基于SEDEA-TOPSIS協(xié)同評(píng)價(jià)模型的工業(yè)園區(qū)循環(huán)化改造績(jī)效評(píng)價(jià)

【摘要】:發(fā)展循環(huán)經(jīng)濟(jì)的重要舉措之一就是推進(jìn)工業(yè)園區(qū)的循環(huán)化改造,通過(guò)整合園區(qū)資源實(shí)現(xiàn)減量化、再循環(huán)、再利用。以園區(qū)循環(huán)化改造目標(biāo)為指導(dǎo)構(gòu)建SEDEA-TOPSIS協(xié)同度模型,通過(guò)SEDEA模型從物質(zhì)投入產(chǎn)出效率角度考察其減量化績(jī)效,利用TOPSIS模型從減量化、再循環(huán)角度評(píng)價(jià)其綜合績(jī)效,最后對(duì)基本目標(biāo)完成情況的協(xié)同度進(jìn)行評(píng)價(jià)。實(shí)證結(jié)果表明:針對(duì)以季度為決策單元的工業(yè)園區(qū),SEDEA-TOPSIS協(xié)同度模型能夠較準(zhǔn)確地對(duì)其循環(huán)化改造績(jī)效進(jìn)行評(píng)價(jià),在改造期間工業(yè)園區(qū)的超效率逐步提高、減量成果明顯,季度的綜合排名呈上升趨勢(shì),整體生產(chǎn)情況得到改善;園區(qū)的超效率排名與綜合運(yùn)行情況排名存在不一致,但協(xié)同度趨于平穩(wěn),園區(qū)發(fā)展趨于穩(wěn)定。
[Abstract]:One of the important measures to develop circular economy is to promote the circular transformation of industrial parks, and to realize the reduction, recycling and reuse through the integration of park resources. Under the guidance of the goal of recycling transformation of the park, the SEDEA-TOPSIS synergy model is constructed. The reduction performance is investigated from the perspective of material input-output efficiency by SEDEA model, and the comprehensive performance is evaluated by using TOPSIS model from the angle of reduction and recycling. Finally, the synergy degree of the achievement of the basic goal is evaluated. The empirical results show that the SEDEA-TOPSIS synergy model based on quarterly decision making unit can accurately evaluate the performance of circular transformation. During the transformation, the super-efficiency of the industrial park is gradually improved, and the reduction results are obvious. The overall production situation is improved and the super efficiency ranking of the park is inconsistent with the comprehensive operation ranking, but the synergy degree tends to be stable, and the development of the park tends to be stable.
