【摘要】：近年來在我國電力企業(yè)運營中,安全事故頻頻發(fā)生,不僅威脅到人民的健康及生命,而且給企業(yè)造成了嚴重的經(jīng)濟損失。由于電廠運營的安全管理是一個高風險的行業(yè),較差的安全管理會導致成本及環(huán)境等多方面的不良后果,因此安全管理工作對企業(yè)運營整體目標的實現(xiàn)有著十分重要的意義。科學的安全管理方法和完善的安全管理體系不僅可以保證企業(yè)高效率、高質(zhì)量的完成運營目標,還可以為其帶來更多的經(jīng)濟效益,而且對于國家經(jīng)濟的發(fā)展和人民生活的穩(wěn)定也有著特別重要的意義。本文以安全管理為研究對象,對H電廠運營過程中存在的安全管理風險進行了詳細分析。首先,論文通過文獻查閱對課題研究過程中所涉及的相關(guān)理論、概念、背景等進行了概述;然后論文選取H電廠的安全管理為具體對象,對其安全管理存的問題及其表現(xiàn)進行了分析,并利用魚骨圖法,對H電廠運營過程的安全管理存在的風險進行了分析;針對前文對H電廠安全管理分析所得到的結(jié)果,基于PDCA理論提出了安全管理體系優(yōu)化的措施和建議。通過本文的研究可以得到如下研究結(jié)論:(1)H電廠在安全管理過程中存在的問題主要表現(xiàn)為:人員安全責任落實不到位、重復(fù)性習慣性事故不斷發(fā)生。而這些問題產(chǎn)生的主要原因在于:員工安全意識淡薄、安全生產(chǎn)培訓重視不夠、管理不規(guī)范,制度執(zhí)行不到位(2)通過魚骨圖的分析可以看出H電廠安全管理風險主要表現(xiàn)為人、物和安全管理制度3個主要因素,以及對其進行細分的33個細分因素;(3)針對,本文基于PDCA循環(huán)法對其安全管理體系進行了進一步的優(yōu)化。其中包括安全管理計劃的制定、安全管理制度的執(zhí)行、安全管理效果的檢查以及安全管理問題的處理4個環(huán)節(jié),并詳細闡述了各個環(huán)節(jié)的具體工作任務(wù)和方法。
[Abstract]:In recent years, safety accidents occur frequently in the operation of electric power enterprises in China, which not only threaten the health and life of the people. Because the safety management of power plant operation is a high-risk industry, poor safety management will lead to many adverse consequences, such as cost and environment. Therefore, the work of safety management is of great significance to the realization of the overall goal of enterprise operation. A scientific safety management method and a perfect safety management system can not only ensure the high efficiency of the enterprise. High quality operation goal can also bring more economic benefits for the development of national economy and the stability of people's life. This paper takes safety management as the research object. The risk of safety management in the operation of H power plant is analyzed in detail. Firstly, the related theories, concepts, background and so on are summarized through literature review. Then the paper selects the safety management of H power plant as the specific object, analyzes the problems and performance of safety management, and uses the fish bone map method. The risk of safety management in the operation process of H power plant is analyzed. According to the analysis of safety management in H power plant, the results are obtained. Based on the PDCA theory, the measures and suggestions for optimizing the safety management system are put forward, and the following conclusions can be obtained from the research in this paper: 1). The main problems in the safety management process of H power plant are: the implementation of personnel safety responsibility is not in place. Repetitive habitual accidents continue to occur, and the main causes of these problems are: weak safety awareness of employees, insufficient attention to safety production training, non-standard management. Through the analysis of fish bone chart, we can see that the risk of safety management in H power plant is mainly human, material and safety management system, as well as 33 subdivision factors. In order to solve this problem, this paper further optimizes the safety management system based on the PDCA cycle method, including the formulation of the safety management plan and the implementation of the safety management system. The inspection of safety management effect and the handling of safety management problems are discussed in detail, and the specific tasks and methods of each link are described in detail.
