【摘要】：隨著我國經(jīng)濟的不斷發(fā)展,農(nóng)村生活水平逐漸提高,農(nóng)村生活垃圾問題也日益突出。受“重工輕農(nóng),城鄉(xiāng)分治”的城鄉(xiāng)二元體制的影響,農(nóng)村生活垃圾一直未得到相關(guān)部門的高度重視,雖然地方政府采取了一些措施取得了一定成效,但目前農(nóng)村生活垃圾情況仍不容樂觀。在新農(nóng)村建設(shè)的關(guān)鍵時期,找出影響農(nóng)村生活垃圾收集和處理的諸多因素,探究其原因,并提出積極的針對性策略措施,以期促進農(nóng)村生活垃圾處理的減量化、資源化和無害化目標(biāo)的實現(xiàn)。本文首先對我國農(nóng)村生活垃圾收集與處理的背景、目的和意義、國內(nèi)外研究現(xiàn)狀等作了闡述,并通過參考大量相關(guān)文獻,總結(jié)國內(nèi)外學(xué)者在此領(lǐng)域的代表性觀點和研究方法,確定研究思路。其次,對農(nóng)村生活垃圾進行概念界定和特性分析,同時以公共物品理論、外部性理論和可持續(xù)發(fā)展理論為基礎(chǔ),展開研究內(nèi)容。再次,對我國農(nóng)村生活垃圾的收集與處理現(xiàn)狀進行全面定性分析,選取影響農(nóng)村生活垃圾收集與處理水平的評價指標(biāo),設(shè)定權(quán)重。然后,進行問卷調(diào)查,并采用模糊綜合評價法并對農(nóng)村生活垃圾的收集與處理現(xiàn)狀進行實證研究和量化評價,具體分析我國農(nóng)村生活垃圾收集與處理過程中存在的問題,如收集模式粗放、環(huán)衛(wèi)基礎(chǔ)設(shè)施不足、環(huán)衛(wèi)工專業(yè)技能一般、處理方式單一落后、資源化無害化水平低等,并探究其產(chǎn)生問題的原因。最后,本文從政策傾斜、源頭分類收集、拓寬資金渠道、提高科研水平等多方面對前文分析的問題提出針對性策略。本文的創(chuàng)新點主要在于運用模糊綜合評價法和問卷調(diào)查的實證研究方法相結(jié)合的方式,深入分析影響農(nóng)村生活垃圾收集與處理的各因素的權(quán)重、存在的問題及產(chǎn)生問題的原因,提出針對性策略,對主要矛盾加以著重解決,并輔之以其他有效措施。本文的研究將為我國農(nóng)村生活垃圾的收集與處理事業(yè)的發(fā)展做出有益的貢獻。
[Abstract]:With the development of economy in our country, the living standard of rural areas is improving gradually, and the problem of rural domestic garbage is becoming more and more prominent. Under the influence of the dual urban-rural system of "heavy industry and less agriculture, and divided urban and rural areas," the rural domestic waste has not been highly valued by the relevant departments, although the local governments have taken some measures to achieve certain results. However, the current situation of rural domestic waste is still not optimistic. In the key period of the new rural construction, we find out many factors that affect the collection and disposal of rural domestic garbage, explore the reasons, and put forward positive targeted measures to promote the reduction of rural domestic waste disposal. The realization of resource and harmless target. In this paper, the background, purpose and significance of the collection and disposal of rural domestic refuse, the current research situation at home and abroad are expounded, and the representative viewpoints and research methods of domestic and foreign scholars in this field are summarized by referring to a large number of relevant documents. Determine the research ideas. Secondly, the concept and characteristics of rural domestic waste are defined and analyzed. Based on the theory of public goods, the theory of externality and the theory of sustainable development, the research contents are carried out. Thirdly, the collection and disposal status of rural domestic refuse in China is analyzed qualitatively, and the evaluation index which affects the level of rural domestic waste collection and disposal is selected, and the weight is set. Then, a questionnaire survey is conducted, and the fuzzy comprehensive evaluation method is used to analyze the problems existing in the process of collection and treatment of rural domestic refuse. Such as extensive collection mode, inadequate sanitation infrastructure, general professional skills of sanitation workers, single backward treatment mode, low level of harmless resource utilization, and explore the causes of the problems. Finally, this paper puts forward some targeted strategies from the aspects of policy inclination, source classification and collection, widening funding channels and improving scientific research level. The innovation of this paper mainly lies in the combination of fuzzy comprehensive evaluation method and the empirical research method of questionnaire, and deeply analyzes the weight, existing problems and causes of the problems of the factors that affect the collection and treatment of rural domestic refuse. Put forward targeted strategies, focus on the solution of the main contradictions, and assist with other effective measures. The research in this paper will make a beneficial contribution to the development of the collection and disposal of rural domestic refuse.
