吉林省西部生態(tài)經(jīng)濟(jì)區(qū)生態(tài)補(bǔ)償問題研究

【摘要】:隨著中國(guó)經(jīng)濟(jì)的不斷發(fā)展,生態(tài)環(huán)境問題日漸突出,已經(jīng)成為阻礙經(jīng)濟(jì)社會(huì)發(fā)展的一大瓶頸。中央工作會(huì)議中提出的建設(shè)美麗中國(guó)構(gòu)想,把生態(tài)文明建設(shè)擺在極為重要的位置。構(gòu)建生態(tài)文明城市,加快生態(tài)補(bǔ)償建設(shè)已經(jīng)是成為了一種共識(shí)。吉林省西部生態(tài)經(jīng)濟(jì)區(qū)的建設(shè),是吉林省認(rèn)真貫徹黨的十八屆三中全會(huì)和吉林省委十屆三次全會(huì)精神推動(dòng)?xùn)|北老工業(yè)基地發(fā)展的重要舉措,吉林省西部地區(qū)自然生態(tài)環(huán)境較為脆弱,生態(tài)保護(hù)意識(shí)不強(qiáng)。在此背景下,研究吉林省西部生態(tài)經(jīng)濟(jì)區(qū)生態(tài)補(bǔ)償建設(shè)有著重要的現(xiàn)實(shí)意義和理論意義。吉林省西部生態(tài)經(jīng)濟(jì)區(qū)成立后生態(tài)環(huán)境得到改善,但在現(xiàn)階段政府生態(tài)規(guī)劃理念滯后、地區(qū)的支撐性措施匱乏、生態(tài)產(chǎn)業(yè)體系建設(shè)欠提升、配套的保障機(jī)制不健全等問題仍影響著該區(qū)域生態(tài)補(bǔ)償?shù)倪M(jìn)一步開展。通過借鑒國(guó)內(nèi)外成功生態(tài)補(bǔ)償經(jīng)驗(yàn)重點(diǎn)對(duì)國(guó)外瑞士、英國(guó)和德國(guó)的成功生態(tài)補(bǔ)償和國(guó)內(nèi)浙江省和貴州省生態(tài)補(bǔ)償試點(diǎn)區(qū)域的發(fā)展進(jìn)程進(jìn)行了詳細(xì)描述,根據(jù)成功案例總結(jié)一般模式,歸納出適合吉林省西部生態(tài)經(jīng)濟(jì)區(qū)生態(tài)補(bǔ)償?shù)脑瓌t,以充分發(fā)揮生態(tài)系統(tǒng)服務(wù)功能為基本原則、結(jié)合生態(tài)保護(hù)者受益原則、政府主導(dǎo)、全社會(huì)參與原則、權(quán)利與責(zé)任對(duì)等原則,提出相應(yīng)措施和建議:一是通過政策法規(guī)規(guī)制、拓寬渠道,加大生態(tài)保護(hù)補(bǔ)償力度、積極有效推進(jìn)生態(tài)保護(hù)補(bǔ)償工作,切實(shí)轉(zhuǎn)變政府;二是明確生態(tài)補(bǔ)償載體與補(bǔ)償對(duì)象;三是建立合理的生態(tài)補(bǔ)償經(jīng)濟(jì)標(biāo)準(zhǔn)核算方法;四是通過加強(qiáng)生態(tài)保護(hù)立法、加強(qiáng)生態(tài)補(bǔ)償市場(chǎng)機(jī)制研究、建立多種形式的生態(tài)補(bǔ)償途徑、頒布生態(tài)補(bǔ)償管理辦法、規(guī)范生態(tài)補(bǔ)償基金的使用等措施建立和完善生態(tài)環(huán)境補(bǔ)償機(jī)制,;五六是將生態(tài)保護(hù)補(bǔ)償與脫貧攻堅(jiān)結(jié)合起來。
[Abstract]:With the continuous development of China's economy, ecological environmental problems have become increasingly prominent, which has become a major bottleneck hindering the economic and social development. The concept of building a beautiful China put forward by the Central working Conference puts the construction of ecological civilization in an extremely important position. It has become a consensus to construct ecological civilization city and accelerate the construction of ecological compensation. The construction of the ecological economic zone in the west of Jilin Province is an important measure for Jilin Province to conscientiously implement the spirit of the third Plenary session of the 18th CPC Central Committee and the third Plenary session of the 10th CPC Central Committee of Jilin Province to promote the development of the old industrial base in Northeast China. The natural ecological environment in the west of Jilin Province is relatively fragile, and the consciousness of ecological protection is not strong. Under this background, it is of great practical and theoretical significance to study the construction of ecological compensation in the western ecological economic zone of Jilin Province. The ecological environment has been improved after the establishment of the Western Ecological Economic Zone of Jilin Province, but at this stage the concept of ecological planning of the government lags behind, the supporting measures of the region are scarce, and the construction of the ecological industry system is not improved. Some problems, such as imperfect supporting mechanism, still affect the further development of ecological compensation in the region. Based on the successful ecological compensation experience at home and abroad, the successful ecological compensation in Switzerland, Britain and Germany and the development process of the pilot regions in Zhejiang Province and Guizhou Province are described in detail. According to the general model of successful cases, the principle of ecological compensation suitable for the western ecological economic zone of Jilin Province is summed up. The basic principle is to give full play to the function of ecosystem service and the benefit principle of ecological protector is combined, and the government is leading the way. The principle of participation in the whole society, the principle of equal rights and responsibilities, and the corresponding measures and suggestions are put forward: first, through the regulation of policies and regulations, we should widen the channels, increase the compensation for ecological protection, actively and effectively promote the work of ecological protection and compensation, and change the government conscientiously; The second is to define the carrier and object of ecological compensation, the third is to establish a reasonable economic standard accounting method for ecological compensation, and the fourth is to establish a variety of ways of ecological compensation through strengthening ecological protection legislation, strengthening the research on the market mechanism of ecological compensation, and establishing a variety of ways of ecological compensation. Promulgate ecological compensation management measures, standardize the use of ecological compensation funds and other measures to establish and improve the ecological environment compensation mechanism.
