)網(wǎng)+藥品流通”。以滿足群眾安全便捷用藥需求為中心,積極發(fā)揮“互聯(lián)網(wǎng)+藥品流通”在減少交易成本、提高流通效率、促進(jìn)信息公開、打破壟斷等方面的優(yōu)勢(shì)和作用。引導(dǎo)“互聯(lián)網(wǎng)+藥品流通”規(guī)范發(fā)展,支持藥品流通企業(yè)與互聯(lián)網(wǎng)企業(yè)加強(qiáng)合作,推進(jìn)線上線下融合發(fā)展,培育新興業(yè)態(tài)。《“十三五”國家藥品安全規(guī)劃》也提到“要加強(qiáng)藥品流通環(huán)節(jié)監(jiān)管”。因此,互聯(lián)網(wǎng)藥品交易的較新模式——線上線下融合的“O to O”移動(dòng)購藥模式,具有一定的研究意義。本課題以半年時(shí)間為調(diào)查區(qū)間,研究了我國移動(dòng)購藥的運(yùn)營現(xiàn)狀,意在能通過實(shí)際調(diào)查,獲取第一手的真實(shí)資料,以對(duì)我國網(wǎng)上藥店的發(fā)展有一個(gè)整體把握;另外,搜索、查閱了其他國家的藥品管理網(wǎng)站,意在能搜集互聯(lián)網(wǎng)藥品監(jiān)管相關(guān)信息,了解其他國家對(duì)網(wǎng)上藥店如何監(jiān)管;最后,通過對(duì)我國移動(dòng)購藥自身對(duì)比以及與其他國家對(duì)比,分析我國目前在網(wǎng)上藥店監(jiān)管方面存在的問題,并嘗試提出建議。論文以闡述背景、展開調(diào)查與參閱、發(fā)現(xiàn)問題、對(duì)比分析、提出建議為主線,主要運(yùn)用調(diào)查法、檢索法、對(duì)比法進(jìn)行研究。第一章交代了研究背景、思路、方法等基本情況;第二章是“我國移動(dòng)購藥的運(yùn)營現(xiàn)狀”調(diào)查報(bào)告;第三章,通過前述實(shí)際調(diào)查,指出我國網(wǎng)上藥店目前存在的問題;第四章分別從不同方面考察了美國、澳大利亞、英國、日本、印度、歐盟等國家和地區(qū)的網(wǎng)上藥店監(jiān)管情況;第五章,結(jié)合我國實(shí)際情況,嘗試對(duì)以上問題尋找解決方案。
[Abstract]:In the past three years, the government has strongly encouraged the innovation of traditional Internet industries, and various new things based on the Internet have emerged as the times require.The rapid development of Internet technology has affected people's lives and greatly changed people's living habits.Among them, "mobile shopping" based on the mobile Internet has become a hot spot, and the derived "mobile drug shopping", to some extent, represents the current situation of the development of online pharmacies in China.The State Council has issued some opinions on the further reform and improvement of the policy on the production, circulation and use of drugs, clearly proposing the promotion of "Internet drug circulation".Focusing on meeting the needs of the masses for safe and convenient drug use, "Internet drug circulation" plays an important role in reducing transaction cost, improving circulation efficiency, promoting information disclosure, breaking monopoly and so on.To guide the standardized development of "Internet drug circulation", to support drug distribution enterprises and Internet enterprises to strengthen cooperation, and to promote the integration of online and offline development,The National Drug Safety Plan of the Thirteenth Five-Year Plan also mentioned the need to strengthen the supervision of the circulation of drugs.Therefore, the "O to O" mobile drug purchase mode, which is a new mode of Internet drug trade, is of certain significance.This topic takes half a year time as the investigation interval, has studied our country mobile drug purchase operation present situation, the intention through the actual investigation, obtains the first-hand real information, in order to have the overall grasp to our country online pharmacy development; in addition, searches,I checked the drug management websites of other countries, intended to collect relevant information on Internet drug regulation, to understand how other countries regulate online drugstores; finally, by comparing our country's mobile drug purchases with other countries as well as by comparing them with other countries,This paper analyzes the problems existing in the supervision of online drugstores in China, and tries to put forward some suggestions.The main line of this paper is to expound the background, to investigate and consult, to find out the problems, to compare and analyze, to put forward suggestions, and mainly to use the methods of investigation, retrieval and contrast to carry on the research.The first chapter describes the research background, ideas, methods and other basic conditions; the second chapter is "the current situation of mobile drug purchase in China" investigation report; the third chapter, through the above-mentioned actual investigation, pointed out the current problems of our country's online drugstores;The fourth chapter examines the supervision of online drugstores in the United States, Australia, Britain, Japan, India, the European Union and other countries and regions from different aspects; the fifth chapter, combined with the actual situation in China, tries to find solutions to the above problems.
