【摘要】：河長制作為我國流域生態(tài)服務(wù)行政分包責(zé)任制的升級版,只是短期有效的而非長久的治理機(jī)制。推動(dòng)流域生態(tài)服務(wù)供給機(jī)制由行政分包向流域分層供給轉(zhuǎn)換,是提高我國流域生態(tài)環(huán)境治理體系和治理能力現(xiàn)代化的重要內(nèi)容。為此,要厘清流域生態(tài)服務(wù)分層供給主體責(zé)任劃分、完善流域生態(tài)服務(wù)分層供給的資金保障機(jī)制,積極探索流域生態(tài)服務(wù)分層供給方式,完善流域生態(tài)服務(wù)分層供給的績效評價(jià)體系。
[Abstract]:Riga is an upgraded version of the administrative subcontract responsibility system for watershed ecological services in China. It is only a short-term effective management mechanism rather than a long-term governance mechanism. It is an important content to promote the transformation of watershed ecological service supply mechanism from administrative subcontracting to watershed stratified supply to improve the management system and management ability of watershed ecological environment in China. Therefore, it is necessary to clarify the main responsibility division of watershed ecological service stratification supply, perfect the fund guarantee mechanism of watershed ecological service stratification supply, and actively explore the watershed ecological service stratification supply mode.
