【摘要】：城市新區(qū)是新型城鎮(zhèn)化建設(shè)的重要載體,將生態(tài)文明理念融于城市新區(qū)建設(shè)中,是對生態(tài)文明與新型城鎮(zhèn)化兩大國家主導(dǎo)發(fā)展理念的踐行。研究并設(shè)計(jì)一套科學(xué)合理的城市新區(qū)建設(shè)的生態(tài)文明指標(biāo)體系,對于刻畫城市新區(qū)應(yīng)具備的特征、引導(dǎo)建設(shè)規(guī)劃方向、提升城市質(zhì)量具有重要意義�；趯ι鷳B(tài)文明內(nèi)涵的解讀,依據(jù)對"自然—界面—經(jīng)濟(jì)—人居"這一"全過程"進(jìn)行"全生態(tài)"建設(shè)的思路,構(gòu)建了包括"自然資產(chǎn)、環(huán)境親和、綠色發(fā)展、生態(tài)宜居"四個(gè)層次共39項(xiàng)指標(biāo)的城市新區(qū)建設(shè)的生態(tài)文明指標(biāo)體系,并按指標(biāo)的狀態(tài)屬性和約束屬性進(jìn)一步細(xì)分。既可作為城市新區(qū)建設(shè)和運(yùn)營過程的指導(dǎo)性指標(biāo)體系,又可作為新區(qū)建成狀態(tài)的評估性指標(biāo)體系。
[Abstract]:The new urban area is an important carrier of the new urbanization construction. The concept of ecological civilization is integrated into the construction of the new urban area, and it is the practice of the ecological civilization and the new urbanization leading the development of the two countries. It is of great significance to study and design a set of scientific and reasonable ecological civilization index system for the construction of new urban areas, which is of great significance to depict the characteristics of new urban areas, guide the direction of construction planning and improve the quality of cities. Based on the interpretation of the connotation of ecological civilization and the idea of "the whole ecological construction" of "nature, interface, economy and human settlement", this paper constructs "natural assets, environmental affinities and green development". The ecological civilization index system of the construction of the new urban area with 39 indexes in four levels of "ecological livable" is further subdivided according to the state attribute and constraint attribute of the index. It can be used not only as the guiding index system of the construction and operation process of the new urban district, but also as the evaluation index system of the completion state of the new district.
