【摘要】：企業(yè)排污治理是涉及不同主體利益的博弈問題,從公眾參與的角度出發(fā),構建以地方政府、排污企業(yè)與公眾為主體的企業(yè)排污治理演化博弈模型,分析影響各博弈主體策略選擇與演化的因素,并經(jīng)求解確立各方行為趨于穩(wěn)定狀態(tài)的條件。以江蘇常隆農(nóng)化有限公司等環(huán)境污染案為例進行變量關系設定,并就變量對參與主體策略行為的影響做出分析,結果表明:降低地方政府嚴格監(jiān)督的成本并加大對地方政府不嚴格監(jiān)督的問責、建立公眾參與監(jiān)督的有效途徑且做好受損公眾的賠償裁定、降低企業(yè)達標排污的成本并加大對排污企業(yè)的監(jiān)督強度和非法排污懲罰力度是推進三方互動,實現(xiàn)企業(yè)排污有效治理的關鍵。
[Abstract]:Enterprise sewage management is a game problem involving the interests of different subjects. From the angle of public participation, the evolutionary game model of enterprise sewage management is constructed, which takes local government, pollutant enterprise and public as the main body. The factors that influence the selection and evolution of game agents' strategies are analyzed, and the conditions under which the behaviors of all parties tend to be stable are solved. Taking the case of environmental pollution such as Changlong Agricultural Chemical Co., Ltd. Jiangsu as an example, the variable relationship is set up, and the influence of variables on the main body's strategic behavior is analyzed. The results show that the cost of strict supervision of local government is reduced and the accountability of local government is increased, the effective way of public participation in supervision is established, and the compensation ruling of damaged public is made well. It is the key to promote the interaction of three parties and to realize the effective management of pollutant discharge by reducing the cost of discharging pollutants up to standard and increasing the intensity of supervision and punishment of illegal emission.
