【摘要】：自改革開放以來,我國一直采用統(tǒng)籌國內(nèi)再生資源和進口廢物的策略,推動再生資源行業(yè)快速成長,有效彌補了資源短缺矛盾,協(xié)同節(jié)能減排、環(huán)境和經(jīng)濟效益,有力支撐了經(jīng)濟社會可持續(xù)發(fā)展。與此同時,國內(nèi)再生資源行業(yè)"散亂污"的狀況和"洋垃圾"非法入境導致的環(huán)境污染問題也不容忽視。2017年以來,中央全面深化改革領(lǐng)導小組平衡經(jīng)濟發(fā)展與環(huán)境健康等各方得失,對進口廢物政策進行調(diào)整,對國內(nèi)再生資源回收提出要求。這是近年來,再生資源行業(yè)最重要的一次政策調(diào)整,必將對國內(nèi)再生資源行業(yè)和進口廢物行業(yè)產(chǎn)生重要的影響。本文綜述了再生資源行業(yè)發(fā)展現(xiàn)狀、污染防治存在的問題,以中央全面深化改革領(lǐng)導小組第三十四次會議精神為核心,分析了再生資源污染防治政策的未來走向。
[Abstract]:Since the reform and opening up, China has been adopting the strategy of coordinating domestic renewable resources and imported wastes, promoting the rapid growth of the renewable resources industry, effectively making up for the contradiction of the shortage of resources, coordinating energy saving and emission reduction, environment and economic benefits. It can support the sustainable development of economy and society. At the same time, the situation of "scattered pollution" in the domestic renewable resources industry and the environmental pollution caused by the illegal entry of "foreign garbage" cannot be ignored. Since 2017, The Central leading Group for All-round deepening Reform balanced the gains and losses between economic development and environmental health adjusted the import waste policy and put forward requirements for domestic recycling of renewable resources. This is the most important policy adjustment in the renewable resource industry in recent years, which will have an important impact on the domestic renewable resource industry and import waste industry. This paper summarizes the present situation of the industry of renewable resources and the existing problems of pollution prevention and control. Taking the spirit of the 34th meeting of the Central leading Group for All-round deepening Reform as the core, this paper analyzes the future trend of the policy of pollution prevention and control of renewable resources.
