【摘要】：本文針對(duì)國(guó)家資源環(huán)境承載能力監(jiān)測(cè)預(yù)警評(píng)估中生態(tài)承載力評(píng)估的需求,探討了生態(tài)承載力及預(yù)警的定義與內(nèi)涵,從預(yù)警角度提出區(qū)域生態(tài)承載力評(píng)價(jià)的內(nèi)容與方法,并以京津冀地區(qū)為例開展了案例研究。主要結(jié)論為:生態(tài)承載力是指生態(tài)系統(tǒng)提供服務(wù)功能、預(yù)防生態(tài)問題、保障區(qū)域生態(tài)安全的能力。生態(tài)承載力預(yù)警評(píng)估的實(shí)質(zhì)是評(píng)估人類活動(dòng)是否及在多大程度上影響生態(tài)系統(tǒng)在水源涵養(yǎng)、水土保持、防風(fēng)固沙等主要服務(wù)功能的提供,是否產(chǎn)生了生態(tài)環(huán)境問題,是否影響到區(qū)域的生態(tài)安全。其評(píng)價(jià)流程主要包括:區(qū)域生態(tài)承載力評(píng)價(jià)指標(biāo)選取及評(píng)價(jià)方法和閾值的確定、生態(tài)承載力預(yù)警狀況及變化趨勢(shì)分析、成因解析等內(nèi)容。本文提出的生態(tài)承載力預(yù)警評(píng)價(jià)的方法及案例,可為全國(guó)及區(qū)域生態(tài)承載力的評(píng)估提供基礎(chǔ)。
[Abstract]:In this paper, the definition and connotation of ecological carrying capacity and its early warning are discussed, and the contents and methods of regional ecological carrying capacity evaluation are put forward from the angle of early warning, according to the needs of ecological carrying capacity assessment in the monitoring and early warning of national resources and environment carrying capacity. And take Beijing, Tianjin and Hebei as an example to carry out a case study. The main conclusions are as follows: ecological carrying capacity refers to the ability of ecosystem to provide service, prevent ecological problems and ensure regional ecological security. The essence of early warning assessment of ecological carrying capacity is to assess whether and to what extent human activities affect the provision of major service functions such as water conservation, soil and water conservation, wind and sand prevention and so on, and whether or not ecological and environmental problems arise. Whether to affect the ecological security of the region. The evaluation process mainly includes the selection of regional ecological carrying capacity evaluation index, the determination of evaluation method and threshold, the analysis of ecological carrying capacity warning situation and trend, and the analysis of the cause of formation, etc. The method and case of early warning evaluation of ecological carrying capacity presented in this paper can provide the basis for the assessment of ecological carrying capacity of the whole country and the region.
