生態(tài)文明視野下生態(tài)文化建設(shè)研究

【摘要】：改革開放以來,我國社會經(jīng)濟迅速發(fā)展,但同時也付出了巨大的生態(tài)環(huán)境代價。生態(tài)環(huán)境問題已經(jīng)成為人民群眾最為關(guān)心的切身利益問題,黨的十六大報告把建設(shè)生態(tài)良好的文明社會列為全面建設(shè)小康社會的四大目標(biāo)之一,黨的十七大報告突出強調(diào)了發(fā)展文化的重要性與創(chuàng)新性,并提出要建設(shè)社會主義和諧文化,生態(tài)文化作為社會主義和諧文化的重要組成部分,其建設(shè)性地位以及在文化創(chuàng)新中的重要位置不言而喻。黨的十八大報告明確提出生態(tài)文明建設(shè),并將其列入社會發(fā)展“五位一體”的總體布局之中。2015年4月中共中央國務(wù)院關(guān)于加快推進生態(tài)文明建設(shè)的意見中明確提到堅持把培育生態(tài)文化作為重要支撐,提高全民生態(tài)文明意識。積極培育生態(tài)文化、生態(tài)道德,使生態(tài)文明成為社會主流價值觀,成為社會主義核心價值觀的重要內(nèi)容。將生態(tài)文化作為現(xiàn)代公共文化服務(wù)體系建設(shè)的重要內(nèi)容,挖掘優(yōu)秀傳統(tǒng)生態(tài)文化思想和資源,創(chuàng)作一批文化作品,滿足廣大人民群眾對生態(tài)文化的需求。生態(tài)文化是一種先進的文化,生態(tài)文明是生態(tài)文化所追求的價值目標(biāo),是生態(tài)文化發(fā)展的最高表現(xiàn)形式。在經(jīng)濟全球化與貿(mào)易全球化持續(xù)發(fā)展的宏觀背景下,全球性的生態(tài)危機也迅速蔓延,對人類思想、文化價值觀念等均造成了強烈的沖擊。正因如此,加強生態(tài)文化建設(shè)勢在必行,不僅是我國社會主義現(xiàn)代化建設(shè)的重要任務(wù),同時也是世界各國文化建設(shè)的重要內(nèi)容�；谝陨险J(rèn)識,本文將立足生態(tài)文明視角,全面探索生態(tài)文化建設(shè)的思路及途徑。首先,本文將介紹研究的背景、意義、國內(nèi)外研究現(xiàn)狀以及研究方法等,明確研究的具體思路;其次,詳細介紹生態(tài)文化的概念及內(nèi)涵,更好的把握什么是生態(tài)文化以及生態(tài)文化的內(nèi)容是什么;再次,明確生態(tài)文化在生態(tài)文明建設(shè)中的重要作用,生態(tài)文化早于生態(tài)文明產(chǎn)生,生態(tài)文明是在生態(tài)文化持續(xù)發(fā)展的過程中不斷積淀形成的。此外,生態(tài)文明是生態(tài)文化建設(shè)的主旨方向,而生態(tài)文化則是生態(tài)文明建設(shè)的根本動力。在此基礎(chǔ)上,從我國生態(tài)文化建設(shè)的現(xiàn)狀進行分析,重點論述了我國生態(tài)文化建設(shè)目前所取得的成就及存在的問題;最后,結(jié)合我國社會主義現(xiàn)代化建設(shè)的實際情況,從推動傳統(tǒng)生態(tài)文化思想發(fā)展、借鑒國際經(jīng)驗并加強世界生態(tài)文化建設(shè)合作等方面,提出具體的生態(tài)文化建設(shè)途徑。研究表明:政策支持體系的建設(shè)要注重綜合決策機制和生態(tài)補償機制的優(yōu)化,要從大量建設(shè)實踐中吸取經(jīng)驗,不斷完善政策支持體系,為生態(tài)文化的建設(shè)提供最基礎(chǔ)的政策保障。
[Abstract]:Since the reform and opening up, China's social and economic development has been rapid, but at the same time, it has also paid a huge cost of ecological environment. The issue of ecological environment has become one of the people's most concerned issues of vital interest. The report of the 16th National Congress of the Communist Party of China (CPC) listed building a civilized society with good ecology as one of the four major objectives of building a well-off society in an all-round way. The report of the 17th CPC National Congress highlighted the importance and innovation of developing culture, and proposed to build a harmonious socialist culture, ecological culture as an important part of socialist harmonious culture. Its constructive position and important position in cultural innovation are self-evident. The report of the 18th National Congress of the Communist Party of China has clearly proposed the construction of ecological civilization. In April 2015, in the opinion of the State Council of the CPC Central Committee on speeding up the construction of ecological civilization, it was explicitly mentioned that the cultivation of ecological culture should be taken as an important support. We will raise the awareness of ecological civilization among the whole people. Actively cultivate ecological culture, ecological morality, make ecological civilization become the mainstream values of the society, become the important content of socialist core values. Taking ecological culture as an important part of the construction of modern public cultural service system, excavating excellent traditional ecological cultural thoughts and resources, creating a batch of cultural works to meet the needs of the masses for ecological culture. Ecological culture is a kind of advanced culture, ecological civilization is the value goal that ecological culture pursues, is the highest expression form of ecological culture development. Under the macro background of the sustained development of economic globalization and trade globalization, the global ecological crisis has spread rapidly, which has caused a strong impact on human thought and cultural values. Therefore, it is imperative to strengthen the construction of ecological culture, which is not only an important task of socialist modernization in China, but also an important content of cultural construction in all countries of the world. Based on the above understanding, this paper will be based on the perspective of ecological civilization, comprehensively explore the ideas and ways of eco-cultural construction. First of all, this paper will introduce the research background, significance, domestic and foreign research status and research methods, to clarify the specific ideas of the research; Secondly, it introduces the concept and connotation of ecological culture in detail, and better grasp what is ecological culture and what is the content of ecological culture; Thirdly, it is clear that ecological culture plays an important role in the construction of ecological civilization. Ecological culture comes into being earlier than ecological civilization, and ecological civilization is formed continuously in the process of sustainable development of ecological culture. In addition, ecological civilization is the main direction of ecological culture construction, and ecological culture is the fundamental motive force of ecological civilization construction. On this basis, from the analysis of the status quo of ecological culture construction in China, this paper mainly discusses the achievements and existing problems in the construction of ecological culture in China. Finally, according to the actual situation of the socialist modernization construction in our country, from the aspects of promoting the development of the traditional ecological culture thought, drawing lessons from the international experience and strengthening the cooperation in the construction of the world ecological culture, this paper puts forward the concrete approaches to the construction of the ecological culture. The research shows that the construction of the policy support system should pay attention to the optimization of the comprehensive decision-making mechanism and the ecological compensation mechanism, draw lessons from a large number of construction practices, and constantly improve the policy support system. To provide the most basic policy guarantee for the construction of ecological culture.
