中國(guó)空氣污染不平等:成因,健康不平等后果及對(duì)政策創(chuàng)新的理解

中國(guó)居民在不同區(qū)域遭受不同程度的空氣污染,其造成的相應(yīng)的不平等的健康后果也顯著增加,這些問(wèn)題表明了中國(guó)政府實(shí)施對(duì)應(yīng)新政策的必要性。因此,文章研究調(diào)查了“十一五”和“十二五”期間(2006-2015年)中國(guó)的空氣污染不平等和健康不平等狀況。就空氣污染而言,二氧化硫和氮氧化物排放量的不平等是通過(guò)觀察中國(guó)范圍內(nèi)的超常水平和不均勻分布來(lái)衡量的。另外利用Theil指數(shù)和Kaya因子進(jìn)行省級(jí)和地區(qū)分析,這有助于發(fā)現(xiàn)空氣污染不平等的發(fā)展軌跡及其主要來(lái)源。根據(jù)分析結(jié)果,研究得出排放量不平等背后的驅(qū)動(dòng)因素如下。人均二氧化硫排放量有四個(gè)經(jīng)濟(jì)因素:煤炭消耗的二氧化硫排放強(qiáng)度,發(fā)電煤炭強(qiáng)度,國(guó)內(nèi)生產(chǎn)總值電力強(qiáng)度和人均國(guó)內(nèi)生產(chǎn)總值。此外,人均氮氧化物排放量有四個(gè)城市發(fā)展因素:汽油消耗氮氧化物排放強(qiáng)度,汽油車輛比例,城市人口車輛使用率和城市化率。二氧化硫排放結(jié)果表明總體不平等增加了 6%,其中國(guó)內(nèi)生產(chǎn)總值的強(qiáng)度不平等是主要原因。區(qū)域間和區(qū)域內(nèi)的不平等水平在2010年后有所增加。就氮氧化合物排放而言,總體不平等增長(zhǎng)3%,這與汽油消耗氮氧化物排放強(qiáng)度的高影響有關(guān)。由于西部地區(qū)的不平等,區(qū)域內(nèi)不平等是整體不平等的主要原...
