【摘要】:十八大報(bào)告中指出,要大力發(fā)展生態(tài)文明。建設(shè)生態(tài)文明,是關(guān)系人民福祉、關(guān)乎民族未來的長遠(yuǎn)大計(jì)。面對資源約束趨緊、環(huán)境污染嚴(yán)重、生態(tài)系統(tǒng)退化的嚴(yán)峻形勢,必須樹立尊重自然、順應(yīng)自然、保護(hù)自然的生態(tài)文明理念,把生態(tài)文明建設(shè)放在突出地位,融入經(jīng)濟(jì)建設(shè)、政治建設(shè)、文化建設(shè)、社會(huì)建設(shè)各方面和全過程,努力建設(shè)美麗中國,實(shí)現(xiàn)中華民族永續(xù)發(fā)展。2015年5月中共中央、國務(wù)院日前印發(fā)《關(guān)于加快推進(jìn)生態(tài)文明建設(shè)的意見》,總體要求:強(qiáng)化主體功能定位,優(yōu)化國土空間開發(fā)格局;健全生態(tài)文明制度體系;加強(qiáng)生態(tài)文明建設(shè)統(tǒng)計(jì)監(jiān)測和執(zhí)法監(jiān)督;加快形成推進(jìn)生態(tài)文明建設(shè)的良好社會(huì)風(fēng)尚;切實(shí)加強(qiáng)組織領(lǐng)導(dǎo)。到2020年,資源節(jié)約型和環(huán)境友好型社會(huì)建設(shè)取得重大進(jìn)展,主體功能區(qū)布局基本形成,經(jīng)濟(jì)發(fā)展質(zhì)量和效益顯著提高,生態(tài)文明主流價(jià)值觀在全社會(huì)得到推行,生態(tài)文明建設(shè)水平與全面建成小康社會(huì)目標(biāo)相適應(yīng)。在國家生態(tài)治理的指導(dǎo)之下,黑龍江省結(jié)合自身的實(shí)際情況,2015年黑龍江省委黑龍江政府在《關(guān)于加快推進(jìn)生態(tài)文明建設(shè)的實(shí)施意見中》指出:作為生態(tài)大省的黑龍江省,是中國北方重要的生態(tài)屏障,具有推動(dòng)可持續(xù)發(fā)展的戰(zhàn)略性優(yōu)勢,同時(shí),加快推進(jìn)生態(tài)文明建設(shè),是中國特色社會(huì)主義事業(yè)"五位一體"總體布局的重要內(nèi)容,是貫徹黨中央"四個(gè)全面"戰(zhàn)略布局的內(nèi)在要求,也是黑龍江省實(shí)施"五大規(guī)劃"發(fā)展戰(zhàn)略。2016年黑龍江省十三五規(guī)劃的提出,更明確了生態(tài)治理的戰(zhàn)略目標(biāo)。對于黑龍江省如何在新型城鎮(zhèn)化過程中完善政府生態(tài)治理的問題,本文從新型城鎮(zhèn)化和政府生態(tài)治理的內(nèi)涵出發(fā),在相關(guān)理論支撐的基礎(chǔ)上,綜合運(yùn)用調(diào)查分析、實(shí)證分析、比較分析等多種分析方法,闡述黑龍江省新型城鎮(zhèn)化進(jìn)程中政府生態(tài)治理的現(xiàn)狀,通過對現(xiàn)狀分析,揭示出黑龍江省新型城鎮(zhèn)化進(jìn)程中政府生態(tài)治理存在的問題,例如法律法規(guī)的不完善、環(huán)保基礎(chǔ)設(shè)施缺乏、生態(tài)環(huán)境持續(xù)惡化、綜合運(yùn)用生態(tài)監(jiān)管的手段存在嚴(yán)重不足、生態(tài)治理方式單一等問題;在對美國、日本、德國以及安徽、江蘇等國內(nèi)外經(jīng)驗(yàn)的基礎(chǔ)上,結(jié)合黑龍江省目前的實(shí)際情況,針對黑龍江省新型城鎮(zhèn)化中政府生態(tài)治理存在的問題提出:加強(qiáng)法律法規(guī)和制度建設(shè);在資金獲取能力上,搭建政府生態(tài)治理融資平臺(tái);在環(huán)保責(zé)任意識(shí)上,提升公民和企業(yè)的生態(tài)治理與保護(hù)的責(zé)任意識(shí);在管理體制上,不斷的健全管理體制和完善監(jiān)督機(jī)制,同時(shí),不斷提升行政主體的綜合素質(zhì);在參與方式上,鼓勵(lì)公民、企業(yè)、NGO、運(yùn)用"互聯(lián)網(wǎng)+"多元化的參與模式。
[Abstract]:It was pointed out in the report of the 18 National Congress that ecological civilization should be vigorously developed. The construction of ecological civilization is a long-term plan concerning the well-being of the people and the future of the nation. In the face of the tightening of resource constraints, the environment is seriously polluted. In the severe situation of ecosystem degradation, we must set up the concept of ecological civilization which respects nature, conforms to nature and protects nature, puts ecological civilization construction in a prominent position and integrates it into economic construction, political construction and cultural construction. In all aspects and in the whole process of social construction, we should strive to build a beautiful China and realize the sustainable development of the Chinese nation. In May 2015, the CPC Central Committee and the State Council issued "opinions on speeding up the Construction of Ecological Civilization". Overall requirements: strengthen the main function positioning, optimize the pattern of land and space development; Perfecting the system of ecological civilization; Strengthening the statistical monitoring and law enforcement supervision of ecological civilization construction; Accelerating the formation of a good social custom to promote the construction of ecological civilization; By 2020, great progress had been made in building a resource-conserving and environment-friendly society, the distribution of major functional areas had basically been formed, and the quality and efficiency of economic development had improved significantly. The mainstream values of ecological civilization have been carried out in the whole society, and the level of ecological civilization construction is compatible with the goal of building a well-off society in an all-round way. Under the guidance of national ecological governance, Heilongjiang Province combines its own actual situation. In 2015, Heilongjiang government pointed out that Heilongjiang Province, as a big ecological province, is an important ecological barrier in North China. At the same time, speeding up the construction of ecological civilization is an important content of the overall layout of "five in one" in the cause of socialism with Chinese characteristics. It is the internal requirement of carrying out the "four all-round" strategic layout of the Party Central Committee, and is also the development strategy of carrying out the "five big plans" in Heilongjiang Province. In 2016, Heilongjiang Province's 13th Five-Year Plan was put forward. For the problem of how to improve the government ecological governance in the process of new urbanization, this paper starts from the connotation of new urbanization and government ecological governance. On the basis of relevant theory, comprehensive use of investigation and analysis, empirical analysis, comparative analysis and other analysis methods, this paper expounds the current situation of government ecological governance in the process of new urbanization in Heilongjiang Province, through the analysis of the status quo. This paper reveals the problems existing in the government ecological governance in the process of new urbanization in Heilongjiang Province, such as the imperfection of laws and regulations, the lack of environmental protection infrastructure, and the continuous deterioration of ecological environment. The comprehensive use of ecological supervision means has serious shortcomings, ecological governance mode is single, and so on; In the United States, Japan, Germany, Anhui, Jiangsu and other domestic and foreign experience, combined with the actual situation in Heilongjiang Province. In view of the problems existing in the ecological governance of the government in the new urbanization of Heilongjiang Province, this paper puts forward the following points: strengthening the construction of laws, regulations and systems; In the ability of obtaining funds, build the financing platform of government ecological governance; In the sense of environmental protection responsibility, we should enhance the sense of responsibility for ecological governance and protection of citizens and enterprises; In the management system, constantly improve the management system and improve the supervision mechanism, at the same time, constantly improve the comprehensive quality of the administrative body; In the way of participation, encourage citizens, enterprises to use the "Internet" diversified participation model.
