【摘要】：中國政府和公民越來越重視環(huán)境保護(hù),但生態(tài)環(huán)境的總體趨勢依然不容樂觀。本文基于全國性調(diào)查數(shù)據(jù)CGSS2010,實(shí)證分析造成環(huán)境治理困境的原因,發(fā)現(xiàn)中國居民環(huán)境關(guān)心對(duì)環(huán)保支付意愿確實(shí)存在促進(jìn)效應(yīng),但是二者關(guān)系會(huì)受到政府信任抑制性的調(diào)節(jié)作用。換而言之,信任政府的居民,環(huán)境關(guān)心對(duì)其環(huán)保支付意愿的促進(jìn)效應(yīng)比較弱,而不信任政府的居民則相反。由此可見,中國政府與居民在環(huán)境保護(hù)過程中形成"控制——依賴"關(guān)系并產(chǎn)生環(huán)保"套結(jié)",這種環(huán)保依賴性是導(dǎo)致居民主觀能動(dòng)性"缺席"的結(jié)構(gòu)性原因,也是中國政府環(huán)境治理困境的根源之一。
[Abstract]:Chinese government and citizens pay more and more attention to environmental protection, but the overall trend of ecological environment is still not optimistic. Based on the national survey data CGSS 2010, this paper empirically analyzes the causes of the environmental governance dilemma, and finds that there is a positive effect of environmental care on the willingness to pay for environmental protection in China, but the relationship between the two will be regulated by the government trust inhibition. In other words, the residents who trust the government and the residents who do not trust the government have a weaker effect of environmental care on their willingness to pay for environmental protection, while the residents who do not trust the government have the opposite effect. Thus, it can be seen that the Chinese government has formed a "control-dependent" relationship with residents in the process of environmental protection and has produced a "knot" of environmental protection, which is the structural reason leading to the "absence" of the residents' subjective initiative. It is also one of the root causes of the Chinese government's environmental governance dilemma.
