【摘要】：中國工業(yè)經(jīng)濟(jì)30多年高速增長的背后是環(huán)境污染的沉重代價(jià),而健全的環(huán)境政策體制、完善的環(huán)保投資機(jī)制和規(guī)范的公眾參與制度是協(xié)調(diào)經(jīng)濟(jì)效益與廢氣減排雙重矛盾的重要舉措。文章運(yùn)用中國大陸2001—2012年的區(qū)域時間系列數(shù)據(jù),探討了環(huán)境政策、環(huán)保投資和公眾參與對工業(yè)廢氣減排的影響。結(jié)果表明,環(huán)境政策工具中,行政化和市場化政策工具對工業(yè)廢氣減排存在正向影響,且均存在累積效應(yīng)。但市場化政策工具對工業(yè)廢氣減排的效果明顯大于行政化政策工具。然而,不同政策工具對工業(yè)廢氣減排存在地區(qū)差異性,市場化政策在東部的效果最明顯,而行政化政策在西部最顯著。同時,環(huán)保投資對工業(yè)廢氣減排只在當(dāng)期存在顯著正向影響,說明當(dāng)前環(huán)保效率依然低下,無法形成長期效應(yīng)。此外,公眾參與對工業(yè)廢氣減排存在顯著正向影響及累積效應(yīng),說明完善公眾參與制度會促進(jìn)更大的減排效果。最后,根據(jù)對實(shí)證結(jié)果的分析,提出了有針對性的政策建議。
[Abstract]:Behind the rapid growth of China's industrial economy for more than 30 years is the heavy cost of environmental pollution, and a sound environmental policy system. Perfect environmental protection investment mechanism and standardized public participation system are important measures to coordinate the dual contradiction between economic benefit and exhaust gas emission reduction. Based on the regional time series data from 2001 to 2012 in mainland China, this paper discusses the effects of environmental policy, environmental investment and public participation on industrial waste gas emission reduction. The results show that among the environmental policy tools, administrative and market-oriented policy tools have a positive impact on industrial waste gas emission reduction, and there are cumulative effects. However, the effect of marketization policy tools on industrial exhaust emission reduction is obviously greater than that of administrative policy tools. However, there are regional differences in industrial exhaust emission reduction by different policy tools, the effect of marketization policy is the most obvious in the east, and the administrative policy is the most significant in the west. At the same time, environmental protection investment only has a significant positive impact on industrial waste gas emission reduction in the current period, indicating that the current environmental protection efficiency is still low and can not form a long-term effect. In addition, public participation has a significant positive impact and cumulative effect on industrial emission reduction, indicating that perfecting the public participation system will promote greater emission reduction effect. Finally, according to the analysis of the empirical results, put forward targeted policy recommendations.
