【摘要】：2014年3月16日中共中央、國(guó)務(wù)院印發(fā)了《國(guó)家新型城鎮(zhèn)化規(guī)劃(2014-2020年)》。新型城鎮(zhèn)化是新時(shí)期改革與發(fā)展的一步大棋,被人們寄予了厚望。新型城鎮(zhèn)化以人為本,是以人的自由全面發(fā)展為根本目的的城鎮(zhèn)化。馬克思說(shuō)過(guò)“人的本質(zhì)不是單個(gè)人所固有的抽象物,在其現(xiàn)實(shí)性上,它是一切社會(huì)關(guān)系的總和”。社會(huì)關(guān)系是人們?cè)趯?shí)踐中結(jié)成的以生產(chǎn)關(guān)系為基礎(chǔ)的各種關(guān)系的總和,是馬克思社會(huì)歷史觀的理論內(nèi)核。馬克思認(rèn)為“社會(huì)關(guān)系實(shí)際上決定著一個(gè)人能夠發(fā)展到什么程度”,人的發(fā)展就其實(shí)質(zhì)而言就是社會(huì)關(guān)系的發(fā)展。新型社會(huì)關(guān)系的構(gòu)建是對(duì)于人的生存狀態(tài)及人的自由和解放的深刻的價(jià)值眷念和強(qiáng)烈的事實(shí)關(guān)注。在“四個(gè)全面”的戰(zhàn)略布局中,社會(huì)關(guān)系的公平、正義、民主、和諧問(wèn)題是繞不過(guò)去的話題�！笆濉币�(guī)劃建議中的“共享”發(fā)展理念目的在于促進(jìn)社會(huì)包容,增進(jìn)人民團(tuán)結(jié),即要在社會(huì)經(jīng)濟(jì)發(fā)展進(jìn)程中,消除社會(huì)各階層、各群體之間的隔閡,將所有人包容在一起,共享社會(huì)經(jīng)濟(jì)發(fā)展的成果,為政治共同體的培養(yǎng)打下強(qiáng)大的民心基礎(chǔ)。從現(xiàn)實(shí)來(lái)看,城鄉(xiāng)二元結(jié)構(gòu)矛盾遠(yuǎn)未破解下的社會(huì)關(guān)系面臨了多種傳統(tǒng)的和新出現(xiàn)的矛盾困擾,社會(huì)關(guān)系的重新構(gòu)建既需要改革的勇氣,也需要改革的智慧,更需要馬克思主義理論的指導(dǎo)。本文立足于學(xué)術(shù)界既有研究進(jìn)展的基礎(chǔ)上,以馬克思人本思想為指針,對(duì)東西方城市化進(jìn)程中社會(huì)關(guān)系構(gòu)建的理論與實(shí)踐進(jìn)行了回顧與反思,闡述我國(guó)新型城鎮(zhèn)化進(jìn)程中構(gòu)建新型社會(huì)關(guān)系的必要性和緊迫性。為了取得新型社會(huì)關(guān)系構(gòu)建的實(shí)踐資料,本文作者對(duì)第一批新型城鎮(zhèn)化試點(diǎn)城市——福建省晉江市進(jìn)行了網(wǎng)絡(luò)問(wèn)卷調(diào)查,在對(duì)其社會(huì)關(guān)系現(xiàn)狀進(jìn)行描述性分析的基礎(chǔ)上建立了二元Logistic回歸模型,對(duì)其社會(huì)關(guān)系滿意度的影響因素進(jìn)行數(shù)據(jù)分析,系統(tǒng)總結(jié)了晉江市在城鎮(zhèn)化進(jìn)程中對(duì)社會(huì)關(guān)系構(gòu)建的成功經(jīng)驗(yàn)以及當(dāng)前尚待解決的問(wèn)題。并以此為例,嘗試性地提出我國(guó)新型社會(huì)關(guān)系的構(gòu)建應(yīng)該從哪些路徑推進(jìn),以及如何具體推進(jìn)的實(shí)際對(duì)策。希冀本文所取得的研究成果,有助于我國(guó)新型社會(huì)關(guān)系的實(shí)際構(gòu)建。筆者所構(gòu)想的這幅新型社會(huì)關(guān)系的理想藍(lán)圖是：社會(huì)關(guān)系回歸人本位,轉(zhuǎn)向人的自由全面發(fā)展,上升為融合性和包容性的社會(huì)關(guān)系。從歸根結(jié)底的意義上讓資本為勞動(dòng)、為人服務(wù),為中國(guó)特色社會(huì)主義新型城鎮(zhèn)化建設(shè)的有序和諧發(fā)展提供有力的保障。讓新型社會(huì)關(guān)系的構(gòu)建既彰顯城市文明,又留得住鄉(xiāng)愁。
[Abstract]:In March 16th 2014, the CPC Central Committee and the State Council issued the "National New urbanization Plan 2014-2020". New urbanization is a major step in the reform and development of the new era. People have high expectations. The new type of urbanization is people-oriented, is the basic purpose of the free and comprehensive development of human urbanization. Marx said that "the nature of human beings is not the abstract inherent in the individual, in its reality." It is the sum of all social relations ". Social relations are the summation of all kinds of relations based on production relations formed by people in practice." Marx believes that "social relations actually determine the degree to which a person can develop". The development of human beings is the development of social relations in essence. The construction of new social relations is the profound value concern and the intense fact concern about the living state of human beings and the freedom and liberation of human beings. In the strategic layout of. The issues of fairness, justice, democracy and harmony in social relations are unstoppable topics. The "shared" development concept in the 13th Five-Year Plan is aimed at promoting social inclusion and enhancing people's unity. Namely, in the process of social and economic development, we should eliminate the estrangement between all social strata and groups, include all people together and share the fruits of social and economic development. From the reality, the contradiction between urban and rural dual structure is far from being solved, social relations are faced with a variety of traditional and emerging contradictions. The reconstruction of social relations needs not only the courage of reform, but also the wisdom of reform, and the guidance of Marxist theory. This paper reviews and reflects on the theory and practice of the construction of social relations in the process of urbanization in East and West with Marx's humanism as the guide. This paper expounds the necessity and urgency of constructing new social relations in the process of new urbanization in China, and in order to obtain the practical data for the construction of new social relations. In this paper, the author of the first batch of new urbanization pilot cities-Jinjiang City, Fujian Province, conducted a network questionnaire survey. Based on the descriptive analysis of its social relations, a binary Logistic regression model is established to analyze the influencing factors of its social relationship satisfaction. This paper systematically summarizes the successful experience of the construction of social relations in the process of urbanization in Jinjiang City and the problems that remain to be solved, and takes this as an example. Try to put forward the construction of new social relations in China from what path, and how to promote the actual countermeasures. The ideal blueprint of this new type of social relationship is that social relations return to the human standard and turn to the free and all-round development of people. From the final analysis, let the capital for labor, human service. It can provide a strong guarantee for the orderly and harmonious development of the new type of urbanization construction with Chinese characteristics, so that the construction of the new type of social relations can not only highlight the urban civilization, but also keep homesickness.
