【摘要】：進(jìn)入21世紀(jì)以來(lái),隨著計(jì)算機(jī)、網(wǎng)絡(luò)技術(shù)的不斷進(jìn)步,信息技術(shù)發(fā)展日新月異,我們已步入信息化社會(huì),傳統(tǒng)公安工作的轉(zhuǎn)型已迫在眉睫。"十一五"期間,在國(guó)家科技支撐計(jì)劃《全國(guó)警用地理信息基礎(chǔ)平臺(tái)應(yīng)用技術(shù)研究與規(guī)模應(yīng)用示范》項(xiàng)目的支持下,公安部組織研發(fā)了警用地理信息平臺(tái),全國(guó)警用地理信息系統(tǒng)建設(shè)經(jīng)過(guò)幾年來(lái)的發(fā)展建設(shè),現(xiàn)已經(jīng)形成規(guī)�；瘧�(yīng)用,全國(guó)大部分省、市級(jí)公安機(jī)關(guān)已開展警用地理信息系統(tǒng)建設(shè),初步建立了"全國(guó)一張圖"聯(lián)網(wǎng)運(yùn)行格局,為實(shí)現(xiàn)全國(guó)跨區(qū)域、跨警種的信息資源整合、共享和協(xié)同作戰(zhàn)提供了有效支撐。森林公安的工作對(duì)象具有地域跨度大,范圍分布廣,季節(jié)性遷徙等特點(diǎn),但傳統(tǒng)的工作模式和警力的短缺顯然不能滿足林業(yè)資源全面監(jiān)控、保護(hù)的需要。森林公安的工作特點(diǎn)決定警用地理信息平臺(tái)建設(shè)已勢(shì)在必行。但森林公安專用地理信息系統(tǒng)設(shè)計(jì)與研發(fā)在國(guó)內(nèi)基本處于空白狀態(tài)。本文選取內(nèi)蒙古自治區(qū)森林公安基于GIS的信息系統(tǒng)設(shè)計(jì)研發(fā)進(jìn)行研究。首先總結(jié)分析了警用地理信息系統(tǒng)在國(guó)外及國(guó)內(nèi)的研究歷史及現(xiàn)狀,指出了警用地理信息系統(tǒng)在警務(wù)工作中的重要作用,交代了論文的內(nèi)容架構(gòu)。論述了管理信息系統(tǒng)的概念及特征,分析了警用地理信息系統(tǒng)區(qū)別于其他應(yīng)用系統(tǒng)的特點(diǎn),闡述了警用地理信息系統(tǒng)設(shè)計(jì)開發(fā)的關(guān)鍵技術(shù),針對(duì)森林公安幾大類業(yè)務(wù)工作特點(diǎn)進(jìn)行了需求分析。提出了系統(tǒng)設(shè)計(jì)目標(biāo)及設(shè)計(jì)原則,論述了體系架構(gòu)設(shè)計(jì)和分布式服務(wù)架構(gòu)設(shè)計(jì)�；谝陨险撌�,進(jìn)行森林公安警用地理信息系統(tǒng)的詳細(xì)設(shè)計(jì):一是基礎(chǔ)平臺(tái)設(shè)計(jì);二是應(yīng)用平臺(tái)設(shè)計(jì);三是部署對(duì)接設(shè)計(jì);四是數(shù)據(jù)庫(kù)設(shè)計(jì)。最后根據(jù)系統(tǒng)設(shè)計(jì)研發(fā)方案,研究實(shí)現(xiàn)森林公安警用地理信息系統(tǒng)。
[Abstract]:Since 21th century, with the continuous progress of computer and network technology and the rapid development of information technology, we have stepped into an information society, and the transformation of traditional public security work is imminent. The Ministry of Public Security organized the development of a police geographic information platform with the support of the National Science and Technology support Program, "Research on Applied Technology and demonstration of scale Application of the National Police Geographic Information platform," and the Ministry of Public Security organized the development of the police geographic information platform. After several years of development and construction, the construction of the national police geographic information system (GIS) has now formed a large-scale application. Most provinces and municipal public security organs have developed the construction of the police GIS. The network operation pattern of "one map of the whole country" has been preliminarily established, which provides an effective support for the integration of information resources, sharing and coordinated operations across regions and across police types throughout the country. The objects of work of the forest public security have a wide geographical span and a wide range of distribution. Seasonal migration and other characteristics, but the traditional mode of work and the shortage of police obviously can not meet the overall monitoring of forestry resources, The characteristics of forest public security work decide that it is imperative to construct the police geographic information platform. However, the design and research of special GIS for forest public security are basically blank in our country. This paper selects Inner Mongolia. This paper studies the design and development of information system of autonomous region forest public security based on GIS. Firstly, it summarizes and analyzes the research history and present situation of police GIS in foreign and domestic countries. This paper points out the important role of the police GIS in the police work, explains the content structure of the paper, discusses the concept and characteristics of the management information system, and analyzes the characteristics of the police GIS which are different from other application systems. This paper expounds the key technology of the design and development of police geographic information system, analyzes the requirements of several kinds of business work characteristics of forest public security, and puts forward the design objectives and design principles of the system. This paper discusses the architecture design and distributed service architecture design. Based on the above discussion, the detailed design of forest police GIS is carried out: one is the basic platform design, the other is the application platform design, the third is the deployment and docking design, the second is the design of the basic platform, the other is the design of the application platform. Finally, according to the research and development scheme of the system, the paper studies and realizes the GIS for the police of the forest public security.
