【摘要】：造紙工業(yè)一直被列為能源、資源的消耗大戶,也是環(huán)境保護方面需要重點監(jiān)控的行業(yè)之一。新的歷史發(fā)展階段下,造紙工業(yè)應(yīng)依據(jù)可持續(xù)發(fā)展理念,轉(zhuǎn)變發(fā)展方式,調(diào)整產(chǎn)業(yè)結(jié)構(gòu),促進造紙工業(yè)持續(xù)、健康發(fā)展。近年來,我國造紙工業(yè)經(jīng)濟下行壓力較大,企業(yè)的盈利空間縮小,對市場的信心趨弱,實際的生產(chǎn)運行過程中困難較多。一方面,造紙工業(yè)的生產(chǎn)逐漸趨于集約化發(fā)展,小型的造紙企業(yè)難以在競爭中存活;另一方面,從側(cè)面反映了造紙工業(yè)行業(yè)結(jié)構(gòu)亟待調(diào)整,生產(chǎn)運行的問題體現(xiàn)出造紙工業(yè)整體的行業(yè)效率并不高。綜合以上問題,對當(dāng)前造紙工業(yè)進行技術(shù)效率和環(huán)境效率測評,將為我國造紙工業(yè)未來發(fā)展戰(zhàn)略的抉擇提供依據(jù),具有更重要的指導(dǎo)意義。本文首先介紹了研究的理論基礎(chǔ),進而從效率測評的研究方法以及造紙工業(yè)環(huán)境效率測評方面進行理論綜述。其次概述了我國造紙工業(yè)發(fā)展現(xiàn)狀,尤其是我國造紙工業(yè)面臨的環(huán)境污染現(xiàn)狀,并對造紙工業(yè)面臨的環(huán)境問題進行針對性剖析。第三章是實證分析。本文從經(jīng)濟、資本、勞動力等3個方面選取了4項投入指標(biāo),并選取造紙工業(yè)銷售產(chǎn)值、造紙工業(yè)COD排放量2項指標(biāo)分別作為產(chǎn)出變量,選定了我國29個地區(qū)的10年面板數(shù)據(jù)進行運算。在實證分析中,首先采用CCR模型測度了我國造紙工業(yè)技術(shù)效率值,然后采用SBM模型測度了考慮非期望產(chǎn)出下的造紙工業(yè)環(huán)境效率值,并對兩方面效率值進行對比分析。第四章對影響我國造紙工業(yè)環(huán)境效率的因素進行Tobit回歸分析。分別從各地區(qū)經(jīng)濟發(fā)展水平、城鎮(zhèn)化程度、污染治理能力、科研投入水平等4個方面采取指標(biāo),運用Tobit模型進行回歸,最終得出影響各地區(qū)環(huán)境效率的因素。最后根據(jù)造紙工業(yè)環(huán)境效率因素的分析結(jié)果,針對性的對我國造紙工業(yè)發(fā)展提出政策建議,為成熟期的造紙工業(yè)轉(zhuǎn)型升級提供思路。
[Abstract]:Paper industry has been listed as energy, resource consumption, and environmental protection needs to be one of the key monitoring industries.Under the new historical development stage, the paper industry should change the mode of development, adjust the industrial structure, and promote the sustainable and healthy development of paper industry according to the concept of sustainable development.In recent years, the downward pressure of China's paper industry economy is great, the profit space of enterprises is shrinking, the confidence to the market is weakening, and there are many difficulties in the actual process of production and operation.On the one hand, the production of paper industry tends to intensive development, small paper enterprises are difficult to survive in the competition; on the other hand, it reflects that the structure of paper industry needs to be adjusted urgently.The problem of production and operation shows that the whole industry efficiency of paper industry is not high.Synthesizing the above problems, the evaluation of the technical efficiency and the environmental efficiency of the present paper industry will provide the basis for the choice of the future development strategy of the paper industry of our country, and have more important guiding significance.This paper first introduces the theoretical basis of the research, and then summarizes the research methods of efficiency evaluation and environmental efficiency evaluation of paper industry.Secondly, the paper summarizes the development of China's paper industry, especially the environmental pollution faced by China's paper industry, and analyzes the environmental problems facing the paper industry.The third chapter is empirical analysis.In this paper, four input indexes are selected from the aspects of economy, capital and labor, and two indexes of paper industry sales value and COD emission are selected as output variables, respectively.The 10-year panel data of 29 regions in China are selected for operation.In the empirical analysis, CCR model is used to measure the technical efficiency of China's paper industry, and then the SBM model is used to measure the environmental efficiency value of paper industry under the consideration of non-expected output, and the two efficiency values are compared and analyzed.Chapter 4 carries on Tobit regression analysis to the factors that affect the environmental efficiency of China's paper industry.From four aspects of economic development level, urbanization level, pollution control ability, scientific research input level and so on, the Tobit model is used to regression, and finally the factors that affect the environmental efficiency of each region are obtained.Finally, according to the analysis results of environmental efficiency factors of papermaking industry, the paper puts forward policy recommendations for the development of China's paper industry, and provides ideas for the transformation and upgrading of paper industry in the mature period.
