【摘要】：近年來(lái),國(guó)家經(jīng)濟(jì)迅猛發(fā)展,新型城市化建設(shè)帶來(lái)了建筑行業(yè)的蓬勃發(fā)展。近幾年全國(guó)所產(chǎn)生約13億噸的建筑垃圾,并且有逐年遞增的趨勢(shì)。龐大的建筑垃圾對(duì)我國(guó)經(jīng)濟(jì)可持續(xù)發(fā)展和環(huán)境友好產(chǎn)生了極大的威脅。因此,我國(guó)開(kāi)始加大對(duì)建筑垃圾資源化再利用的研究是目前主流趨勢(shì),也是我國(guó)實(shí)現(xiàn)可持續(xù)發(fā)展戰(zhàn)略的必然要求,也是解決我國(guó)龐大的建筑垃圾問(wèn)題根本出路。目前西安市年產(chǎn)生的建筑垃圾產(chǎn)量持續(xù)增長(zhǎng),預(yù)計(jì)今年超過(guò)5500萬(wàn)噸建筑垃圾,而西安市建筑垃圾再生企業(yè)年處理能力僅400萬(wàn)噸,無(wú)法解決城市建設(shè)發(fā)展的需要。本文通過(guò)對(duì)西安城市管理局下屬的建筑垃圾管理處進(jìn)行采訪,對(duì)建筑垃圾再生企業(yè)進(jìn)行訪問(wèn)參觀,分析目前西安市在建筑垃圾資源化再利用方面現(xiàn)狀及其存在的主要問(wèn)題,旨在為改進(jìn)西安市建筑垃圾處理方式,完善西安市的建筑垃圾管理辦法,改善西安市“垃圾圍城”的現(xiàn)象,促進(jìn)西安市建筑垃圾的資源化再利用,以實(shí)現(xiàn)西安市的運(yùn)轉(zhuǎn)高效、環(huán)境優(yōu)美、結(jié)構(gòu)合理的現(xiàn)代化目標(biāo),并促進(jìn)西安市經(jīng)濟(jì)、社會(huì)的健康發(fā)展,實(shí)現(xiàn)建筑垃圾資源化再利用與城市健康發(fā)展的協(xié)調(diào)統(tǒng)一。本文是從循環(huán)經(jīng)濟(jì)理論、清潔生產(chǎn)理論的觀點(diǎn)出發(fā),采用文獻(xiàn)研究分析、調(diào)查與訪談,系統(tǒng)調(diào)查并分析了西安市建筑垃圾資源化的現(xiàn)狀及存在問(wèn)題,整理了建筑垃圾的基本概念及相關(guān)理論,學(xué)習(xí)借鑒了國(guó)內(nèi)外先進(jìn)經(jīng)驗(yàn),同時(shí),針對(duì)西安市建筑垃圾資源化再利用所存在的問(wèn)題,提出了完善相關(guān)政策法規(guī)、加強(qiáng)建筑垃圾綜合管理、加大對(duì)建筑垃圾再生企業(yè)的扶持和加強(qiáng)公民宣傳教育與行業(yè)協(xié)會(huì)的作用等建議,為推動(dòng)西安市的建筑垃圾資源化再利用的健康有序的發(fā)展提出自己的見(jiàn)解。
[Abstract]:In recent years, with the rapid development of national economy, new-type urbanization has brought the vigorous development of the construction industry. In recent years, about 1.3 billion tons of construction waste have been produced in China, and the trend is increasing year by year. The huge construction waste poses a great threat to the sustainable economic development and environmental friendliness of our country. Therefore, it is the mainstream trend that our country begins to increase the research on the reuse of construction waste, it is also the inevitable requirement of our country to realize the sustainable development strategy, and it is also the fundamental way out to solve the huge construction waste problem in our country. At present, the annual production of construction waste in Xi'an is increasing continuously, and it is expected to exceed 55 million tons of construction waste this year, while the annual treatment capacity of construction waste recycling enterprises in Xi'an is only 4 million tons, which cannot meet the needs of urban construction and development. Through the interview with the Construction waste Management Office of Xi'an Urban Administration, this paper visits and visits the construction waste recycling enterprises, and analyzes the present situation and main problems in the reuse of construction waste in Xi'an. In order to improve the disposal of construction waste in Xi'an, to improve the management of construction waste in Xi'an, to improve the phenomenon of "garbage besieging" in Xi'an, to promote the reuse of construction waste in Xi'an, and to realize the operation and efficiency of Xi'an, The goal of modernization with beautiful environment and reasonable structure is to promote the healthy development of economy and society of Xi'an and to realize the harmony between the reuse of construction waste and the healthy development of the city. From the viewpoint of circular economy theory and cleaner production theory, this paper makes a systematic investigation and analysis on the present situation and existing problems of the recycling of construction waste in Xi'an by means of literature research, investigation and interview. The basic concepts and related theories of construction waste are sorted out, and the advanced experiences at home and abroad are studied and used for reference. At the same time, in view of the problems existing in the reuse of construction waste in Xi'an, the author puts forward some relevant policies and regulations. Such suggestions as strengthening the comprehensive management of construction waste, increasing the support for construction waste recycling enterprises, and strengthening the role of citizens' propaganda, education and trade associations, In order to promote the construction waste recycling healthy and orderly development of Xi'an put forward their own views.
