環(huán)保技術(shù)投資對(duì)經(jīng)濟(jì)可持續(xù)增長(zhǎng)影響研究

【摘要】:環(huán);顒(dòng)及其延伸影響日漸成為經(jīng)濟(jì)發(fā)展的新動(dòng)力,由環(huán)保技術(shù)投資推動(dòng)的環(huán)保技術(shù)進(jìn)步通過"支撐環(huán)保產(chǎn)業(yè)發(fā)展"和"對(duì)整體經(jīng)濟(jì)的滲透"影響經(jīng)濟(jì)增長(zhǎng)的可持續(xù)性。論文沿循機(jī)理分析、實(shí)證分析到案例經(jīng)驗(yàn)佐證的基本邏輯結(jié)構(gòu),分析環(huán)保技術(shù)投資如何影響經(jīng)濟(jì)可持續(xù)增長(zhǎng)這一核心問題。借鑒已有研究,論文重新構(gòu)建環(huán)保技術(shù)投資對(duì)經(jīng)濟(jì)可持續(xù)增長(zhǎng)影響的理論框架,從外部性、結(jié)構(gòu)化影響、規(guī)模效應(yīng)、成本機(jī)制、經(jīng)濟(jì)效益及"波特假說(shuō)"機(jī)理展開系統(tǒng)分析。文章以2003—2012年分省面板數(shù)據(jù)為樣本,構(gòu)建環(huán)保技術(shù)投資與經(jīng)濟(jì)可持續(xù)增長(zhǎng)的動(dòng)態(tài)面板數(shù)據(jù)模型以檢驗(yàn)理論判斷。吸收并重新計(jì)算整理"環(huán)?蒲许(xiàng)目經(jīng)費(fèi)"、"科研業(yè)務(wù)經(jīng)費(fèi)"及"環(huán)保固定資產(chǎn)經(jīng)費(fèi)"等指標(biāo)數(shù)據(jù)度量環(huán)保技術(shù)投資變量,采用主成分分析方法形成可持續(xù)經(jīng)濟(jì)增長(zhǎng)變量數(shù)據(jù),基于上述核心數(shù)據(jù)結(jié)果采取總效應(yīng)實(shí)證檢驗(yàn)范式,應(yīng)用GMM動(dòng)態(tài)面板數(shù)據(jù)分析過程檢驗(yàn)環(huán)保技術(shù)投資對(duì)經(jīng)濟(jì)可持續(xù)增長(zhǎng)影響的理論假設(shè)。實(shí)證分析部分也檢驗(yàn)了環(huán)保技術(shù)投資在東、中、西部地區(qū)對(duì)經(jīng)濟(jì)可持續(xù)增長(zhǎng)的影響差異。論文進(jìn)一步以"'十二五'期間廣東省循環(huán)經(jīng)濟(jì)建設(shè)"為案例,基于經(jīng)驗(yàn)分析方法佐證了理論分析諸效應(yīng)及實(shí)證檢驗(yàn)結(jié)果。分析發(fā)現(xiàn),環(huán)保技術(shù)投資在中長(zhǎng)期對(duì)經(jīng)濟(jì)可持續(xù)增長(zhǎng)整體上存在顯著正向促進(jìn)作用;以分階段分析為目標(biāo)的進(jìn)一步檢驗(yàn)顯示,環(huán)保技術(shù)投資與經(jīng)濟(jì)可持續(xù)增長(zhǎng)呈前傾的S形三次型關(guān)系,這一結(jié)果能夠揭示不同水平下的具體投資策略。研究也發(fā)現(xiàn),環(huán)保技術(shù)投資對(duì)中部地區(qū)經(jīng)濟(jì)增長(zhǎng)貢獻(xiàn)最為顯著,相對(duì)西部地區(qū)而言,東部地區(qū)環(huán)保技術(shù)投資的經(jīng)濟(jì)增長(zhǎng)效應(yīng)更為明顯。研究基于上述分析提出,完善環(huán)保技術(shù)創(chuàng)新機(jī)制、逐步提高環(huán)保技術(shù)標(biāo)準(zhǔn)、推進(jìn)適用性環(huán)保技術(shù)開發(fā)與引導(dǎo)戰(zhàn)略性環(huán)保技術(shù)研發(fā)相結(jié)合、借鑒先進(jìn)成熟的環(huán)保技術(shù)投資效益改善模式、分階段確定環(huán)保技術(shù)投資強(qiáng)度等策略有利于推動(dòng)經(jīng)濟(jì)可持續(xù)增長(zhǎng)。
[Abstract]:Environmental protection activities and their extended impact are increasingly becoming new drivers of economic development, The progress of environmental protection technology promoted by investment in environmental protection technology affects the sustainability of economic growth through "supporting the development of environmental protection industry" and "penetrating into the whole economy". Empirical analysis of the basic logical structure of empirical evidence, analysis of environmental protection technology investment how to affect the core issue of sustainable economic growth. The paper reconstructs the theoretical framework of the impact of environmental protection technology investment on sustainable economic growth, from the externality, structural impact, scale effect, cost mechanism, The economic benefits and the "Porter hypothesis" mechanism are systematically analyzed. To construct dynamic panel data model of environmental protection technology investment and sustainable economic growth to test theoretical judgment. Absorb and recalculate the "funds for environmental protection research projects", "funds for scientific research business" and "funds for fixed assets for environmental protection". To measure the investment variables of environmental protection technology, The principal component analysis (PCA) method is used to form the variable data of sustainable economic growth. Based on the results of the above core data, the empirical test paradigm of total effect is adopted. GMM dynamic panel data analysis process is used to test the theoretical hypothesis of the impact of environmental technology investment on sustainable economic growth. The paper takes the circular economy construction of Guangdong Province during the 12th Five-Year Plan period as a case to prove the effects of theoretical analysis and empirical test results based on empirical analysis. Investment in environmental protection technology has a significant positive effect on the overall sustainable economic growth in the medium and long term, and a further test with the objective of phased analysis shows that the investment in environmental protection technology has a S shape cubic relationship with sustainable economic growth. The results can reveal specific investment strategies at different levels. The study also found that investment in environmental protection technology contributes most significantly to economic growth in the central region, compared with the western region. The economic growth effect of environmental protection technology investment in the eastern region is more obvious. Based on the above analysis, the research suggests that the mechanism of environmental protection technology innovation should be perfected and the environmental protection technology standard should be improved step by step. It is beneficial to promote the sustainable economic growth by combining the development of applicable environmental protection technology with guiding the development of strategic environmental protection technology, learning from the advanced and mature mode of improving the investment benefit of environmental protection technology, and determining the investment intensity of environmental protection technology in stages.
