【摘要】：文章在Grossman提出的健康生產(chǎn)函數(shù)基礎(chǔ)上引入空氣污染因素并以煙粉塵排放量作為代理變量,采用2000~2015年的省際面板數(shù)據(jù)實證分析空氣污染對居民公共健康的影響。研究發(fā)現(xiàn)煙粉塵排放造成的大氣顆粒物污染對我國居民公共健康的損害非常顯著,當(dāng)加入經(jīng)濟發(fā)展、公共衛(wèi)生和環(huán)保綠化等因素后其影響程度出現(xiàn)明顯減弱,經(jīng)濟發(fā)展和公共服務(wù)水平的提高有助于降低空氣污染對居民的健康損害風(fēng)險,這也是污染導(dǎo)致的健康損害風(fēng)險省區(qū)間存在顯著差異的重要原因。模型檢驗結(jié)果顯示,公共醫(yī)療衛(wèi)生支出對空氣污染造成的健康損害風(fēng)險的抑制作用呈現(xiàn)倒U型變化特征且拐點值較大,當(dāng)前各省區(qū)公共衛(wèi)生財政支出水平對居民因空氣污染造成健康損害風(fēng)險的抑制作用尚不明顯,這主要與我國醫(yī)療衛(wèi)生體系不完善和公共衛(wèi)生服務(wù)的結(jié)構(gòu)效應(yīng)密切相關(guān)。公共衛(wèi)生支出的拐點效應(yīng)也表明居民自身為空氣污染造成的健康損害承擔(dān)更多的醫(yī)療衛(wèi)生成本,這無疑對落后地區(qū)和貧困群體造成更大的經(jīng)濟負擔(dān),不利于實現(xiàn)空氣污染治理的公平。今后應(yīng)嚴格控制煙粉塵排放,提高公共醫(yī)療衛(wèi)生和環(huán)保綠化設(shè)施等公共服務(wù)水平,有效降低居民暴露概率和污染帶來的健康風(fēng)險。
[Abstract]:Based on the health production function proposed by Grossman, this paper introduces the air pollution factor and takes the smoke dust emission as the agent variable, and uses the provincial panel data from 2000 to 2015 to empirically analyze the impact of air pollution on the public health of residents. It is found that the atmospheric particulate pollution caused by the smoke dust emission is very significant to the public health of the residents in our country. After adding the factors such as economic development, public health and environmental protection and greening, the influence degree is obviously weakened. Economic development and the improvement of public service level can help to reduce the risk of health damage caused by air pollution to residents, which is also an important reason for the significant difference between provinces and regions in the risk of health damage caused by pollution. The results of model test showed that the inhibition effect of public health expenditure on the risk of health damage caused by air pollution showed the characteristics of inverted U-shaped change and the inflection point value was larger. At present, the effect of public health expenditure on the health damage risk caused by air pollution is not obvious, which is closely related to the imperfection of medical and health system and the structural effect of public health service in China. The inflection point effect of public health expenditure also shows that residents themselves bear more medical and health costs for the health damage caused by air pollution, which undoubtedly imposes a greater economic burden on backward areas and poor groups. Is not conducive to the realization of air pollution control fairness. In the future, it is necessary to strictly control the smoke and dust emission, improve the public service level such as public health care and environmental protection and greening facilities, and effectively reduce the exposure probability of residents and the health risks caused by pollution.
