【摘要】：筆者在厘清空氣污染對農業(yè)生產經營影響機理的同時,提出空氣污染對農業(yè)生產經營存在"剝奪效應",對勞動力供給存在"抑制效應",對生產資料投入存在"擴大效應"的假設�；趥鹘y(tǒng)柯布—道格拉斯生產函數(shù)構建"空氣污染—農業(yè)生產"模型,并利用我國30個省市2001—2014年農業(yè)生產經營和二氧化硫(SO_2)排放的數(shù)據(jù),實證檢驗空氣污染給農業(yè)生產經營帶來的影響。結果發(fā)現(xiàn):首先,空氣污染給農業(yè)生產經營帶來負效應。其次,空氣污染會減少勞動力供給,增加化肥、農藥和塑料薄膜等生產資料的投入。最后,化肥、農藥等生產資料在一定程度上可以緩解空氣污染帶來的危害。鑒于此,應加大對空氣污染的治理力度,加強對工業(yè)廢氣排放的監(jiān)管,提供技術支持以緩解空氣污染給農業(yè)帶來的危害。
[Abstract]:While clarifying the influence mechanism of air pollution on agricultural production and management, the author points out that air pollution has "deprivation effect" on agricultural production and management, and "restraining effect" on labor supply. There is a hypothesis of "expansion effect" for input of means of production. Based on the traditional Cobb-Douglas production function, the model of "air pollution-agricultural production" was constructed, and the data of agricultural production and sulfur dioxide (SO_2) emission from 30 provinces and cities in China from 2001 to 2014 were used. The effect of air pollution on agricultural production and management is tested empirically. The results show that: first, air pollution brings negative effects to agricultural production and management. Second, air pollution will reduce the supply of labour and increase inputs into production materials such as fertilizers, pesticides and plastic sheeting. Finally, chemical fertilizer, pesticide and other means of production can alleviate the harm caused by air pollution to a certain extent. In view of this, it is necessary to strengthen the control of air pollution, strengthen the supervision of industrial exhaust gas emissions, and provide technical support to alleviate the harm caused by air pollution to agriculture.
