【摘要】：近年來,環(huán)境問題日益突出,同時(shí)也成為公眾關(guān)注的熱點(diǎn)話題,而目前在環(huán)境影響評(píng)價(jià)中的公眾參與工作,暴露出的種種問題直接影響到了公眾參與的有效性,導(dǎo)致環(huán)境影響評(píng)價(jià)的有效性也減低,對(duì)環(huán)境保護(hù)的長(zhǎng)遠(yuǎn)發(fā)展造成了不利影響。貴州作為經(jīng)濟(jì)相對(duì)較為落后的省份,經(jīng)濟(jì)發(fā)展更為迫切,環(huán)境影響評(píng)價(jià)中公眾參與部分更容易受到忽視,就目前貴州公眾參與實(shí)施的情況來看,貴州環(huán)境影響評(píng)價(jià)中公眾參與工作存在著不少問題,公眾參與有效性也有待提高。本文通過對(duì)環(huán)境影響評(píng)價(jià)中公眾參與所存在的一些問題進(jìn)行初步探討與研究,構(gòu)建適合貴州環(huán)境影響評(píng)價(jià)過程中公眾參與有效性的指標(biāo)體系,通過現(xiàn)狀調(diào)查,并結(jié)合貴州的五個(gè)案例分析,詳細(xì)說明了環(huán)境影響評(píng)價(jià)中公眾參與的具體實(shí)施方法和步驟,用該指標(biāo)體系對(duì)公眾參與有效性進(jìn)行評(píng)價(jià),總結(jié)出貴州環(huán)境影響評(píng)價(jià)中公眾參與有效性存在的問題,如:公眾參與方式單一;公眾參與時(shí)間太短;信息公開途徑不科學(xué),信息不完整;環(huán)保宣傳太少,民眾環(huán)保意識(shí)淡薄;調(diào)查問卷單一,問題設(shè)計(jì)不合理等。針對(duì)貴州公眾參與中存在的問題提出相應(yīng)對(duì)策,主要有:通過召開聽證會(huì)結(jié)合問卷調(diào)查提高公眾參與有效性;制定地方政策,延長(zhǎng)公眾參與的時(shí)間;合理選擇信息公開途徑,保證信息公開有效性;加強(qiáng)環(huán)境保護(hù)宣傳和教育;科學(xué)設(shè)計(jì)公眾參與調(diào)查問卷。該研究為地方環(huán)保相關(guān)部門及環(huán)評(píng)單位提供了完善和改進(jìn)環(huán)境影響評(píng)價(jià)中公眾參與環(huán)節(jié)有效性的一些思路和方法。
[Abstract]:In recent years, environmental issues have become increasingly prominent, but also become a hot topic of public concern, and the current public participation in environmental impact assessment, exposed a variety of problems directly affected the effectiveness of public participation. As a result, the effectiveness of EIA is also reduced, which has a negative impact on the long-term development of environmental protection. As a relatively backward province with relatively backward economy, Guizhou's economic development is more urgent and the part of public participation in environmental impact assessment is more likely to be ignored. In view of the current situation of Guizhou's public participation in the implementation, There are many problems in public participation in Guizhou environmental impact assessment, and the effectiveness of public participation needs to be improved. Through the preliminary discussion and research on some problems existing in public participation in environmental impact assessment, this paper constructs an index system suitable for the effectiveness of public participation in the process of environmental impact assessment in Guizhou, and through the investigation of the present situation, Combined with the analysis of five cases in Guizhou, the concrete implementation methods and steps of public participation in environmental impact assessment are explained in detail, and the effectiveness of public participation is evaluated with the index system. The problems in the effectiveness of public participation in Guizhou environmental impact assessment are summarized, such as: the single mode of public participation; The time of public participation is too short; the way of information disclosure is not scientific, the information is not complete; the environmental protection propaganda is too little, the public's consciousness of environmental protection is weak; the questionnaire is single, the question design is unreasonable, etc. In view of the problems existing in the public participation in Guizhou, the corresponding countermeasures are put forward, such as holding public hearings combined with questionnaires to improve the effectiveness of public participation, formulating local policies, and extending the time of public participation. Reasonable choice of information disclosure means to ensure the effectiveness of information disclosure; strengthen environmental protection publicity and education; scientific design of public participation questionnaire. The research provides some ideas and methods to improve the effectiveness of public participation in environmental impact assessment for local environmental protection departments and environmental assessment units.
