【摘要】：提高水資源利用率在當(dāng)今世界這個(gè)資源匱乏,經(jīng)濟(jì)呈爆發(fā)式不斷增長的時(shí)代是一個(gè)重要的命題,如何將水資源利用率提高和實(shí)現(xiàn)水資源的可持續(xù)發(fā)展是這個(gè)時(shí)代的一個(gè)需要解決的重大命題,也是本文要重點(diǎn)討論的問題。福建省在水利開發(fā)中具有重大的突破實(shí)現(xiàn),但是仍然沒有將豐富的水資源真正利用到位。這成為了福建省需水量大,但是可用水資源不足的之間的供求矛盾緊張的重要原因。如何正視水資源利用率不高和該采取何種手段進(jìn)行解決利用率不高這個(gè)問題是是本文要探討的一個(gè)方向和重點(diǎn)。本文以福建省水資源利用調(diào)查對象,通過問卷調(diào)查和分析,得出福建省水資源利用率的發(fā)展現(xiàn)狀,并以當(dāng)今世界水資源利用率評價(jià)方法為基礎(chǔ),根據(jù)原因,提出改進(jìn)的建議和措施。本文的主要內(nèi)容如下:第一,介紹研究的相關(guān)問題,并根據(jù)國內(nèi)國外專家學(xué)者的研究現(xiàn)狀做一個(gè)概要式的綜述,主要包括效率理論、水資源利用率理論,可持續(xù)發(fā)展理論和水資源利用的的特點(diǎn)。水資源為現(xiàn)代社會(huì)的重要資源和不可再生資源,如何提高水資源的利用率是重要的研究命題。通過對理論的介紹和研究,透過福建省水資源利用情況現(xiàn)狀這個(gè)現(xiàn)象去究其本質(zhì)。第二,在描述福建省的水資源狀況和福建省利用水資源的狀況,和存在具體問題的基礎(chǔ)上,提出節(jié)水意識明顯滯后于經(jīng)濟(jì)發(fā)展、水利開發(fā)情況落后于經(jīng)濟(jì)發(fā)展、水環(huán)境日益惡劣,水污染情況嚴(yán)重的具體問題,通過對問題的闡述對福建省水資源利用情況有了一個(gè)概要,并用DEA模型分析福建水資源的產(chǎn)出和投入。得出GDP產(chǎn)出不足之后,可能是做了相應(yīng)的調(diào)整,之后的年份GDP沒有再出現(xiàn)不足的現(xiàn)象,簡述問卷調(diào)查,對比分析福建省在水資源利用方面存在的問題,在事實(shí)的前提下研究如何促進(jìn)福建水資源利用率的提高。第三,根據(jù)以上分析,結(jié)合文獻(xiàn)研究,得出強(qiáng)宣傳教育,使提高水資源利用率成為全民意識完善水資源保護(hù)立法、加強(qiáng)兩岸交流,促進(jìn)水資源保護(hù)開發(fā)的國際合作,加大科技投入和科教興水、制定宏觀水資源發(fā)展戰(zhàn)略等等對策建議,以來改善福建省利用水資源的效率現(xiàn)狀。
[Abstract]:It is an important proposition to improve the utilization rate of water resources in today's world, when resources are scarce and the economy is exploding. How to improve the utilization rate of water resources and realize the sustainable development of water resources is an important proposition to be solved in this era, and it is also an important issue to be discussed in this paper. Fujian Province has a great breakthrough in water conservancy development, but it still does not make full use of abundant water resources. This has become an important reason for the shortage of water supply and demand in Fujian Province. How to face up to the problem of low utilization rate of water resources and how to solve the problem is a direction and key point of this paper. Based on the investigation object of water resources utilization in Fujian Province, the present situation of water resources utilization rate in Fujian Province is obtained through questionnaire investigation and analysis, and based on the evaluation method of water resources utilization rate in the world today, according to the reasons, Put forward suggestions and measures for improvement. The main contents of this paper are as follows: first, the related problems are introduced, and according to the current research situation of domestic and foreign experts and scholars, a summary is made, including efficiency theory, water resources utilization theory, The theory of sustainable development and the characteristics of water resources utilization. Water resources are important resources and non-renewable resources in modern society. How to improve the utilization rate of water resources is an important research topic. Through the introduction and study of the theory, the essence of water resources utilization in Fujian Province is studied through the current situation of water resources utilization in Fujian Province. Second, on the basis of describing the situation of water resources in Fujian Province and the utilization of water resources in Fujian Province, and on the basis of the concrete problems, it is pointed out that the consciousness of saving water obviously lags behind the economic development, and the situation of water conservancy development lags behind the economic development. The water environment is getting worse and the water pollution is serious. This paper gives an outline of the utilization of water resources in Fujian Province through the elaboration of the problems, and analyzes the output and input of water resources in Fujian Province by using DEA model. It is concluded that after the GDP output is insufficient, the corresponding adjustment may have been made, and in the following year, there is no shortage of GDP. The questionnaire survey is briefly described, and the problems existing in the utilization of water resources in Fujian Province are compared and analyzed. Under the premise of facts, this paper studies how to improve the utilization rate of water resources in Fujian. Thirdly, according to the above analysis and combined with literature research, it is concluded that strong publicity and education will make raising water resources utilization ratio a national consciousness to perfect water resources protection legislation, strengthen cross-strait exchanges, and promote international cooperation in water resources protection and development. In order to improve the efficiency of water resources utilization in Fujian Province, we should increase the input of science and technology, promote water supply through science and education, formulate the development strategy of macro water resources and so on.
