【摘要】：在全面推進(jìn)生態(tài)文明建設(shè)和實(shí)現(xiàn)美麗海洋的愿景下,融入生態(tài)建設(shè)理念是區(qū)域建設(shè)用海制度成功施行的關(guān)鍵。在分析區(qū)域建設(shè)用海制度沿革和生態(tài)建設(shè)理念提出背景的基礎(chǔ)上,以國(guó)家嚴(yán)控該項(xiàng)審批制度以來(lái)首個(gè)獲批的代表性區(qū)域建設(shè)用海規(guī)劃為例,闡述生態(tài)建設(shè)理念在區(qū)域建設(shè)用海規(guī)劃實(shí)踐中的思考和應(yīng)用。生態(tài)建設(shè)理念在區(qū)域建設(shè)用海規(guī)劃中重點(diǎn)體現(xiàn)在四個(gè)方面:(1)岸線規(guī)劃充分體現(xiàn)"生活"和"生態(tài)"的人居環(huán)境,實(shí)現(xiàn)岸線的生態(tài)化和綠植化;(2)"低沖擊發(fā)展理念"需貫穿于整個(gè)規(guī)劃布局,貫徹海綿城市的發(fā)展理念;(3)建立水循環(huán)、垃圾循環(huán)、低能耗發(fā)展的低碳循環(huán)發(fā)展模式;(4)構(gòu)建"綠脈"和"藍(lán)脈"生態(tài)廊道,提升規(guī)劃區(qū)景觀效果的同時(shí)營(yíng)造多樣化的水生和陸生生境。
[Abstract]:Under the vision of promoting the construction of ecological civilization and realizing the beautiful ocean, the integration of the concept of ecological construction is the key to the successful implementation of the regional construction sea system. On the basis of the analysis of the background of the development of the regional construction and the concept of the ecological construction, the first approved representative region has been approved by the state. With the sea planning as an example, this paper expounds the thinking and application of the concept of ecological construction in the practice of sea planning in regional construction. The concept of ecological construction is mainly embodied in four aspects: (1) the planning of the shore line fully embodies the living environment of "life" and "ecology", and realizes the ecological and green planting of the coastline; (2) "low flushing" "It is necessary to run through the whole planning layout and carry out the development concept of the sponge city; (3) establish a low carbon cycle development model for water cycle, garbage circulation and low energy consumption development; (4) build" green pulse "and" blue pulse "ecological corridor to improve the landscape effect of the planning area while making diversified aquatic and terrestrial habitats.
