在農(nóng)業(yè)經(jīng)濟(jì)中,氣候變化引發(fā)的風(fēng)險(xiǎn)不可避免地影響著那些依賴農(nóng)業(yè)生計(jì)的農(nóng)戶。當(dāng)沖擊發(fā)生時(shí),它不僅會(huì)減少小農(nóng)戶的收入,還會(huì)影響他們的農(nóng)業(yè)生產(chǎn)和風(fēng)險(xiǎn)應(yīng)對行為。在缺乏正式保險(xiǎn)市場的情況下,農(nóng)民經(jīng)常使用短期的非正式的風(fēng)險(xiǎn)防范措施,如信貸、預(yù)防性儲(chǔ)蓄和資產(chǎn)出售,這些措施盡管不能徹底使農(nóng)戶從沖擊中恢復(fù),但也能提供一定的分散風(fēng)險(xiǎn)作用。近年來,牲畜指數(shù)保險(xiǎn)被認(rèn)為是牧區(qū)管理系統(tǒng)性風(fēng)險(xiǎn)的一種創(chuàng)新的和可行的保險(xiǎn)工具,但目前缺乏牲畜指數(shù)保險(xiǎn)對非洲農(nóng)戶短期非正式風(fēng)險(xiǎn)應(yīng)對措施影響的研究。因此,本文主要的研究目的是基于埃塞俄比南部Borena地區(qū)牧民家庭層面的面板數(shù)據(jù),考察牲畜指數(shù)保險(xiǎn)對農(nóng)戶牲畜銷售、貸款、儲(chǔ)蓄及未參保家禽飼養(yǎng)行為的影響。具體地,使用固定效應(yīng)模型估計(jì)牲畜指數(shù)保險(xiǎn)對牧民牲畜銷售行為的影響,結(jié)果顯示,購買保險(xiǎn)的牧民家庭不太可能銷售牲畜。根據(jù)經(jīng)驗(yàn),這一發(fā)現(xiàn)似乎對減少家庭的牲畜銷售行為具有積極而顯著的作用。這表明,保險(xiǎn)可以降低牧民對可能發(fā)生的牲畜損失的擔(dān)憂。因此,可以減少不必要的牲畜銷售,從而維持家庭的經(jīng)濟(jì)增長。使用相同的計(jì)量方法,分析保險(xiǎn)對牧民信貸行為的影響,結(jié)果表明保險(xiǎn)對牧民家庭的貸款行為具有顯著的正影響。...
