【摘要】：隨著我國經(jīng)濟(jì)的快速發(fā)展,人員、車輛的流動(dòng)性大增,大部分地區(qū)的公安指揮系統(tǒng)和警力資源已不能滿足即時(shí)處理各種業(yè)務(wù)的需要。向科技要警力成為了公安部門的共識(shí)。本文主要研究如何建設(shè)一套基于GIS(地理信息系統(tǒng)Geographic Information System)的智能化警力指揮系統(tǒng),利用手機(jī)或衛(wèi)星定位,結(jié)合實(shí)時(shí)警力,實(shí)現(xiàn)警力優(yōu)化調(diào)配�；贕IS的智能化警力指揮系統(tǒng),底層支撐網(wǎng)絡(luò)平臺(tái)模型十分重要。根據(jù)公安部門的實(shí)際需要,本文提出創(chuàng)建的平臺(tái)具有低耦合性的顯著特點(diǎn)。該平臺(tái)邏輯層由若干個(gè)單元組成。在處理業(yè)務(wù)的時(shí)候,系統(tǒng)只根據(jù)業(yè)務(wù)所在的單元來選擇處理方法,而不需要去考慮業(yè)務(wù)是從哪里發(fā)出的,或者應(yīng)該由哪臺(tái)服務(wù)器來處理。作為公安部門的應(yīng)用系統(tǒng),安全性方面尤為重要。為了適應(yīng)公安部門網(wǎng)格化管理的需要,本文提出了塊狀路徑分割算法。塊狀路徑分割算法是將地圖分割成若干方形區(qū)域,并在數(shù)據(jù)庫中存儲(chǔ)這些方塊的屬性以及相鄰方塊之間路徑連接關(guān)系的方法。本文靈活運(yùn)用啟發(fā)式搜索算法解決警力調(diào)配問題。啟發(fā)式算法不但運(yùn)用在路徑搜索方面,而且運(yùn)用在任務(wù)成本、執(zhí)行效率的分析上。一個(gè)時(shí)間較長或范圍較大的任務(wù)是非常消耗人力、物力的。如何在有效的資源條件下,最優(yōu)化的執(zhí)行這個(gè)任務(wù),是非常有價(jià)值的。這種方法也可以方便運(yùn)用到人力資源管理中去。系統(tǒng)的業(yè)務(wù)邏輯設(shè)計(jì),分成常態(tài)工作方案和非常態(tài)工作方案兩個(gè)方面。常態(tài)工作方案主要應(yīng)用于警力調(diào)配的事前安排,用崗位、時(shí)間等元素?cái)?shù)字化排布警力。非常態(tài)工作方案主要面向?qū)崟r(shí)的警力調(diào)配,利用目前流行的衛(wèi)星或手機(jī)定位,結(jié)合GIS地圖,來解決警力即時(shí)調(diào)配問題。目前,警力智能化調(diào)度仍然處于發(fā)展階段。本文探討建立的基于GIS的智能化警力指揮系統(tǒng),無論是在交通管理、治安巡邏、犯罪防范等方面,有著廣闊的應(yīng)用前景。
[Abstract]:With the rapid development of our economy, the mobility of personnel and vehicles has increased greatly. The police command system and police resources in most areas can no longer meet the needs of dealing with all kinds of business immediately. Asking for police force from science and technology has become the consensus of the public security department. This paper mainly studies how to build an intelligent police force command system based on GIS (Geographic Information system (Geographic Information System), using mobile phone or satellite positioning, combined with real-time police force, to achieve the optimal deployment of police force. It is very important to support the network platform model in the intelligent police force command system based on GIS. According to the actual needs of the public security department, this paper proposes that the platform has the characteristics of low coupling. The platform logic layer consists of several units. When dealing with business, the system only selects the processing method according to the unit where the service is located, and does not need to consider where the service is sent out or which server should handle it. As the application system of the public security department, the security aspect is particularly important. In order to meet the needs of grid management of public security departments, a block path segmentation algorithm is proposed in this paper. The block path segmentation algorithm is a method to divide the map into several square regions and store the attributes of these blocks and the path connection relationship between adjacent squares in the database. In this paper, heuristic search algorithm is used to solve the problem of police deployment. Heuristic algorithm is used not only in path search, but also in the analysis of task cost and execution efficiency. A longer or larger range of tasks can be very human and material consuming. How to carry out this task optimally under the condition of effective resources is very valuable. This method can also be easily applied to human resource management. The business logic design of the system is divided into two aspects: normal work plan and abnormal work plan. The normal work plan is mainly used to arrange the police force in advance with the elements of position, time and so on. The unusual work plan mainly faces the real time police deployment, uses the current popular satellite or the mobile phone localization, unifies the GIS map, solves the police force immediate deployment question. At present, intelligent police dispatch is still in the development stage. This paper discusses the establishment of intelligent police command system based on GIS, whether in traffic management, security patrol, crime prevention and other aspects, has a broad application prospects.
