【摘要】：中國在實現(xiàn)社會經(jīng)濟飛速發(fā)展的同時,嚴重的生態(tài)環(huán)境問題阻礙了經(jīng)濟的長遠健康發(fā)展;近幾年來,河北省環(huán)境污染日益嚴重,以重工業(yè)為主的第二產(chǎn)業(yè)的粗放式發(fā)展,以及小型非正規(guī)煤礦等對資源的無節(jié)制得使用導致資源消耗過度,以及其他盲目追求經(jīng)濟增長的活動,從各方面嚴重破壞著河北省的生態(tài)環(huán)境。極端(霧霾)天氣的頻發(fā),生態(tài)環(huán)境的惡化,使各界對河北省經(jīng)濟與環(huán)境間協(xié)調(diào)發(fā)展問題給予了廣泛的關(guān)注,不斷重視在經(jīng)濟發(fā)展中追求生態(tài)效率。河北省在開發(fā)利用資源方面,經(jīng)濟發(fā)展模式一直均是以粗放型為主,導致了當前河北省經(jīng)濟發(fā)展與生態(tài)方面矛盾凸顯。我們必須承認這種以犧牲環(huán)境為代價的經(jīng)濟發(fā)展模式是缺乏效率的,是違背中央可持續(xù)、綠色、協(xié)調(diào)發(fā)展總方針的。隨著十三五規(guī)劃的推進,生態(tài)文明建設作為國家可持續(xù)發(fā)展戰(zhàn)略愈來愈得到社會各界的重視,應堅持走生態(tài)環(huán)境和經(jīng)濟發(fā)展協(xié)同共進的道路。在京津冀協(xié)同發(fā)展中,環(huán)境壓力日益凸顯,河北省作為區(qū)域(京津冀)生態(tài)環(huán)境支撐區(qū),這對河北省今后的生態(tài)環(huán)境發(fā)展提出了更高的要求,因此研究河北省區(qū)域生態(tài)效率在現(xiàn)階段尤為重要。本研究基于當前政策指導下,運用DEA(數(shù)據(jù)包絡分析方法)測算河北省在2010-2015五年間的生態(tài)效率,并在此基礎上分析影響效率的各因子,挖掘和探索適合河北省生態(tài)環(huán)境發(fā)展的路徑。具體內(nèi)容如下:本文以環(huán)境資源價值理論、可持續(xù)發(fā)展理論、資源經(jīng)濟學理論為理論基礎,深入分析河北省經(jīng)濟發(fā)展現(xiàn)狀和生態(tài)環(huán)境現(xiàn)狀。立足于河北省現(xiàn)階段經(jīng)濟、生態(tài)狀況,具體從環(huán)境、資源和經(jīng)濟三個方面選取了決定生態(tài)效率的7個投入指標和產(chǎn)出指標GDP,設計河北省生態(tài)效率指標體系。將投入值和產(chǎn)出值帶入CCR模型與超效率模型進行DEA測算。根據(jù)測算出的效率值表明河北省生態(tài)效率水平低,缺乏效率,其中河北省的能源消耗、固體廢棄物排放量、廢水排放量、二氧化硫排放量表現(xiàn)為投入冗余,即浪費。根據(jù)河北省生態(tài)效率結(jié)果,主要從廢棄物處理,提高能源利用率,加大科技投入,污染物協(xié)同管控,創(chuàng)新生態(tài)效率管理機制等方面提出提升河北省生態(tài)效率的建議,推動河北省生態(tài)與經(jīng)濟的長遠發(fā)展。
[Abstract]:With the rapid development of China's social economy, serious ecological and environmental problems have hindered the long-term and healthy development of the economy. In recent years, the environmental pollution in Hebei Province has become increasingly serious, and the extensive development of the secondary industry, which is dominated by heavy industry, has become increasingly serious. The unrestrained use of resources such as small informal coal mines leads to excessive consumption of resources and other blind pursuit of economic growth activities which seriously damage the ecological environment of Hebei Province in all aspects. With the frequent occurrence of extreme (haze) weather and the deterioration of ecological environment, the coordinated development between economy and environment in Hebei Province has received extensive attention from all walks of life, and the pursuit of ecological efficiency in economic development has been paid more and more attention to. In the development and utilization of resources in Hebei Province, the pattern of economic development has always been extensive, leading to the current contradiction between economic development and ecology in Hebei Province. We must recognize that this model of economic development at the expense of the environment is inefficient and runs counter to the central policy of sustainable, green and coordinated development. With the promotion of the 13th Five-Year Plan, the construction of ecological civilization, as a national sustainable development strategy, has been paid more and more attention by all walks of life. In the coordinated development of Beijing-Tianjin-Hebei Province, the environmental pressure is increasingly prominent. As a regional (Beijing-Tianjin-Hebei) ecological environment supporting area, Hebei Province has put forward higher requirements for the future development of the ecological environment in Hebei Province. Therefore, the study of regional ecological efficiency in Hebei Province is particularly important at this stage. Under the guidance of current policy, this study uses DEA( data Envelopment Analysis) method to estimate the ecological efficiency of Hebei Province in 2010-2015, and on this basis, analyzes the factors that affect the efficiency. Excavate and explore the path suitable for the development of ecological environment in Hebei Province. The main contents are as follows: based on the theory of environmental resource value, sustainable development and resource economics, this paper deeply analyzes the present situation of economic development and ecological environment in Hebei Province. Based on the present economic and ecological situation of Hebei Province, seven input and output indexes, which determine ecological efficiency, are selected from three aspects of environment, resources and economy, and the ecological efficiency index system of Hebei Province is designed. Input value and output value are introduced into CCR model and super efficiency model to calculate DEA. According to the calculated efficiency value, the ecological efficiency of Hebei Province is low and inefficient. The energy consumption, the discharge of solid waste, the discharge of wastewater, and the discharge of sulfur dioxide in Hebei Province are shown as input redundancy, that is, waste. According to the results of ecological efficiency in Hebei Province, suggestions are put forward to improve the ecological efficiency of Hebei Province from the aspects of waste disposal, improvement of energy utilization rate, increase of scientific and technological input, coordinated control of pollutants, innovation of ecological efficiency management mechanism, etc. Promote the long-term development of the ecology and economy of Hebei Province.
