【摘要】:隨著國民經(jīng)濟(jì)增速放緩、電力體制改革推進(jìn)、企業(yè)社會責(zé)任意識日益增強(qiáng)、環(huán)境污染和自然災(zāi)害加劇以及特高壓、智能電網(wǎng)和能源互聯(lián)網(wǎng)的迅猛發(fā)展,電網(wǎng)企業(yè)面臨著來自經(jīng)濟(jì)、社會、科技、自然環(huán)境等各方面巨大的沖擊和挑戰(zhàn)。電網(wǎng)企業(yè)作為自然壟斷的公用事業(yè)型經(jīng)濟(jì)組織,在運(yùn)營中如何履行社會責(zé)任,創(chuàng)造并實(shí)現(xiàn)企業(yè)綜合價值最大化成為新的命題。而目前,我國在企業(yè)績效評價理論研究與實(shí)踐中,對企業(yè)運(yùn)營績效缺乏綜合而明晰的定位,依然偏重于經(jīng)濟(jì)績效評價而忽視或難以考量社會績效與環(huán)境績效,缺乏針對運(yùn)營綜合績效更科學(xué)有效的評價與監(jiān)控。研究電網(wǎng)企業(yè)運(yùn)營綜合績效的內(nèi)涵及其評價理論與方法并設(shè)計(jì)監(jiān)控決策支持系統(tǒng),有助于正確認(rèn)識和評價電網(wǎng)企業(yè)、科學(xué)運(yùn)營和管控電網(wǎng)企業(yè),為有效優(yōu)化運(yùn)營綜合績效和提升電網(wǎng)企業(yè)價值提供理論與實(shí)踐參考。本文研究的主要內(nèi)容及創(chuàng)新點(diǎn)如下:第一,在辨析企業(yè)性質(zhì)與經(jīng)營目標(biāo)的基礎(chǔ)上,依據(jù)利益相關(guān)者社會責(zé)任理論,提出企業(yè)運(yùn)營泛生態(tài)系統(tǒng)價值觀,明晰企業(yè)運(yùn)營績效在經(jīng)濟(jì)、社會、環(huán)境空間范疇與過程、結(jié)果時間范疇上的綜合屬性,深刻剖析電網(wǎng)企業(yè)運(yùn)營綜合績效內(nèi)涵,構(gòu)造了電網(wǎng)企業(yè)運(yùn)營經(jīng)濟(jì)、社會和環(huán)境綜合績效三維空間結(jié)構(gòu)模型。并通過績效驅(qū)動因素分析,在大量調(diào)研的基礎(chǔ)上,運(yùn)用德爾菲法和ISM結(jié)構(gòu)解釋模型對績效評價指標(biāo)進(jìn)行優(yōu)化,構(gòu)建了一套相對科學(xué)實(shí)效的電網(wǎng)企業(yè)運(yùn)營綜合績效評價指標(biāo)體系。本文創(chuàng)新性地提出企業(yè)運(yùn)營泛生態(tài)系統(tǒng)概念并倡導(dǎo)競爭合作、協(xié)同共生的企業(yè)運(yùn)營泛生態(tài)系統(tǒng)價值觀,為電網(wǎng)企業(yè)運(yùn)營綜合績效評價及監(jiān)控指明方向,奠定理論基礎(chǔ);所構(gòu)建的評價指標(biāo)體系具有較好的前瞻性與實(shí)效性。第二,基于評價對象和評價指標(biāo)的不同屬性特點(diǎn),論文構(gòu)造了經(jīng)濟(jì)績效的超效率數(shù)據(jù)包絡(luò)分析(SE-DEA)評價模型、社會績效的理想點(diǎn)法(TOPIS)評價模型和環(huán)境績效的灰色關(guān)聯(lián)分析法(GRA)評價模型,并實(shí)地調(diào)研采集企業(yè)相關(guān)數(shù)據(jù),對某省級電網(wǎng)公司的運(yùn)營綜合績效分別進(jìn)行了分維評價及合成評價的實(shí)證分析,挖掘出了影響運(yùn)營績效的關(guān)鍵驅(qū)動因子。本文創(chuàng)新性地對電網(wǎng)企業(yè)運(yùn)營綜合績效設(shè)計(jì)了分維度評價模型和模糊合成評價模型相結(jié)合的集成評價思路與方法,能夠較好地滿足電網(wǎng)企業(yè)運(yùn)營綜合績效評價的特定需求。第三,論文分析了電網(wǎng)企業(yè)運(yùn)營綜合績效評價與監(jiān)控的互動機(jī)理,在績效評價的基礎(chǔ)上,明確電網(wǎng)企業(yè)運(yùn)營綜合績效監(jiān)控的內(nèi)容并設(shè)計(jì)了實(shí)時在線預(yù)警監(jiān)測、運(yùn)營分析和協(xié)調(diào)改進(jìn)的監(jiān)測流程與方法。針對電網(wǎng)企業(yè)運(yùn)營綜合績效的關(guān)鍵影響因子,構(gòu)建運(yùn)營監(jiān)測預(yù)警模型并進(jìn)行了算例分析。本文創(chuàng)新性地提出了電網(wǎng)企業(yè)運(yùn)營綜合績效監(jiān)控“SEE指數(shù)”的概念,并設(shè)計(jì)其在線監(jiān)測流程,能夠動態(tài)直觀地進(jìn)行績效管控,較好地解決了績效監(jiān)控的實(shí)務(wù)問題。第四,基于運(yùn)營管控需求分析和績效監(jiān)控業(yè)務(wù)流程,論文搭建了電網(wǎng)企業(yè)運(yùn)營綜合績效監(jiān)控決策支持系統(tǒng)的總體體系結(jié)構(gòu),并分別對該體系的數(shù)據(jù)庫、模型庫、方法庫、知識庫、多媒體庫及其各自管理系統(tǒng)進(jìn)行了功能模塊設(shè)計(jì)。本文結(jié)合電網(wǎng)企業(yè)績效監(jiān)控需求,創(chuàng)新性地提出監(jiān)控決策支持系統(tǒng)的設(shè)計(jì)方案,該系統(tǒng)能夠滿足績效監(jiān)控決策的需要,為電網(wǎng)企業(yè)運(yùn)營綜合績效提升提供了輔助決策支持與信息技術(shù)手段。
[Abstract]:With the national economic slowdown, promoting the power system reform, the growing awareness of corporate social responsibility, environmental pollution and natural disasters and the rapid development of UHV, smart grid and energy Internet, grid enterprises are confronted with the economic, social, science and technology, from all aspects of natural environment and challenge the huge impact power grid enterprises as natural. The monopoly of public utilities economic organization, how to fulfill the social responsibility in the operation, to create and realize the comprehensive enterprise value maximization has become the new proposition. At present, China's theoretical research and practice in enterprise performance evaluation, the performance of business operations is lack of comprehensive and clear positioning, is still emphasis on economic performance evaluation and ignored or to consider the social performance and environmental performance, in view of the lack of effective monitoring and evaluation more scientific and comprehensive performance of power grid operation. Comprehensive performance in enterprise operation The theory and method of evaluation and design of culvert and monitor decision support system, contribute to the correct understanding and evaluation of power grid enterprise, scientific operation and control of power grid enterprises, to provide theoretical and practical reference for the optimization of comprehensive performance and promote the effective operation of power grid enterprise value. In this paper, the main research contents and innovations are as follows: first, based on the nature and business objectives of enterprises on the basis of stakeholder theory of social responsibility, the values of enterprise operation pan ecological system, clear operating performance of enterprises in the economic, social, environmental space scope and process, comprehensive attribute results of time category, profound analysis of power grid enterprise integrated performance operation connotation, structure of power grid enterprise operation economy. And through the performance analysis of driving factors, on the basis of lots of investigations, using Del Philippines method and ISM structure The performance evaluation index to optimize the interpretation model, to establish a relatively scientific and comprehensive performance evaluation index system of enterprise operation of the power network. Second different characteristics of evaluation object and evaluation index based on the constructed super efficiency data envelopment analysis (SE-DEA) economic performance evaluation model, the ideal point method of social performance (TOPIS) grey correlation evaluation model and the environmental performance analysis method (GRA) evaluation model, field research and collection of enterprise data, comprehensive operation of a provincial Power Grid Corp's performance respectively The empirical analysis for fractal dimension evaluation and synthetic evaluation, dig out the influence of key performance driving factors. Third, this paper analyzes the comprehensive operation performance of power grid enterprise interaction mechanism of evaluation and supervision, on the basis of performance evaluation on the comprehensive performance, clear operation monitoring of power grid enterprise content and design of real-time online monitoring and early warning, monitoring process and method of operation analysis and improvement of coordination. Based on the requirement of performance monitoring of power grid enterprises, innovatively proposed design support system for monitoring and decision making, the system can meet the needs of performance monitoring and decision making, provides decision support with the information technology for power grid operators to enhance enterprise performance.
