【摘要】：氣象裝備保障是綜合氣象觀測系統(tǒng)正常運行的重要基礎(chǔ),也是天氣預(yù)報獲取觀測數(shù)據(jù)的重要保證。加強氣象裝備保障能力的建設(shè),對提高氣象防災(zāi)減災(zāi)能力,促進氣象業(yè)務(wù)現(xiàn)代化和信息化發(fā)展具有重要意義。隨著綜合氣象觀測系統(tǒng)的發(fā)展,氣象裝備數(shù)量急速增加,給氣象裝備維護保障帶來了巨大的挑戰(zhàn),傳統(tǒng)的業(yè)務(wù)模式已經(jīng)無法滿足氣象裝備保障業(yè)務(wù)現(xiàn)代化的發(fā)展需要。本研究采用"共享經(jīng)濟"業(yè)務(wù)模式,借助"互聯(lián)網(wǎng)+"和信息化技術(shù),構(gòu)建氣象裝備保障服務(wù)平臺,從而解決傳統(tǒng)業(yè)務(wù)模式下氣象裝備保障問題。首先,本文采用實地調(diào)查研究法和文獻研究法分析了保障業(yè)務(wù)發(fā)展概況和服務(wù)系統(tǒng)的研究發(fā)展概況。第二,針對當前保障業(yè)務(wù)面臨的困境和突出問題,提出了共享經(jīng)濟視角下氣象裝備保障服務(wù)平臺構(gòu)建的設(shè)想,并對其可行性進行了論證。第三,從平臺構(gòu)建和實施影響因素分析,依據(jù)平臺構(gòu)建的獨立性原則、容錯性原則、易用性原則和安全性原則來構(gòu)建氣象裝備保障服務(wù)平臺,給出了平臺的總體框架設(shè)計體系,并對各個應(yīng)用平臺子系統(tǒng)功能設(shè)計進行了分析。本研究認為,采用共享經(jīng)濟模式構(gòu)建氣象裝備保障服務(wù)平臺是解決氣象裝備保障的重要途徑,對促進氣象部門內(nèi)部業(yè)務(wù)改革創(chuàng)新具有較強的現(xiàn)實意義。
[Abstract]:Meteorological equipment support is an important basis for the normal operation of the integrated meteorological observation system, and also an important guarantee for weather forecast to obtain observation data. Strengthening the construction of meteorological equipment support ability is of great significance to improve the ability of meteorological disaster prevention and mitigation, to promote the modernization of meteorological business and the development of information technology. With the development of the integrated meteorological observation system, the number of meteorological equipment is increasing rapidly, which brings great challenges to the maintenance and support of meteorological equipment. The traditional business model can no longer meet the development needs of the modernization of meteorological equipment support business. In this study, the "shared economy" business model, with the help of "Internet" and information technology, is used to construct the meteorological equipment support service platform, thus solving the problem of meteorological equipment support under the traditional business model. Firstly, this paper analyzes the general situation of the development of security business and the research and development of service system by field investigation and literature research. Secondly, aiming at the difficulties and outstanding problems faced by the current support business, this paper puts forward the assumption of constructing the meteorological equipment support service platform from the perspective of shared economy, and demonstrates its feasibility. Thirdly, from the analysis of the influence factors of platform construction and implementation, according to the independence principle, fault tolerance principle, ease of use principle and security principle of the platform construction, this paper constructs the meteorological equipment support service platform, and gives the overall framework design system of the platform. The function design of each application platform subsystem is analyzed. This study holds that the construction of meteorological equipment support service platform with shared economic model is an important way to solve the problem of meteorological equipment support and has a strong practical significance in promoting the reform and innovation of meteorological departments' internal business.
