【摘要】：礦產(chǎn)資源是人類社會(huì)賴以生存的物質(zhì)基礎(chǔ),是國家經(jīng)濟(jì)發(fā)展、興旺發(fā)達(dá)的重要保證。隨著新型工業(yè)化、城鎮(zhèn)化和農(nóng)業(yè)現(xiàn)代化建設(shè)的全面推進(jìn),我國對礦產(chǎn)資源的需求仍然強(qiáng)勁,國內(nèi)重要大宗礦產(chǎn)產(chǎn)能、產(chǎn)量顯著增加,但仍跟不上礦產(chǎn)消費(fèi)量的增長,眾多礦產(chǎn)對外依存度居高不下。為提高礦產(chǎn)資源保障能力,自2011年起,我國實(shí)施了“找礦突破戰(zhàn)略行動(dòng)”,立足國內(nèi),找大礦,找好礦;同時(shí),積極開拓國際市場,利用“兩種資源,兩個(gè)市場”構(gòu)建中國資源安全保障體系。為鼓勵(lì)省內(nèi)國有地勘單位“走出去”,到省外國外進(jìn)行資源勘查,2011年,吉林省財(cái)政廳設(shè)立了省(國)外礦床資源風(fēng)險(xiǎn)勘查專項(xiàng)資金,吉林省科技投資基金有限公司(以下簡稱A公司)受委托與地勘單位簽訂合作協(xié)議,監(jiān)督項(xiàng)目實(shí)施和資金的使用管理。因此,對于A公司而言,研究海外資源勘探項(xiàng)目風(fēng)險(xiǎn)管理問題,做到有效的識別風(fēng)險(xiǎn),評估風(fēng)險(xiǎn),對存在的風(fēng)險(xiǎn)問題給出有效的控制策略,其制定完善的風(fēng)險(xiǎn)控制體系是至關(guān)重要的。本文在探討風(fēng)險(xiǎn)及風(fēng)險(xiǎn)控制體系基本概念、原理基礎(chǔ)上,結(jié)合A公司海外礦產(chǎn)資源勘探項(xiàng)目的成果和經(jīng)驗(yàn),第二章對A公司風(fēng)險(xiǎn)控制的現(xiàn)狀和存在問題做了分析。第三章和第四章根據(jù)A公司海外資源勘探項(xiàng)目決策和實(shí)施階段風(fēng)險(xiǎn)控制存在的問題,通過風(fēng)險(xiǎn)控制流程、風(fēng)險(xiǎn)控制方法和風(fēng)險(xiǎn)控制策略三部分,分別進(jìn)行了決策階段和實(shí)施階段的風(fēng)險(xiǎn)控制體系構(gòu)建,第五章則根據(jù)風(fēng)險(xiǎn)控制體系的特點(diǎn)給出了相應(yīng)的組織結(jié)構(gòu)和保障措施。A公司海外資源勘探項(xiàng)目風(fēng)險(xiǎn)控制體系的構(gòu)建,對其他類型礦產(chǎn)資源探勘項(xiàng)目的風(fēng)險(xiǎn)控制體系也有一定的參考作用,能夠有重點(diǎn)的進(jìn)行風(fēng)險(xiǎn)防范,提前準(zhǔn)備好風(fēng)險(xiǎn)發(fā)生的應(yīng)對策略,有利于提高在海外資源勘探領(lǐng)域的競爭力。
[Abstract]:Mineral resources are the material foundation on which human society depends for survival, and an important guarantee for the national economic development and prosperity. With the development of new industrialization, urbanization and the modernization of agriculture, the demand for mineral resources in China is still strong. The production of important domestic mineral resources has increased significantly, but it has not kept pace with the growth of mineral consumption, and the dependence of many minerals on foreign products has remained high. In order to improve the ability of ensuring mineral resources, since 2011, Our country has implemented "the strategic action of mineral exploration and breakthrough", and has established itself at home to look for large mines and find good ones; at the same time, it has actively opened up the international market and made use of "two kinds of resources." In order to encourage the state-owned geological prospecting units in the province to "go out" and carry out resource exploration outside the province, in 2011, the Jilin Province Finance Department set up a special fund for the exploration of mineral resources risk outside the province (country). Jilin Province Science and Technology Investment Fund Co., Ltd. (hereinafter referred to as Company A) is entrusted with signing a cooperation agreement with geological prospecting units to supervise the implementation of projects and the use and management of funds. This paper studies the risk management of overseas resource exploration projects, so as to identify risks effectively, evaluate risks, and give effective control strategies to the existing risk problems. It is very important to establish a perfect risk control system. On the basis of discussing the basic concept and principle of risk control system, this paper combines the achievement and experience of overseas mineral resources exploration project of A Company. The second chapter analyzes the current situation and existing problems of risk control in company A. Chapter three and chapter 4th, according to the problems existing in the decision-making and implementation stage of overseas resource exploration project of A Company, adopt the risk control process. The risk control method and the risk control strategy are divided into three parts: the decision stage and the implementation stage, respectively. Chapter 5th, according to the characteristics of the risk control system, gives the corresponding organizational structure and safeguard measures. A company overseas resources exploration project risk control system construction, It also has certain reference function to the risk control system of other types of mineral resources exploration projects. It can focus on risk prevention and prepare the corresponding strategy of risk occurrence in advance, which will help to improve the competitiveness in the field of overseas resource exploration.
