【摘要】：近年來(lái),南雄市經(jīng)濟(jì)取得了快速的發(fā)展,居民生活水平有了明顯改善。在人們生活水平提高的同時(shí),對(duì)于各種肉類(lèi)、奶類(lèi)以及蛋類(lèi)等的需求有了明顯的提升,這在很大程度上促進(jìn)了南雄市畜禽養(yǎng)殖業(yè)特別是規(guī)�；笄蒺B(yǎng)殖業(yè)的飛速發(fā)展。南雄市的畜禽養(yǎng)殖業(yè)的發(fā)展進(jìn)步雖然使得當(dāng)?shù)鼐用竦奈镔|(zhì)生活需求得以保證,但是同時(shí)也帶來(lái)了嚴(yán)重的環(huán)境污染問(wèn)題。雖然通過(guò)近兩年的整治已得到一定程度控制,但目前南雄市畜禽養(yǎng)殖業(yè)環(huán)境污染治理仍存在不完善的地方,集中表現(xiàn)在城郊老舊養(yǎng)殖場(chǎng)環(huán)境污染問(wèn)題突出、中小規(guī)模養(yǎng)殖場(chǎng)環(huán)境條件差、資金投入不足、污染治理技術(shù)推廣局限和獸醫(yī)衛(wèi)生環(huán)境執(zhí)法監(jiān)督力度不夠等。在此背景下,本文就南雄市畜禽養(yǎng)殖環(huán)境污染治理問(wèn)題展開(kāi)研究,通過(guò)大量資料收集、文獻(xiàn)查閱以及實(shí)地調(diào)研等方式進(jìn)行深入分析。在了解南雄市畜禽養(yǎng)殖環(huán)境污染狀況及污染治理狀況的基礎(chǔ)上,深入分析南雄市畜禽養(yǎng)殖環(huán)境污染治理存在的問(wèn)題后,發(fā)現(xiàn)產(chǎn)生問(wèn)題的原因主要體現(xiàn)為畜禽產(chǎn)品需求的不斷增長(zhǎng)、農(nóng)村資源產(chǎn)權(quán)模糊、養(yǎng)殖場(chǎng)的規(guī)劃選址不合理、養(yǎng)殖污染的負(fù)外部性以及在污染防治上存在的政府失靈。據(jù)此,最后提出了政府進(jìn)一步加強(qiáng)畜禽養(yǎng)殖環(huán)境污染治理、企業(yè)綜合運(yùn)用管理與治理技術(shù)、加大畜禽養(yǎng)殖環(huán)境污染防治宣傳和監(jiān)督、構(gòu)建畜禽養(yǎng)殖污染防治體系等措施。同時(shí)提出了適用于南雄市的“事前清糞、固液分離—沉淀池+沼氣池+沼液貯存池—配套農(nóng)林綜合利用”的節(jié)能減排模式。希望通過(guò)本文的研究,可以采取切合南雄實(shí)際的畜禽養(yǎng)殖業(yè)環(huán)境污染治理對(duì)策,有效解決南雄市目前存在的畜禽養(yǎng)殖行業(yè)環(huán)境污染問(wèn)題,促進(jìn)南雄市畜禽養(yǎng)殖業(yè)健康有序發(fā)展。通過(guò)本文的研究可以為有關(guān)部門(mén)制定相關(guān)規(guī)定提供一定的參考,同時(shí)可為國(guó)內(nèi)或國(guó)外進(jìn)行畜禽養(yǎng)殖環(huán)境污染治理提供理論依據(jù)和指導(dǎo)意見(jiàn)。
[Abstract]:In recent years, Nanxiong City's economy has made rapid development, the standard of living of residents has improved significantly. With the improvement of people's living standard, the demand for various kinds of meat, milk and eggs has been obviously improved, which to a great extent has promoted the rapid development of the livestock and poultry breeding industry in Nanxiong city, especially the large-scale livestock and poultry breeding industry. Although the development and progress of livestock and poultry breeding in Nanxiong city can guarantee the material living needs of local residents, it also brings serious environmental pollution problems. Although the improvement has been controlled to a certain extent in the past two years, at present, there are still some imperfect areas in the environmental pollution control of livestock and poultry breeding in Nanxiong, which is concentrated on the prominent environmental pollution problems of the old and old farms in the suburbs. The environmental conditions of small and medium-sized farms are poor, the investment of funds is insufficient, the promotion of pollution control technology is limited, and the law enforcement and supervision of veterinary hygiene environment is not enough. Under this background, this article carries on the research to the Nanxiong city livestock and poultry breeding environment pollution control question, through the massive data collection, the literature consult as well as the field investigation and so on way carries on the thorough analysis. On the basis of understanding the environmental pollution situation and pollution control status of livestock and poultry breeding in Nanxiong City, the problems existing in environmental pollution control of livestock and poultry breeding in Nanxiong City are analyzed in depth. The main reasons for the problems are the increasing demand for livestock and poultry products, the fuzzy property rights of rural resources, the unreasonable planning and location of breeding farms, the negative externalities of aquaculture pollution and the government failure in pollution prevention and control. Finally, some measures are put forward, such as the government should further strengthen the pollution control of livestock and poultry breeding, the enterprises should comprehensively apply the management and control technology, increase the propaganda and supervision of the prevention and control of the environmental pollution of livestock and poultry, and construct the prevention and control system of the pollution of livestock and poultry. At the same time, the energy saving and emission reduction mode is put forward, which is suitable for Nanxiong city, which is the comprehensive utilization of biogas liquid storage tank and biogas liquid separation biogas digester, which is suitable for comprehensive utilization of agriculture and forestry in Nanxiong city. It is hoped that through the study of this paper, we can take some countermeasures to deal with the environmental pollution of livestock and poultry breeding industry in Nanxiong, solve the environmental pollution problem of livestock and poultry breeding industry in Nanxiong City, and promote the healthy and orderly development of livestock and poultry breeding industry in Nanxiong City. The research in this paper can provide some references for the relevant departments to formulate relevant regulations and provide theoretical basis and guidance for the control of livestock and poultry breeding environmental pollution at home and abroad.
