【摘要】:自改革開放以來,我國經(jīng)濟(jì)快速增長,然而生態(tài)環(huán)境問題卻日益嚴(yán)峻,經(jīng)濟(jì)增長與環(huán)境污染之間的矛盾日益突出。2012年以來我國霧霾越益嚴(yán)重,逐漸影響到人們的日常生活和身體健康,生態(tài)環(huán)境治理問題成為我國發(fā)展過程中亟需解決的一個(gè)重要問題。黨的十八大明確提出了生態(tài)文明建設(shè)的發(fā)展戰(zhàn)略和建設(shè)“美麗中國”的宏偉目標(biāo),要形成資源節(jié)約和環(huán)境保護(hù)的產(chǎn)業(yè)結(jié)構(gòu)和經(jīng)濟(jì)增長方式。產(chǎn)業(yè)結(jié)構(gòu)升級(jí)是我國經(jīng)濟(jì)結(jié)構(gòu)轉(zhuǎn)型的一個(gè)重要問題,是實(shí)現(xiàn)經(jīng)濟(jì)增長與環(huán)境保護(hù)“雙贏”局面的關(guān)鍵因素。我國是一個(gè)人口眾多的發(fā)展中國家,國家建設(shè)和發(fā)展離不開經(jīng)濟(jì)增長,既要保護(hù)生態(tài)環(huán)境又要確保經(jīng)濟(jì)增長,產(chǎn)業(yè)的支撐與發(fā)展是經(jīng)濟(jì)增長的中觀基礎(chǔ)。因此,環(huán)境規(guī)制會(huì)通過哪些傳導(dǎo)路徑作用于產(chǎn)業(yè)結(jié)構(gòu)升級(jí),并且在多大程度上會(huì)促進(jìn)或抑制產(chǎn)業(yè)結(jié)構(gòu)升級(jí)?環(huán)境規(guī)制力度應(yīng)當(dāng)如何把握才能有助于產(chǎn)業(yè)結(jié)構(gòu)升級(jí)?本文研究環(huán)境規(guī)制對(duì)中國產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的初衷正是要對(duì)這些問題進(jìn)行合理回答,這對(duì)于中國在生態(tài)文明建設(shè)戰(zhàn)略背景下轉(zhuǎn)變經(jīng)濟(jì)增長方式,促進(jìn)經(jīng)濟(jì)結(jié)構(gòu)轉(zhuǎn)型具有重要意義。首先,本文在梳理環(huán)境規(guī)制與產(chǎn)業(yè)結(jié)構(gòu)升級(jí)相關(guān)國內(nèi)外文獻(xiàn)的基礎(chǔ)上,對(duì)“環(huán)境規(guī)制”和“產(chǎn)業(yè)結(jié)構(gòu)升級(jí)”的概念進(jìn)行了界定,歸納了市場(chǎng)失靈理論、產(chǎn)權(quán)理論、委托-代理理論、不確定性理論、環(huán)境庫茲涅茨理論、可持續(xù)發(fā)展理論作為研究環(huán)境規(guī)制與產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的理論基礎(chǔ)。其次,研究環(huán)境規(guī)制與產(chǎn)業(yè)結(jié)構(gòu)各自的政策演變歷程,劃分中國環(huán)境規(guī)制與產(chǎn)業(yè)結(jié)構(gòu)演變的發(fā)展階段,分析環(huán)境規(guī)制與產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的現(xiàn)狀、存在的問題及其原因。再次,采用我國2002—2014年的省際面板數(shù)據(jù),研究在當(dāng)前我國環(huán)境綜合治理階段下環(huán)境規(guī)制對(duì)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的作用路徑并對(duì)其作用原理進(jìn)行具體分析,研究認(rèn)為,環(huán)境規(guī)制不僅會(huì)對(duì)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)具有直接影響效應(yīng),還會(huì)通過技術(shù)創(chuàng)新、金融發(fā)展、外商直接投資、對(duì)外貿(mào)易這四條傳導(dǎo)路徑間接作用于產(chǎn)業(yè)結(jié)構(gòu)升級(jí),對(duì)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)產(chǎn)生不同的影響效應(yīng)。在此基礎(chǔ)上,分別以技術(shù)創(chuàng)新、金融發(fā)展、外商直接投資、對(duì)外貿(mào)易、經(jīng)濟(jì)增長、命令-控制型環(huán)境規(guī)制、市場(chǎng)型環(huán)境規(guī)制、信息披露-公眾參與型環(huán)境規(guī)制為門檻變量,構(gòu)建環(huán)境規(guī)制與產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的非線性面板門檻模型,研究在技術(shù)創(chuàng)新、金融發(fā)展、經(jīng)濟(jì)開放、經(jīng)濟(jì)增長、不同類型環(huán)境規(guī)制工具作用下,環(huán)境規(guī)制對(duì)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)及其他因素對(duì)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的影響效應(yīng)。研究得出如下結(jié)論:(1)當(dāng)技術(shù)創(chuàng)新水平較低時(shí),加強(qiáng)環(huán)境規(guī)制不利于產(chǎn)業(yè)結(jié)構(gòu)升級(jí);相反,當(dāng)技術(shù)創(chuàng)新水平較高時(shí),環(huán)境規(guī)制強(qiáng)度的增加有益于產(chǎn)業(yè)結(jié)構(gòu)升級(jí),只是根據(jù)技術(shù)創(chuàng)新水平所提高的不同程度,會(huì)導(dǎo)致環(huán)境規(guī)制對(duì)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)產(chǎn)生的促進(jìn)效應(yīng)大小存在略微差異。即,環(huán)境規(guī)制對(duì)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)產(chǎn)生的影響效應(yīng)會(huì)依賴于技術(shù)創(chuàng)新水平的變化。(2)當(dāng)金融發(fā)展水平較低時(shí),環(huán)境規(guī)制對(duì)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)具有負(fù)向影響效應(yīng);相反,當(dāng)金融發(fā)展水平跨過一定的閾值時(shí),加強(qiáng)環(huán)境規(guī)制有助于產(chǎn)業(yè)結(jié)構(gòu)升級(jí)。即,環(huán)境規(guī)制對(duì)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的影響效應(yīng)與金融發(fā)展呈現(xiàn)“u”型關(guān)系。(3)外商直接投資較低的情形下,環(huán)境規(guī)制會(huì)使外商直接投資的負(fù)面效應(yīng)居于主導(dǎo)地位,不利于推動(dòng)產(chǎn)業(yè)結(jié)構(gòu)升級(jí);而在外商直接投資達(dá)到一定的限度,跨過一定的門檻值,環(huán)境規(guī)制會(huì)促使外商直接投資的正面效應(yīng)居于主導(dǎo)地位,推動(dòng)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)。在對(duì)外貿(mào)易較低的情形下,增加環(huán)境規(guī)制強(qiáng)度無法通過對(duì)外貿(mào)易這一路徑有效地推動(dòng)產(chǎn)業(yè)結(jié)構(gòu)升級(jí);而在對(duì)外貿(mào)易進(jìn)一步擴(kuò)大,跨過某一閾值時(shí),增加環(huán)境規(guī)制強(qiáng)度會(huì)增大貿(mào)易的環(huán)境收益效應(yīng),有益于產(chǎn)業(yè)結(jié)構(gòu)升級(jí)。即,環(huán)境規(guī)制對(duì)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的影響效應(yīng)與我國經(jīng)濟(jì)開放程度呈現(xiàn)“u”型關(guān)系。因此隨著環(huán)境規(guī)制逐步加強(qiáng),擴(kuò)大經(jīng)濟(jì)開放程度,增加外商直接投資和對(duì)外貿(mào)易對(duì)我國產(chǎn)業(yè)結(jié)構(gòu)升級(jí)和經(jīng)濟(jì)結(jié)構(gòu)調(diào)整具有有效促進(jìn)作用。(4)在經(jīng)濟(jì)增長處于較低水平時(shí),加強(qiáng)環(huán)境規(guī)制不利于產(chǎn)業(yè)結(jié)構(gòu)升級(jí);在經(jīng)濟(jì)增長水平處于某一閾值區(qū)間時(shí),增加環(huán)境規(guī)制強(qiáng)度將會(huì)促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)升級(jí);當(dāng)經(jīng)濟(jì)增長進(jìn)入中等收入水平發(fā)展階段時(shí),單純地提高環(huán)境規(guī)制強(qiáng)度會(huì)阻礙產(chǎn)業(yè)結(jié)構(gòu)升級(jí),在這一階段要強(qiáng)調(diào)環(huán)境規(guī)制工具的多元化,更加注重經(jīng)濟(jì)增長和創(chuàng)新以促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)升級(jí),跨過中等收入發(fā)展階段,實(shí)現(xiàn)經(jīng)濟(jì)增長與環(huán)境保護(hù)的雙贏。(5)不同類型環(huán)境規(guī)制的作用效果存在差異。命令-控制型環(huán)境規(guī)制工具和市場(chǎng)型環(huán)境規(guī)制工具的規(guī)制力度越強(qiáng),環(huán)境規(guī)制就越有益于產(chǎn)業(yè)結(jié)構(gòu)升級(jí);而信息披露-公眾參與型環(huán)境規(guī)制力度過高或過低都會(huì)不利于產(chǎn)業(yè)結(jié)構(gòu)升級(jí),只有將其控制在一個(gè)適度的范圍內(nèi),使信息披露-公眾參與型環(huán)境規(guī)制工具既能夠有效開展又受到相應(yīng)約束,才會(huì)有助于產(chǎn)業(yè)結(jié)構(gòu)升級(jí)。(6)財(cái)政分權(quán)對(duì)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)具有顯著的負(fù)向影響效應(yīng),財(cái)政分權(quán)程度越高,越不利于產(chǎn)業(yè)結(jié)構(gòu)升級(jí);人口受教育程度對(duì)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)具有顯著的正向影響效應(yīng),人口受教育程度較高會(huì)有益于產(chǎn)業(yè)結(jié)構(gòu)升級(jí);城鎮(zhèn)化、固定資產(chǎn)投資、市場(chǎng)化及自然資源稟賦狀況均對(duì)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)不具有顯著性的影響效應(yīng)。最后,結(jié)合實(shí)證研究結(jié)論和中國的現(xiàn)實(shí)情況,本文從微觀層面、中觀層面、宏觀層面三個(gè)視角分別提出具有針對(duì)性的政策建議,以期在生態(tài)文明建設(shè)背景下加強(qiáng)環(huán)境規(guī)制能夠促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)。

The upgrading of the industrial structure is an important problem in China's economic restructuring, is a key factor to achieve economic growth and the environmental protection "win-win" situation. How should grasp the strength of environmental regulation can contribute to the upgrading of the industrial structure in the research environment? The regulation of industrial structure upgrading Chinese's original intention is to make reasonable answer to these questions, this Chinese for the transformation of economic growth in the background of the construction of ecological civilization under the strategic transformation, and has important significance to promote the economic structure. Firstly, based on the environmental regulation and industrial structure upgrading of combing the relevant literature at home and abroad, the definition of the concept of "environmental regulation" and "industrial structure upgrading", summarizes the market failure theory, property rights theory, principal-agent theory, uncertainty theory, ring Kuznets environment theory, sustainable development theory as the theoretical basis of environmental regulation and upgrade the industrial structure. Secondly, the policy of environmental regulation and industrial structure of different development stages of evolution, evolution of environmental regulation and industrial structure upgrading Chinese, analysis of the current situation of environmental regulation and industrial structure, the problems and causes. On this basis, respectively, financial development by the technological innovation, foreign direct investment, foreign trade, economic growth, command and control environmental regulation, market environmental regulation, information disclosure and public participation in environmental regulation as the threshold variable to construct nonlinear panel threshold model to upgrade environmental regulation and industrial structure, research in technology innovation, financial development, economic openness, economic growth, effect of different types of environmental regulation tools, the effect of environmental regulation on the upgrading of the industrial structure and other factors on the upgrading of the industrial structure. The main conclusions are as follows: (1) when the low level of technological innovation, strengthen environmental regulation is not conducive to the upgrading of the industrial structure; on the contrary, when the higher the level of technological innovation, increase the intensity of environmental regulation is beneficial to the upgrading of the industrial structure, improve the level of technological innovation is based on the different degree, causes of environmental regulation The structure upgrade promotion effect size are slightly different.
