【摘要】：我國正處于經(jīng)濟迅速發(fā)展的時期,目前很多城市都面臨著“垃圾圍城”的問題,嚴重制約了經(jīng)濟的發(fā)展也影響了環(huán)境。發(fā)達國家生活垃圾分類的成功經(jīng)驗告訴我們城市生活垃圾的源頭分類是解決城市垃圾問題的有效方式,對于環(huán)境的改善有重要的意義,對于城市的發(fā)展有著重要意義。西安市是西北地區(qū)的中心城市,剛剛步入一線城市的西安市,近幾年致力于發(fā)展經(jīng)濟,但是隨著人們生活水平的提高、生活速度的加快,垃圾的產(chǎn)量也與日俱增,垃圾問題已經(jīng)嚴重影響了西安市的城市環(huán)境。傳統(tǒng)的以填埋為主的垃圾處理方式帶來的負面影響呼吁新的處理垃圾的方式。而近幾年西安市政府致力于建設(shè)垃圾焚燒廠,這就需要全面實施垃圾分類。西安市很早就開始關(guān)注垃圾分類并且出臺了垃圾分類的相關(guān)政策,但是因為政策環(huán)境、政策主體、政策客體以及政策本身的限制性導致垃圾分類政策沒有在西安市得到有效執(zhí)行。本文通過實地調(diào)查了解西安市的垃圾分類基本情況,結(jié)合公共政策的分析框架,以公共政策執(zhí)行為研究視角,以西安市的城市生活垃圾分類政策為研究主題,通過分析西安市城市生活垃圾分類政策執(zhí)行過程中的問題和原因,并且結(jié)合國內(nèi)外的成功經(jīng)驗,在最后對西安市的城市生活垃圾分類政策的有效執(zhí)行提出對策建議。在法律上,應(yīng)當完善法律政策的內(nèi)容,完善法律政策的內(nèi)容并且加強專項立法;在提高城市居民垃圾分類意識上,應(yīng)當加大宣傳力度,并且將家庭教育與學校教育相結(jié)合;在財政上,應(yīng)當加強政府的財政支持配備完善的生活垃圾分類的基礎(chǔ)設(shè)施,加大技術(shù)投入;在政策執(zhí)行的監(jiān)督機制上,應(yīng)當提高政策執(zhí)行者的素質(zhì),加強社會監(jiān)督的力度。希望能夠給相關(guān)部門提供可借鑒的意見和建議,采取措施改變西安市的城市生活垃圾分類的現(xiàn)狀,使西安市盡快實現(xiàn)生活垃圾的分類回收再利用。
[Abstract]:China is in the period of rapid economic development. At present, many cities are facing the problem of "garbage siege", which seriously restricts the development of economy and affects the environment. The successful experience of domestic waste classification in developed countries tells us that the source classification of municipal solid waste is an effective way to solve the problem of urban garbage, which is of great significance to the improvement of environment and the development of cities. Xi'an is a central city in northwest China. Xi'an, which has just stepped into a first-tier city, has devoted itself to developing its economy in recent years. However, with the improvement of people's living standards and the acceleration of their living speed, the output of garbage is increasing day by day. The garbage problem has seriously affected the urban environment of Xi'an. The negative impact of the traditional landfill-based waste treatment calls for new disposal methods. In recent years, Xi'an municipal government is committed to the construction of waste incinerators, which requires the full implementation of waste classification. Xi'an City began to pay close attention to the classification of garbage very early and issued some related policies on the classification of garbage. However, because of the policy environment, the main body of the policy was put forward. Because of the restriction of policy object and policy itself, garbage classification policy has not been effectively implemented in Xi'an city. Through field investigation, this paper finds out the basic situation of garbage classification in Xi'an city, combines the analysis frame of public policy, takes public policy implementation as the research angle of view, and takes Xi'an municipal solid waste classification policy as the research topic. By analyzing the problems and reasons in the process of implementing the policy of classifying municipal solid waste (MSW) in Xi'an, and combining the successful experience at home and abroad, this paper puts forward some countermeasures and suggestions for the effective implementation of the policy of classifying municipal solid waste (MSW) in Xi'an. In law, we should perfect the content of legal policy, perfect the content of legal policy and strengthen special legislation, in order to improve the consciousness of garbage classification of urban residents, we should strengthen propaganda and combine family education with school education. In terms of finance, government financial support should be strengthened to provide perfect infrastructure for the classification of domestic waste, and technical input should be increased, and the quality of policy executors should be improved and social supervision should be strengthened in the supervisory mechanism of policy implementation. It is hoped that some suggestions and suggestions can be provided to the relevant departments to change the present situation of the classification of municipal solid waste in Xi'an, so as to realize the separation and reuse of the municipal solid waste as soon as possible.
