京津冀地區(qū)居民生存環(huán)境質(zhì)量與提升研究

【摘要】:作為區(qū)域發(fā)展中的重要治理概念,區(qū)域生存環(huán)境質(zhì)量及其提升在近些年來越來越受到學(xué)界和各級政府的重視。由于自然環(huán)境及其污染的屬性特征,環(huán)境污染往往具有區(qū)域性而非單一地方性,而且隨著我國經(jīng)濟(jì)社會的不斷發(fā)展,環(huán)境污染對于經(jīng)濟(jì)的制約也越來越顯著。因此,近年來區(qū)域生存環(huán)境問題及治理受到了更多的關(guān)注?疾煳覈姝h(huán)境治理領(lǐng)域的區(qū)域治理的現(xiàn)狀發(fā)現(xiàn),受國內(nèi)不同區(qū)域之間經(jīng)濟(jì)、社會發(fā)展水平差異的限制,現(xiàn)階段國內(nèi)區(qū)域環(huán)境治理難以達(dá)成一致,造成在真正踐行環(huán)境治理理念中貫徹不徹底、執(zhí)行不堅決現(xiàn)象時有發(fā)生,導(dǎo)致我國環(huán)境問題看似重視力度很大,但是由于地方之間協(xié)調(diào)治理能力不足造成徹底無法治理的現(xiàn)象普遍存在。因此探析我國區(qū)域環(huán)境治理對于環(huán)境保護(hù)具有十分重要的作用。京津冀地區(qū)作為我國區(qū)域協(xié)調(diào)發(fā)展的重點(diǎn)試驗區(qū),在環(huán)境治理方面歷史欠賬嚴(yán)重、環(huán)境治理聯(lián)動尚未健全。選擇京津冀地區(qū)生存環(huán)境問題及其治理進(jìn)行研究具有重要的現(xiàn)實意義。本文采用了二次分析法、比較分析法以及個案法,對我國京津冀地區(qū)在2011-2015年的資源及環(huán)境質(zhì)量以及環(huán)境污染與治理方面進(jìn)行了量化分析,并將該地區(qū)與處于振興期的東北地區(qū)和同為經(jīng)濟(jì)發(fā)達(dá)地區(qū)的長三角地區(qū)的生存環(huán)境質(zhì)量進(jìn)行橫向?qū)Ρ?分析了京津冀地區(qū)在治理區(qū)域生存環(huán)境方面存在的問題及原因。通過數(shù)據(jù)分析,本文認(rèn)為造成京津冀地區(qū)生存環(huán)境方面主要的問題集中在大氣污染、水污染、綠化不足以及傳統(tǒng)能源消耗過大等方面。這一問題長期得不到解決的原因主要是由于以下幾方面:首先,京津冀地區(qū)產(chǎn)業(yè)轉(zhuǎn)移方面造成了污染跨區(qū)域問題;其次,當(dāng)?shù)卣姝h(huán)境治理能力尚待提升;再次,區(qū)域一體化進(jìn)程中出現(xiàn)政府治理生存環(huán)境失靈的問題;最后,公民對于生存環(huán)境及其治理的參與不足。本文認(rèn)為,樹立生態(tài)政治觀念和運(yùn)用區(qū)域環(huán)境政策理論,是提升當(dāng)前京津冀一體化過程中生存環(huán)境質(zhì)量的關(guān)鍵。通過制定相關(guān)的法律規(guī)范、提高公共治理能力以及提倡公民參與社會治理等方面,引導(dǎo)不同主體貫徹生態(tài)政治觀念,防止生存環(huán)境質(zhì)量進(jìn)一步遭到破壞;通過區(qū)域環(huán)境政策理論在現(xiàn)實中的實踐,防范京津冀一體化中出現(xiàn)的現(xiàn)實問題,并對當(dāng)前京津冀區(qū)域一體化中出現(xiàn)的新問題有針對性的進(jìn)行治理,能夠有效提高該區(qū)域生存環(huán)境質(zhì)量。
[Abstract]:As an important concept of governance in regional development, the quality of regional living environment and its promotion have been paid more and more attention by academic circles and governments at all levels in recent years.As a result of the natural environment and its pollution attribute characteristic, the environment pollution often has the region but not the single locality, and along with our country economic society development, the environment pollution to the economic restriction is also more and more remarkable.Therefore, in recent years, regional environmental problems and governance has received more attention.By examining the current situation of regional governance in the field of living environment governance in China, it is found that due to the differences in economic and social development levels among different regions in China, it is difficult to reach agreement on regional environmental governance in China at this stage.As a result, the implementation of the concept of environmental governance in real practice is not thorough, and the phenomenon of enforcement is not resolute, which leads to the fact that the environmental problems in our country seem to attach great importance to them.However, due to the lack of coordination between the local governance capacity caused by the phenomenon of total irremediation is widespread.Therefore, the analysis of regional environmental governance plays an important role in environmental protection.The Beijing-Tianjin-Hebei region, as a key experimental area for regional coordinated development in China, has a serious historical deficit in environmental governance, and the linkage of environmental governance has not yet been improved.It is of great practical significance to choose the living environment and its management in Beijing, Tianjin and Hebei.In this paper, quadratic analysis method, comparative analysis method and case method are used to quantitatively analyze the resources and environmental quality and environmental pollution and control in the Beijing-Tianjin-Hebei region from 2011 to 2015.The quality of the living environment in this area is compared with that in the northeast region and the Yangtze River Delta region, which is also an economically developed region, and the problems and causes in governing the living environment in the Beijing-Tianjin-Hebei region are analyzed.Through the analysis of data, this paper thinks that the main problems in the living environment of Beijing-Tianjin-Hebei region are air pollution, water pollution, lack of greening and excessive consumption of traditional energy.The reasons why this problem has not been solved for a long time are mainly due to the following aspects: first, the industrial transfer in the Beijing-Tianjin-Hebei region has caused a cross-regional problem of pollution; secondly, the ability of the local government to manage the living environment has yet to be improved; thirdly,In the process of regional integration, there is the problem that the government governs the living environment malfunction, and finally, the citizen's participation in the living environment and its governance is insufficient.This paper holds that it is the key to improve the quality of living environment in the process of integration of Beijing, Tianjin and Hebei to establish the concept of ecological politics and apply the theory of regional environmental policy.By making relevant laws and regulations, improving the ability of public governance and advocating citizen participation in social governance, we should guide different subjects to carry out ecological political concepts and prevent the further destruction of the quality of the living environment.Through the practice of regional environmental policy theory in reality, to prevent the actual problems in the integration of Beijing-Tianjin-Hebei, and to deal with the new problems in the regional integration of Beijing-Tianjin-Hebei.It can effectively improve the quality of living environment in this area.
