【摘要】：從權(quán)力運行向度來看,跨域環(huán)境治理場域中存在縱向和橫向兩種權(quán)力作用機制。根據(jù)縱向、橫向權(quán)力作用機制的強弱構(gòu)建出一個跨域環(huán)境治理的二維分析框架,劃分出"弱治理""權(quán)威依賴治理""資源依賴治理""強治理"四種治理模式。應(yīng)用此框架分析中國跨域流域治理中的制度創(chuàng)新--"河長制",通過縱向機制的強化推動中國跨域河流治理從"弱治理"模式轉(zhuǎn)向"權(quán)威依賴治理"模式,在取得短期積極效應(yīng)的同時也隱藏著危機。規(guī)制需求、"縱—橫"權(quán)力作用機制的互補性,決定了中國跨域流域治理應(yīng)該導(dǎo)向強縱向機制、強橫向機制的"強治理"模式。
[Abstract]:From the aspect of power operation, there are two mechanisms of power action in the field of cross-domain environmental governance. According to the vertical, horizontal power mechanism, a two-dimensional analysis framework of cross-domain environmental governance is constructed, and four governance modes, "weak governance", "authority dependent governance", "resource dependent governance" and "strong governance", are established. This framework is used to analyze the institutional innovation of China's cross-basin management, "River length system", and to promote the transition from "weak governance" mode to "authoritative dependent governance" model of cross-domain river management in China through the strengthening of vertical mechanism. The short-term positive effect also hides the crisis. Regulation demand and the complementarity of "longitudinal and horizontal" power mechanism determine that China's cross-basin governance should be oriented to a strong vertical mechanism and a strong horizontal mechanism of "strong governance" mode.
