【摘要】：背景:自2012年3月,國家中醫(yī)藥管理局、商務(wù)部等14個部門聯(lián)合出臺《關(guān)于促進中醫(yī)藥服務(wù)貿(mào)易發(fā)展的若干意見》,我國出臺了一系列政策文件推動中醫(yī)藥服務(wù)貿(mào)易發(fā)展,這表明中醫(yī)藥服務(wù)貿(mào)易已經(jīng)進入國家戰(zhàn)略布局。而北京市作為中國的首都,是全國中醫(yī)藥資源最為集中且技術(shù)水平最高的地區(qū)。且民營中醫(yī)醫(yī)療機構(gòu)以其靈活的經(jīng)營方式和產(chǎn)權(quán)制度成為中醫(yī)藥國際服務(wù)貿(mào)易開展的先鋒。研究北京市民營中醫(yī)醫(yī)療機構(gòu)中醫(yī)藥國際服務(wù)貿(mào)易開展現(xiàn)況及存在的問題,是對現(xiàn)有研究的補充和為開展中醫(yī)藥國際服務(wù)貿(mào)易提供數(shù)據(jù)支持,也為我國整體發(fā)展中醫(yī)藥國際服務(wù)貿(mào)易有借鑒作用。目的與內(nèi)容:本論文對目前北京市民營中醫(yī)醫(yī)療機構(gòu)中醫(yī)藥國際服務(wù)貿(mào)易發(fā)展現(xiàn)狀進行描述,分析目前北京市中醫(yī)醫(yī)療機構(gòu)開展中醫(yī)藥國際服務(wù)貿(mào)易中存在的問題,為進一步制定和完善中醫(yī)藥國際服務(wù)貿(mào)易相關(guān)政策提供依據(jù)。方法:本論文主要采用定性分析與定量分析相結(jié)合的分析方法。通過定量分析,利用描述分析北京市民營中醫(yī)醫(yī)療機構(gòu)中醫(yī)藥國際服務(wù)貿(mào)易開展現(xiàn)狀,探討其存在的問題。通過定性分析,對已知發(fā)展較好的民營中醫(yī)醫(yī)療機構(gòu)做訪談,了解他們的經(jīng)驗以及遇到的困難。結(jié)果:1、中高端定位的民營中醫(yī)醫(yī)療機構(gòu)都有接待過外國患者,但是數(shù)量很少,并且極少有意向?qū)ν馔顿Y。2、現(xiàn)有個別民營中醫(yī)機構(gòu)在辦理培訓(xùn)班、接待外賓,和在海外設(shè)立分支方面有出色成果,其模式值得學(xué)習(xí)借鑒。結(jié)論:存在的問題:1、民營中醫(yī)醫(yī)療機構(gòu)發(fā)展迅速、卻更迭頻繁。2、民營中醫(yī)醫(yī)療機構(gòu)缺乏開展服務(wù)貿(mào)易的積極性。3、民營中醫(yī)醫(yī)療機構(gòu)缺乏服務(wù)貿(mào)易相關(guān)人才。4、國家對中醫(yī)藥服務(wù)貿(mào)易法律建設(shè)的缺失。5、國外中醫(yī)藥服務(wù)貿(mào)易壁壘日益增高。建議:1、國家層面上完善中醫(yī)服務(wù)貿(mào)易相關(guān)的法律法規(guī)。2、政府在中醫(yī)藥服務(wù)貿(mào)易中起監(jiān)管作用。3、加大國家對中醫(yī)藥服務(wù)貿(mào)易的支持。4、中醫(yī)藥國際服務(wù)貿(mào)易人才的選育用留。5、研究突破服務(wù)貿(mào)易壁壘。6、構(gòu)建中醫(yī)藥服務(wù)貿(mào)易統(tǒng)計體系
[Abstract]:Background: since March 2012, 14 departments, including the State Administration of traditional Chinese Medicine and the Ministry of Commerce, have jointly issued "opinions on promoting the Development of Chinese Medicine Service Trade", and China has issued a series of policy documents to promote the development of Chinese medicine service trade. This indicates that the trade in Chinese medicine services has entered the national strategic layout. And Beijing, as the capital of China, It is the region with the most concentrated resources and the highest technical level in China, and private TCM medical institutions have become the vanguard of the international service trade of traditional Chinese medicine with their flexible management mode and property right system. The current situation and problems of International Service Trade in Chinese Medicine in TCM Medical institutions, As a complement to existing research and to provide data support for the development of international trade in Chinese medicine in services, Objective and content: this paper describes the current situation of the development of international service trade of traditional Chinese medicine in private medical institutions in Beijing. Analyzing the problems existing in the development of international trade in traditional Chinese medicine services by traditional Chinese medicine medical institutions in Beijing, Methods: this paper mainly adopts the qualitative analysis and the quantitative analysis method, through the quantitative analysis, through the quantitative analysis, provides the basis for the further formulation and the consummation traditional Chinese medicine international service trade related policy. Using description to analyze the current situation of international service trade of traditional Chinese medicine in private medical institutions of traditional Chinese medicine in Beijing, and to discuss the existing problems. Through qualitative analysis, the author makes interviews with private medical institutions of traditional Chinese medicine that have been known to have better development. Understand their experience and difficulties. As a result, the middle-to-high-end private medical institutions of traditional Chinese medicine have all received foreign patients, but the number is very small. And very little interest in investing in overseas .2.The existing private TCM institutions have achieved outstanding results in conducting training courses, receiving foreign guests, and setting up branches overseas. The model is worth learning. Conclusion: the existing question: 1, the private medical institutions of traditional Chinese medicine are developing rapidly. However, there are frequent changes in .2. the lack of enthusiasm of private TCM medical institutions to carry out service trade .3., the lack of personnel related to service trade in private TCM medical institutions, the lack of national legal construction of TCM service trade, and the lack of foreign traditional Chinese medicine service. It is suggested that the government should improve the laws and regulations related to the trade in Chinese medicine services at the national level, and the government should play a regulatory role in the trade of Chinese medicine services, and increase the support of the state for the trade in services of traditional Chinese medicine.
