【摘要】：公平合理的排污指標(biāo)分配是污染物排放總量控制制度實(shí)施的前提和基礎(chǔ)。實(shí)踐中污染物排放總量控制指標(biāo)分配很難做到絕對(duì)公平,實(shí)質(zhì)上是一種相對(duì)公平,是體現(xiàn)區(qū)域差異、行業(yè)差異和企業(yè)差異的差異性公平配置。我國(guó)污染物排放總量指標(biāo)分配管理,應(yīng)當(dāng)創(chuàng)新污染物排放總量控制指標(biāo)差異性公平配置的基本法理并建立一套差異性公平配置制度,如完善污染物排放總量指標(biāo)差異性公平配置模式、建立差異性公平配置體制、明確排污指標(biāo)的權(quán)利屬性、確定差異性公平分配原則、建立統(tǒng)一指標(biāo)分配核算方法,并制定相應(yīng)的技術(shù)規(guī)范,從而實(shí)現(xiàn)污染物排放總量控制指標(biāo)差異性公平配置。
[Abstract]:Fair and reasonable allocation of pollutant discharge index is the premise and foundation of the implementation of total pollutant discharge control system.In practice, it is difficult to achieve absolute fairness in the distribution of total pollutant emission control index. In essence, it is relatively fair and reflects regional differences, industry differences and enterprise differences.In order to manage the distribution of the total pollutant discharge index in China, we should innovate the basic legal principle of the difference and fair allocation of the total pollutant emission control index and establish a set of differential and fair allocation system.Such as perfecting the model of differential fair allocation of total pollutant discharge index, establishing the system of differential fair allocation, defining the right attribute of pollutant discharge index, determining the principle of fair distribution of difference, establishing a unified accounting method of distribution of indicators.And make the corresponding technical specification, so as to realize the difference and fair allocation of the total pollutant emission control index.
