【摘要】：正習(xí)近平總書(shū)記在黨的十九大報(bào)告中指出,"改革生態(tài)環(huán)境監(jiān)管體制。加強(qiáng)對(duì)生態(tài)文明建設(shè)的總體設(shè)計(jì)和組織領(lǐng)導(dǎo),設(shè)立國(guó)有自然資源資產(chǎn)管理和自然生態(tài)監(jiān)管機(jī)構(gòu),完善生態(tài)環(huán)境管理制度,統(tǒng)一行使全民所有自然資源資產(chǎn)所有者職責(zé),統(tǒng)一行使所有國(guó)土空間用途管制和生態(tài)保護(hù)修復(fù)職責(zé),統(tǒng)一行使監(jiān)管城鄉(xiāng)各類污染排放和行政執(zhí)法職責(zé)"。這意味著,生態(tài)文明體制改革必將提速,當(dāng)務(wù)之急是推進(jìn)生態(tài)環(huán)境監(jiān)管體制改革,部門(mén)職能及相互關(guān)系有待深入研究。
[Abstract]:General Secretary Xi Jinping pointed out in the party's 19th CPC National Congress report, "to reform the ecological environment regulatory system. To strengthen the overall design and organizational leadership over the construction of ecological civilization, to establish state-owned natural resources asset management and natural ecological supervision bodies, to improve the ecological environment management system, and to exercise unified responsibility for the ownership of all the natural resources assets owned by the whole people. Unified exercise of all land and space use control and ecological protection and restoration responsibilities, unified supervision of urban and rural pollution emissions and administrative law enforcement responsibilities. " This means that the reform of ecological civilization system will speed up. The urgent task is to promote the reform of ecological environment supervision system.
