【摘要】:石油化工行業(yè)在我國國民經(jīng)濟(jì)中處于基礎(chǔ)性的位置,該行業(yè)在推進(jìn)我國社會及經(jīng)濟(jì)發(fā)展上作用巨大,是推動我國經(jīng)濟(jì)持續(xù)穩(wěn)定發(fā)展的重要支柱產(chǎn)業(yè)。但是石油化工生產(chǎn)具有有別于其他行業(yè)的特殊性,生產(chǎn)連續(xù)性強(qiáng),過程復(fù)雜,涉及專業(yè)多,物料和生產(chǎn)又具有易燃、易爆、易中毒,高溫、高壓,有腐蝕等特點(diǎn),因此,如何做好項(xiàng)目風(fēng)險(xiǎn)管理,已經(jīng)普遍受到石油石化項(xiàng)目投資者,以及上級管理部門的關(guān)注及重視,與此同時(shí),這也是相關(guān)學(xué)者的研究重點(diǎn)。在本文中,先對項(xiàng)目及風(fēng)險(xiǎn)的概念進(jìn)行闡述,之后則立足于項(xiàng)目風(fēng)險(xiǎn)管理的基礎(chǔ)理論,對整個擴(kuò)建項(xiàng)目風(fēng)險(xiǎn)管理的過程進(jìn)行探討,且在這過程中還對其中六個具體過程中所使用的技術(shù)及方法,也進(jìn)行相應(yīng)的分析及探究。然后,選擇以乙二醇擴(kuò)建項(xiàng)目風(fēng)險(xiǎn)管理作為研究對象,結(jié)合調(diào)查法及訪談法等研究方法,識別、分類和匯總該項(xiàng)目的各種風(fēng)險(xiǎn)。然后在參考一般項(xiàng)目風(fēng)險(xiǎn)管理理論的基礎(chǔ)上,對風(fēng)險(xiǎn)因素進(jìn)行詳細(xì)的預(yù)測及識別,而對于不同的風(fēng)險(xiǎn)評估技術(shù)及方法,也對其進(jìn)行比較及選擇性地使用。本研究在價(jià)值及創(chuàng)新點(diǎn)上較為明顯,具體體現(xiàn)在通過實(shí)地調(diào)查及進(jìn)行相應(yīng)的分析,之后在這基礎(chǔ)上提出工程項(xiàng)目風(fēng)險(xiǎn)管理系統(tǒng)所具有的思想體系,并應(yīng)用"層次評分法"對這五個方面的風(fēng)險(xiǎn)進(jìn)行評價(jià),并應(yīng)用"層次評分法"對市場競爭風(fēng)險(xiǎn)、乙二醇原料供應(yīng)風(fēng)險(xiǎn)、價(jià)格波動風(fēng)險(xiǎn)、安全風(fēng)險(xiǎn)和環(huán)境風(fēng)險(xiǎn)這五個方面的風(fēng)險(xiǎn)進(jìn)行了整體評價(jià),并將其進(jìn)行數(shù)值化,通過判斷矩陣等科學(xué)計(jì)算方法進(jìn)行量化。在論文的最后部分,則結(jié)合該項(xiàng)目運(yùn)行的實(shí)際情況,并對其進(jìn)行針對性的驗(yàn)證及總結(jié)。本研究對石油化工建設(shè)項(xiàng)目的風(fēng)險(xiǎn)識別、分析和應(yīng)對工作,具有一定的參考意義。
[Abstract]:Petrochemical industry is in the basic position in the national economy of our country. It plays an important role in promoting the social and economic development of our country and is an important pillar industry to promote the sustained and stable development of our economy. But the petrochemical production has the particularity which is different from other industries, the production continuity is strong, the process is complicated, involves the specialized many, the material and the production also has the flammable, the explosive, the easy poisoning, the high temperature, the high pressure, the corrosion and so on characteristic, therefore, How to do well the project risk management has been generally concerned by the petroleum and petrochemical project investors, as well as the superior management department, at the same time, it is also the research focus of the related scholars. In this paper, the concept of project and risk is first expounded, and then based on the basic theory of project risk management, the whole process of risk management of extension project is discussed. In the process, the techniques and methods used in the six specific processes are also analyzed and explored. Then, we select ethylene glycol extension project risk management as the research object, combined with investigation method and interview method to identify, classify and summarize the various risks of the project. Then, based on the general project risk management theory, the risk factors are predicted and identified in detail, and the different risk assessment techniques and methods are compared and selectively used. This research is more obvious in value and innovation, which is embodied in the field investigation and corresponding analysis, and then puts forward the thought system of engineering project risk management system. The risk of these five aspects is evaluated by "hierarchy scoring method", and the risk of market competition, the supply risk of ethylene glycol raw material, the risk of price fluctuation are evaluated by "hierarchy scoring method". The safety risk and environmental risk are evaluated as a whole and numerically, and quantified by scientific calculation methods such as judgment matrix. In the last part of the paper, combined with the actual situation of the project, it is verified and summarized. This study has some reference significance for the risk identification, analysis and response of petrochemical construction projects.
