礦-糧復合區(qū)生態(tài)補償主體多階段信號傳遞博弈研究

【摘要】:通過厘清利益相關(guān)者之間的關(guān)系,探尋礦-糧復合區(qū)生態(tài)補償各方利益主體博弈的均衡條件。研究方法:基于多階段信號傳遞博弈和逆向回歸推導方法對礦企、地方政府、農(nóng)戶等三個主體在生態(tài)補償中的利益傾向及關(guān)系進行分析。研究結(jié)果:(1)在第一階段事中博弈中因認知時滯因素三方利益可達到短期均衡。(2)農(nóng)戶由上訪等方式使上級政府作為中立機構(gòu)介入,加大監(jiān)察力度可使礦企的尋租可行性降低。研究結(jié)論:(1)建立健全環(huán)境污染相關(guān)制度,從法制角度加以約束礦企的污染行為以及補償行為;(2)加強地方政府及其公職人員的紀檢監(jiān)察程度有利于生態(tài)補償渠道暢通;(3)對農(nóng)戶大力宣傳生態(tài)污染知識、法律常識教育以提升農(nóng)戶監(jiān)督能力,提高其在生態(tài)補償活動中的參與程度,降低生態(tài)污染事件發(fā)生頻率。
[Abstract]:By clarifying the relationship between the stakeholders, the equilibrium conditions of the game between the stakeholders in the ecological compensation of mining and grain complex area are explored. Research methods: based on multi-stage signal transfer game and inverse regression derivation, the benefit tendency and relationship of mining enterprises, local governments and farmers in ecological compensation are analyzed. The results are as follows: (1) in the first stage of the game, the tripartite benefits due to cognitive delay factors can reach a short-term equilibrium; (2) the farmers can intervene as a neutral institution by means of petition and visit, and the feasibility of rent-seeking of mining enterprises can be reduced by increasing supervision. The conclusions of the study are as follows: (1) establishing and perfecting the environmental pollution related system, From the angle of legal system, the pollution behavior and compensation behavior of mining enterprises should be restrained; (2) the degree of discipline inspection and supervision of local governments and their public officials should be strengthened in favor of unimpeded ecological compensation channels; (3) the knowledge of ecological pollution should be propagated to farmers. In order to improve the supervision ability of farmers, improve their participation in ecological compensation activities, and reduce the frequency of ecological pollution events.
